1 ASEAN AUSTRALIA DEVELOPMENT COOPERATION PROGRAM (AADCP) PHASE II TERMS OF REFERENCE CONSULTING OPPORTUNITY FOR THE ESTABLISHMENT OF ASEAN GOOD ANIMAL HUSBANDRY PRACTICES (GAHP) The ASEAN Secretariat invites applications for the above-referenced project under the ASEAN Australiaa Development Cooperation Program (AADCP) Phase II supported by Australian Aid. I. Background Despite the advancement of industrialization, the agriculture sector remains the backbone and dominant sector of the ASEAN community, in terms of the large workforce it employs and its contribution to grosss domestic products. The provisionss in the ASEAN Economic Community (AEC) Blueprint have identified possible means for the agriculture sector to enhance ASEAN competitiveness, especially through the improvement of ASEAN standards for agriculture to be at par with international standards. This works hand-in-hand with the objective of the ASEAN cooperation in food, agriculture and forestry, to formulate and implement regional cooperation activities in enhancing international competitiveness of ASEAN s food, agriculture and forestry products, thus further strengthening food security arrangements in the region. Among the issues that have greatly impacted agriculture is food safety, which is increasingly becoming a global challenge both by virtue of its public health impact as well as its economic and political implications. Such dynamic and complex interaction is apparent in the livestock sub-sector especially at a time when Asia faces twin health problems of infectious diseases stemming from animals and the emergence of drug-resistantt strains of pathogens that make treatment difficult. Food safety should be addressed throughoutt the food chain that is from production until distribution or from farm to table. This requires close collaboration and cooperation among all stakeholders along the food chain, and clearly defined jurisdiction, responsibilities and mechanisms of cooperation in dealing with existing and emerging food safety challenges. Different ASEAN Member States (AMSs) are at different levels in terms of food safety management and administration. Countries such as Malaysia and Indonesia are just some of the Member States who have developedd and are implementing their national standardss whereas there are those which are still in the process of developing their respective national Good Animal Husbandry Practices (GAHP). Therefore, lessons and best practices that are being generated within and among the ASEAN Member States in this area can help facilitate the development of a regional GAHP. With the growing global awareness on food safety and quality, the adoption of GAHP has been identifiedd as one of the approaches in ensuring the production of quality meat and meat products in the region and sustainable development of the sub-sector. Therefore, farmers should aim to achieve internationally-accepted standards in livestock production and animal disease control programmes. As such, the development of a suitable ASEAN GAHP, based on international quality standards, is essential. II. Needs and Objectives The overall goal of the project is to support the ASEAN Economic Community by enhancing the competitiveness of livestock production of the ASEAN Member States. In particular, it intends to: develop and initiate in each Member State by 2013 country specific programmes including human and institutional capacity building programmes, to boost widespread acceptance and utilisation of the ASEAN GAHP; and, Page 1 of 6

2 systematically monitor the implementation of the ASEAN GAHP in each AMS. Taking into consideration the different levels of engagement and technical capability amongst the ASEAN Member States, it is also expected to strengthen ASEAN cooperation and contribute to the pool of knowledge in GAHP. This consulting opportunity will support the achievement of the project objectives. The consultant will work with the ASEAN Member States and provide guidance in addressing the methodological issues in developing suitable standards and its subsequent implementation. This includes providing technical leadership in designing feasible, scalable and cost-effective GAHP under ASEAN Member States conditions. The focus of this consultancy is the development of ASEAN GAHP standards for broiler and layer production. III. Outputs/Deliverables Implementation of the project will be managed by Directorate General of Livestock and Animal Health Services (DGLAHS), Ministry of Agriculture, Republic of Indonesia and the Agriculture Industries and Natural Resources Division (AINRD), a unit within ASEC, in consultation with the ASEAN Member States. Specific outputs from the consultant will lead to the preparation of GAHP documents as follows: an Inception Report which will contain an over-all approach to the study, updated and detailed work plan, and, budgetary allocation; an inventory and review of existing animal husbandry standards particularly on broilers and layers, regulations and related practices in place, in the various AMSs;. ASEAN GAHP standards for broiler and layer production, prepared by the AMSs; Strategic Plan for the implementation and sustainability of ASEAN GAHP for broiler and layer production prepared; a Policy Brief (no more than 10 pages), providing a concise summary of the results of the project which will assist in mobilizing support for GAHP in ASEAN Member States; and, a Final Synthesis/Project Completion Report. IV. Tasks/Activities The following activities will be undertaken to achieve the objectives and outputs discussed above. The bidder must provide details on its approach to the activities and may recommend additional activities, as necessary. Activities 1. Preparation of the Inception Report Development of the over-all approach to the delivery of the expected outputs; Prepare updated and detailed work plan and budget. 2. Prepare an inventory and review of existing GAHP standards for broilers and layers and related regulations and documentations in the various AMSs, including but not limited to: Gathering of relevant information pertaining to GAHP, rules and practices observed in the respective AMSs including documents under the ASEAN livestock publication series. Consultation with relevant stakeholders including the government agencies, private sector, SMEs and industry associations (consultation will be gender informed); Analysis of the similarities and differences among the aforementioned standards, regulations and practices among the AMSs; and, Conduct of SWOT analysis in order to identify the internal and Indicative Duration for Each Activity 1 week 6 weeks Page 2 of 6

3 external factors that are favourable or unfavourable (including barriers and gaps) towards the adoption of the ASEAN GAHP among the Member States. 3. Compile and assess globally recognized GAHP, both within and outside the region including their elements and components 4. Prepare ASEAN GAHP for broiler and layer production Prepare draft GAHP based on agreed upon scope Develop draft mechanisms for implementation, measurement, monitoring and evaluation methods Circulate draft GAHP for comments; Present draft GAHP in a workshop attended by relevant stakeholders including private sector representatives; and, Revise draft GAHP as necessary following comments and recommendations. 5. Develop a Strategic Plan (containing regional and country level activities, as appropriate) for broiler and layer production to promote the application of ASEAN GAHP among AMSs, including but not limited to the: Identification of activities (with corresponding timelines and resource requirements) to assist the AMSs fine-tune their existing national GAHP and assist those which do not have their own GAHP; Design of capacity building programmes at the regional and national levels to enhance the institutional and human resource requirements for the development and effective implementation of the GAHP standard. These should identify specific technical skills and areas that would contribute in outreach programs to assist the poultry raisers implement the standards and how they can be enhanced; and, Identification of suitable IEC activities and materials to enhance awareness and utilisation of the ASEAN GAHP by the target beneficiaries. The Strategic Plan will identify opportunities to support small farmers, SMEs and women and how to support and encourage their utilisation of the standards. 6. Prepare policy brief: Organize and summarize the findings of the project to provide a holistic picture on the state of GAHP within the region Address possible key points, among others: o How an ASEAN GAHP can contribute to economic growth in the region; o How ASEAN Member States can develop GAHP strategies with reference to supporting SMEs and identified gender issues. 2 weeks 15 weeks 8 weeks 2 weeks 7. Prepare project completion report. In coordination with AINRD, which is primarily responsible for organizing events, the consultant is also expected to provide technical support during project related workshops and meetings and provide inputs to meeting/workshop reports. 4 The timing of the tasks/activities is indicative and can be adjusted when the contractor s work plan is developed, subject to mutual agreement. V. Reporting The Consultant is expected to complete the study within 12 calendar months in accordance with the project s work plan. Month 6 Month 8 Month 10 Month 11 Month12 Month 12 All reports will be submitted in draft form, using AADCP II Report Guidelines, to Director General of Livestock and Animal Health Services (DGLAHS) of Indonesia as chairperson of TWG for the ASEAN GAHP project with copy to AINRD and AADCP II. The contractor will also provide bi-weekly summations of activities undertaken and issues that have arisen. These will be submitted to Director General of Livestock and Animal Health Services (DGLAHS) of Indonesia with copy to AINRD and AADCP II via . Financial reports will be submitted at invoicing in line with a payment schedule to be specified in the consulting agreement. VI. Work Management The consultancy will be funded by the ASEAN-Australia Development Cooperation Program II (AADCP II) and supported by the AINRD and Directorate General of Livestock and Animal Health Services (DGLAHS) of Indonesia. The AINRD and the consultant will assist the DGLAHS in the organization and conduct of meetings and other project related activities. The consultant will work closely with the Director General of DGLAHS of Indonesia and relevant ASEC officers. VII. Scope of Services The project will be implemented over a continuous period of 12 calendar months. Professional services through this consultancy are required for 8 person-months. Such services include research, analysis and presentation, report writing/preparation, consultation with stakeholders, and technical support to meetings and workshops. The consultant is expected to provide an estimate budget for: Page 4 of 6

Qualifications In its proposal the bidder should demonstrate that it meets the following qualifications: Graduate degree in Animal Husbandry or Veterinary Medicine; Previous experience or involvement on the development of an ASEAN member state animal husbandry related guidelines, standard and strategic plan, or similar endeavours; Knowledgeable on the different GAHP programs being implemented worldwide, including but not limited to commercial GAHP standards where most government GAHP standards are being benchmarked against (i.e. GLOBALGAP, etc); Proven experience in developing livestock and animal health standards ; Proven experience in developing and implementing food safety and animal welfare activities; Proven experience in poultry diseases control; Proven track record in research, survey, activity design and delivering technical assistance, including effective capacity-building, related to animal health and livestock production; Detailed understanding and wide experience across sectoral and importantly the crosscutting, including economy-wide issues affecting ASEAN livestock production and animal health; High-level interpersonal, negotiation and communication skills, including experience in crosscultural environment and international settings; Proven experience in dealing with senior government officials, parliamentarians and other identified stakeholders; Proven ability for accuracy under pressure and adherence to deadlines; Proven skills in data analysis, assessment and in related policy advise; and, Proven skills in report writing and conversing in English. IX. Bidding Interested parties are invited to submit a proposal in response to this announcement. The proposal should be in two parts: technical and financial. The technical component should present the following information: A brief discussion indicating the bidder s understanding of the needs of the project; A brief analysis of key issues; A methodological discussion of how the bidder proposes to address those needs including assessment of key issues, analytical strategies and approaches that will underlie the project and specific techniques to be utilized; A detailed work plan that specifies activities to be undertaken, expected outputs, resources to be utilized and timing; Management plan; A discussion on how measures to ensure the future sustainability of the outcomes of the project will be addressed; CV of the consultant; Brief discussion of consultant s past experience in undertaking similar work and brief summaries of all projects undertaken. The financial component should specify all direct and indirect costs, in US dollars, including billing rates for experts, workshops, etc. The selected bidder will be offered a lump-sum, output-based contract for the provision of the required services with scheduled milestone payments. The award of the contract will be subject to the negotiation of a mutually acceptable agreement. X. Submissions of Application Page 5 of 6
