8 Strategic programming A reinforced strategic programming approach Clear focus on policy priorities: 6 Union priorities for rural development Define the points of emphasis of the policy with respect to the needs for intervention identified at the level of the Union Are broken down into operational focus areas to better structure attribution of measures and planned interventions 3 cross-cutting objectives: Innovation, Environment, Climate Change Strengthened result-orientation of programmes: Quantified targets per focus area to be established ex ante Performance framework based on milestones Ex-ante conditionalities Possibility to establish thematic sub-programmes and national/regional programmes running in parallel 8

9 Strategic programming 6 Union priorities for rural development 1. Fostering knowledge transfer and innovation in agriculture, forestry, and rural areas 2. Enhancing farm viability and competitiveness of all types of agriculture in all regions and promoting innovative farm technologies and sustainable management of forests 3. Promoting food chain organisation, including processing and marketing of agricultural products, animal welfare and risk management in agriculture 4. Restoring, preserving and enhancing ecosystems related to agriculture and forestry 5. Promoting resource efficiency and supporting the shift towards a low carbon and climate resilient economy in agriculture, food and forestry sectors 30% 6. Promoting social inclusion, poverty reduction and economic development in rural areas 9 5%

10 Strategic programming Rural Development Measures: focussing on outcomes Streamlined set of measures (reduced in number) Higher flexibility in the use and combination of measures to better address needs and opportunities in rural areas The intervention logic should clearly illustrate how measures work together in a complementary manner: Measures can contribute to more than one priority/focus area at a time Added-value is created if any measure supports the intervention of the others - the sum is more than the individual parts! Multiple effects of interventions on different focus areas and priorities should be appraised Outcome-oriented approach, flexible programming and attention to synergies between and within measures 10

11 Networking European network for rural development - aims to: increase the involvement of all stakeholders in the implementation improve the quality of rural development programmes informing the broader public on the benefits of RD policy support the evaluation of rural development programmes EIP network aims to: facilitate the exchange of expertise and good practices; establish a dialogue between farmers and the research community and facilitate the inclusion of all stakeholders in the knowledge exchange process National Rural Networks 11

12 Strategic programming A policy priority reduction of the error rate Strengthened approach to the definition of eligibility conditions and selection criteria Inclusion of ex ante assessment of the verifiability, controllability and error risk of the measures into the RDP Regular follow-up in collaboration with the Commission Services Enhanced possibilities for interruption/suspension of payments 12
