1 Stocktaking of resilience collaboration at the country level Regional Workshop on a Common Way Forward on Resilience in Eastern and Central Africa Nairobi, October 2013

2 Global Istitutional Regional context The Head of States agreed to develop mid to long-term strategies to deal with frequent occurrences of food security emergencies in HoA and instructed IGAD lead key initiative, FAO is instrumental to assist these initiatives; with WFP also involved in 3 of the 5 main activities. In this context, IGAD engaged 5 main activities with support of FAO, WFP, UNICEF and other development partners: 1) The regional CAADP (A regional CAADP is seen as the right framework for IGAD to coordinate and lead investment in the HoA) 2) Emergency The Country Program Preparedness Paper (CPP) and the Mission Regional Program Nepal Paper (RPP) and February the IDDRSI ) Projects financed by the World Bank and the African Development Bank 4) Institutional mechanisms for the governance of the EDE Initiative: The Regional IDDRSI Platform 5) The RAU, the Regional Analysis Unit/ Nairobi,

3 Common objectives TO INCREASE THE RESILIENCE OF POPULATION IN THE SHORT, MEDIUM AND LONG TERM, WE HAVE TO ACT AND WORK TOGETHER ON: Improve food access and nutrition status of drought-affected, urban poor and refugee populations Improve the level of production and productivity in the primary sector for responsible and sustainable management of productive natural resources Increase access to productive primary natural resources (Water) in order to promote survival and maintenance of livelihood options as well as resilience to drought Monitoring of Food prices and food security & nutrition situation Strengthening the capacities of the government and the community on disaster preparedness and response

5 Challenges, Gaps, Opportunities And Country Ready Level to Help Establishment of an institutional platform for Aid Coordination (i.e. CNCA; high level group for SUN / Scaling Up Nutrition ) Needs of large scale operation and support for food security & nutrition strategy in the country Needs for assessing the actual resilience level and build on a permanent monitoring system Needs for a best support and capacity building to decentralized government s services and to civil society organizations Needs to develop value chain (livestock, fishery & others food production system) Prospected Contribution to the Region P4P farmer in Uganda. Enhance and Develop livestock regional transboundary control system for agro-pastoralism support Reinforce the Regional Resilience Analysis Unit Develop community based activities to ensure sustainability and ownership. Support the development of regional food commercial system and services
