At its eightieth session held on December 2003, the Executive Bord uthorized the President to pprove, on behlf of the Bord, grnts not exceeding the equivlent of USD for ech proposl, nd to report nnully to the Executive Bord on the use of such uthority. 2. A description is ttched of 33 grnts pproved under this rrngement in 2005, up to nd including 31 December The grnt criteri nd pprovl process used were those of the IFAD Policy for Grnt Finncing pproved in December 2003 (EB 2003/80/R.5/Rev.1 nd EB 2003/80/C.R.P.1). Due to resource constrints nd environmentl concerns, IFAD documents re produced in limited quntities. Delegtes re kindly requested to bring their documents to meetings nd to limit requests for dditionl copies.

The strtegy reflects the Government s deep commitment to reducing rurl poverty nd provides new perspective for griculturl growth nd rurl development. In both documents, the Government hs set out development gols, policies nd strtegic orienttions nd objectives imed t reducing poverty in rurl res while ddressing the specific concerns of the rurl poor. The reformultion of the opertionl frmework ims to ensure timely nd effective implementtion of the country s poverty reduction strtegy. The grnt will support the development of five-yer progrmme of ction, relted medium-term finncing pln nd procedures for implementing, monitoring nd evluting progress The progrmme s objective is to enble groups of frmers nd service providers in Est Afric to exchnge ides nd experiences on how to improve ccess to services nd mrkets. To this end, the progrmme will mentor existing frmer groups in Keny, the United Republic of Tnzni nd Ugnd; conduct field visits to lerning groups; trin new lerning groups; develop trining resources; prepre nd mke presenttions to senior government nd donor stff in the country; regulrly convene other institutions involved; nd prepre regulr briefs on policies for public support emerging from the locl experiences The progrmme will consolidte nd document innovtive prctices nd lessons lerned during the reserch nd dissemintion of conservtion griculture (CA) in Afric. It will collborte with number of prtners to relize its expected objectives nd outputs, nmely: enhnce understnding nd knowledge mong CA prctitioners; produce tble of contents for the CA mnul/kit produced during preprtory workshop; crete CA network; gther nd document experiences of individuls, communities nd orgniztions long with lessons lerned; print nd widely disseminte CA mnul; nd lunch the CA mnul during the globl CA conference The overll gol of this grnt is to enhnce implementtion of the Government s pln for moderniztion of griculture (PMA), which is holistic strtegic nd policy frmework tht seeks to reduce poverty through griculturl trnsformtion nd thus contribute to the country s overll frmework for poverty reduction. The specific objectives include: (i) developing cler differentited trgeting strtegies with focus on pproches nd mechnisms to effectively rech the poor (prticulrly women) in plnning nd implementing the PMA s ctivities; nd (ii) enhncing the cpcity of the PMA secretrit nd field-level implementing prtners to effectively guide, implement nd monitor the trgeting pproches/mechnisms under PMA pillrs nd ctivities.

Ech opertion hs specific trgeting to rech women, young people nd other vulnerble groups (including HIV/AIDS-ffected households). The ctivities of this grnt focus on building cpcity t vrious levels, from villge-level self-help groups/orgniztions to locl government. Representtion from locl groups mens tht women nd other vulnerble groups will hve trgeted ccess to prticipte in the progrmmes. Ech pilot district (Bbti, Hi, Mbey Rurl, Mpwpw, Rombo) hs lerning group of 25 members drwn from fcilittion tems bsed in the five wrds in which ctivities re focused. In ddition, locl government stff will receive trining The project will collborte with the Government s Rurl Finncil Services Progrmme (RFSP), which hs selected 100 rurl microfinnce institutions (MFIs) in three zones (Northern, Southern nd Centrl) in which to trget its opertions. The project will work with 52 of these MFIs scttered rndomly throughout the three zones. Its monitoring ctivities re expected to provide vluble informtion to the RFSP coordintion office nd, in prticulr, to groups involved in trining the MFIs. This informtion should provide foundtion for stronger rurl MFIs with improved finncil nd mngeril performnce. This will in turn led to MFIs improving their services to the rurl community they serve The progrmme s gol is to contribute to pro-poor policy nd progrmme formultion in Afghnistn, with full considertion of the specific sitution of the most vulnerble people, through the provision of pproprite, innovtive options, best prctices nd pproches. This gol will be chieved by enhncing nd supporting pro-poor innovtions tht contribute to sustinble improvements in the livelihoods of poor nd disdvntged people in the uplnds of Afghnistn. Another gol is to foster improved policy dilogue in order to develop n enbling environment for sustinble pro-poor development The gol of this grnt is to promote the doption of orgnic griculture in the Pcific region nd to contribute to the reduction of rurl poverty. To rech its objectives, the progrmme will: enble producers of orgnic griculture to obtin certifiction for their products t reduced nd ffordble cost; institutionlize certifiction cpcity either through privte or governmentl sources; develop set of regionl stndrds for orgnic griculturl products; nd nlyse existing orgnic griculturl nd Firtrde production in the Pcific Islnd countries The overll gol of the proposed cpcity-building progrmme is to develop self-relint nd sustinble institutions tht re inclusive of the rurl poor nd mrginlized in rurl res nd outer islnds of the Pcific nd contribute to the reduction of rurl poverty. This will lso provide technologicl support to IFAD s development progrmmes nd projects in the dry res of Ltin Americ, in prticulr IFAD s development projects in Mexico (such s the Strengthening Project for the Ntionl Micro-Wtershed Progrmme) The min objective of this grnt is to ssist the Government of Cost Ric in improving its effectiveness in fostering development. Specificlly, it will ssess the performnce of public-sector gencies in rurl poverty reduction nd in service provision, nd fcilitte process through which civil society cn nlyse nd comment on development ctivities relevnt to the rurl poor nd their orgniztions. United Ntions Progrmme ACCION Network for Bmboo nd Rttn Potto Center Soil Reference nd Informtion Centre The grnt seeks to: (i) fcilitte prtnerships between remittnce compnies nd Amh Klkl (the only microfinnce institution operting in north-western Somli), securing investment nd support of locl remittnce compnies in the development of sustinble microfinnce mechnism; (ii) develop the institutionl cpcity of Amh Klkl to meet requirements of Somli migrnts nd business investors while ddressing the needs of the rurl poor; nd (iii) ssist in developing suitble Amh Klkl microfinnce products tht meet customer needs This grnt progrmme ims to extend the outrech of finncil services to the rurl poor in prts of the Ner Est nd North Afric (Algeri, Egypt, Jordn nd Morocco). To this end, it will support commercil bnks in these countries in their trnsition to rurl microfinnce in order to meet the finncil needs of the rurl poor more effectively. In line with IFAD s privte-sector development nd prtnership strtegy, this progrmme will seek to develop the outrech of commercil bnks, using their comprtive dvntge in the bnking business nd extensive brnch networks The gol of this progrmme is to help ddress rurl poverty by dpting/replicting bmboo- nd rttnbsed investments, nd mximizing their impct to improve rurl livelihoods. The progrmme will develop wys of estblishing links with ongoing lon projects nd with new projects s mens of dptive repliction in other countries. The progrmme will give rurl women voice by creting opportunities to shre experiences, knowledge nd informtion. It will conduct workshop, providing specific professionl trining on environmentl nd gender issues nd inviting developing-country journlists with specil interest in these topics to ttend. The progrmme will collect nd disseminte informtion on desertifiction nd lnd degrdtion to stkeholders nd supply this informtion to the Desert Desk t United Ntions hedqurters in New York The gol of this progrmme is to improve the mngement of wter resources in order to reduce poverty nd hunger nd chieve the other MDGs. Its specific objective is to ssist the Group of Fifteen with the preprtion of the theme for its Thirteenth Summit. This will include pre-summit seminr tht will ddress two sub-themes directly relted to the min theme of the Summit: (i) mngement of the demnd for wter in urbn res nd for griculture to ddress ll spects of the economy of wter; nd (ii) protection of griculturl lnd ginst erosion nd desertifiction. It will lso include input into the finl communiqué from the heds of stte nd government t Summit completion The progrmme hs the stted gol of helping indigenous groups nd communities ssess their own wellbeing ccording to their principles, concepts nd prctices of development. This will be ccomplished by undertking regionl consulttions nd workshops with stkeholders to determine pproprite indictors, nd disseminting greed indictors t country, regionl nd globl levels This progrmme s gol is to support the Microcredit Summit Cmpign by enbling microfinnce prctitioners nd institutions from developing countries to prticipte in the Microcredit Summit Meetings of Councils. Such prticiption will build their cpcity in res of microcredit nd further their understnding of microfinnce s n instrument of economic development for the rurl poor.
