2 Overview f Dcument 3: SADC Prtcl- n Quarantine and Phytsanitary measures fr seed Intrductin Purpse Fllwing extensive technical and plicy cnsultatins, 3 prpsals cncerning harmnizatin f seed regulatins in SADC were develped by the SADC Secretariat This was dne thrugh the Fd, Agriculture and Natural Resurces (FANR) Directrate Presented t a meeting f SADC Permanent Secretaries f Agriculture in Maput, Mzambique, 7-8 December The 3 prpsals were: (1) SADC Crp Variety Testing, Registratin and Release System, (2) SADC Seed Certificatin and Quality Assurance System, and (3) SADC Quarantine and Phytsanitary Measures fr Seed. T enhance safer and faster mvement f seed thrugh establishing cmmn Quarantine and Phytsanitary Measures fr seed in the SADC Regin, (sciencebased) i.e Reduced direct and indirect csts related t seed trade Encuragement f safe mvement and disseminatin f seeds. Intrducing a ratinalized SADC pest lists fr the mvement f seeds between Member States, and between SADC and utside cuntries T carry ur prcedures in a transparent manner supprted by apprpriate dcumentatin. Organisatin The Prject Management Unit (PMU)f the SADC Seed Security Netwrk SSSN, with technical supprt frm the SADC Seed Cmmittee (SSC) and Natinal Plant Prtectin Organizatins (NPPOs), will be respnsible fr the fllwing: assisting Member States with dcumentatin f current Measures and their impacts n seed exchange facilitating the rganizatin f technical reviews t develp better standards and prcedures and t secure that new initiatives are in line with reginal and internatinal agreements;

3 design and supprt effrts that will secure plitical supprt t ratinalize and harmnize regulatins assist in establishment f databases t recrd current natinal regulatins and key dcuments, issuance f permits (including seed quantities invlved), critical issues, and disputes keep Member States infrmed via the SADC-FANR Website and thrugh ther means and Assist in surcing funding t supprt the abve activities. The PMU will seek clse cllabratin with the NPPOs and supprt the rganizatin f reginal meetings t address: Develpment and updating f Phytsanitary guidelines and prcedures fr seed Identificatin and recmmendatin f better methdlgies fr utilizatin in the Phytsanitary system(s) fr seed and Develpment f methds t mnitr and prvide technical backstpping t the established system(s). RATIONALISED PEST LISTS Tw ratinalized pest lists have been intrduced The lists nly include: 1. A SADC list f pests which require cntrl when there is seed trade between SADC Member states, and 2. A SADC list f pests which require cntrl when there is seed trade int a SADC cuntry frm utside the Regin pests which are f ecnmic significance, are nt cmmn in the SADC Regin and are seed brne

4 Advantages f the ratinalised Pest List Testing and quarantine measures fr seed are nly required fr diseases which are nt cmmn in all SADC Member States, are seed brne, and are f ecnmic imprtance; Since all SADC Member States are testing fr the same diseases, re-testing f seed cnsignments n arrival in the imprting cuntry may be reduced and eventually n lnger be necessary - except in cases where there are cncrete reasns t assume that a new pest and/r disease may be intrduced; The need fr a cuntry t test seed which is t be re-exprted after a perid in transit may be reduced; and Since fewer pests will need t be checked at entry pints, clearance and entry f cnsignments will be faster. Fr seed mvement frm a cuntry utside SADC t a SADC when it has been established by the imprting SADC cuntry that the cnsignment meets SADC requirements then the seed can be mved t any ther SADC cuntry withut further testing. Equivalency Member States are encuraged: T recgnize that an alternative level f prtectin r risk reductin may be btained by applying alternative methds t cntrl quarantine pests. This will be thrugh the use f alternative methds that are declared and Technically and ecnmically feasible fr use as lng as it prvides the same level f prtectin against pests. T prmte trade and speedy mvement f seeds within SADC use f mutually recgnized alternative measures shuld be encuraged and in line with the prvisins f the SPS Agreement Phytsanitary dcumentatin and prcedures Seed lts mving in the Regin and in internatinal trade must be accmpanied by apprpriate dcumentatin which serves t certify that the seed lt cmplies with Phytsanitary requirements. Key dcuments are the fllwing: Plant Imprt Permit: Must be issued by the imprting cuntry authrising the imprtatin f seeds in accrdance with specified Phytsanitary requirements. The Permit must accmpany the seed lt and be presented t inspectrs at exit and entry pints.

5 Phytsanitary Certificate: Is issued by the exprting cuntry and serves t certify that requirements specified n the Imprt Permit have been met. The Phytsanitary Certificate must therefre als be presented t the inspectrs at exit and entry pints. Nn-cmpliance Ntificatin: Is issued by the imprting cuntry and frwarded t the NPPO f the exprting cuntry in the case where cnsignments f seeds, and/r the accmpanying Phytsanitary Certificates, d nt cmply with the cnditins set in the Plant Imprt Permit, and/r where a quarantine pest has been intercepted. Re-exprt Phytsanitary Certificate: The need fr this dcument ccurs when a cnsignment f seeds, arriving frm the exprt cuntry, is being stred and/r repacked by the imprting cuntry under circumstances which may expse the cnsignment t infestatin r infectin befre re-exprt t a third cuntry r if the cnsignment stayed lnger in the transit cuntry than determined by the NPPO. The Certificate is issued by the Cuntry where the seeds was in transit and is attached t the Phytsanitary Certificate issued by the exprting cuntry. Frmat fr Permits and Certificates Member States will adpt cmmn frmats fr the varius certificates and ther dcuments and ensure that the certificates prvide the necessary infrmatin. The 3 dcuments, which are designed in line with such requirements are : Plant Imprt Permit Phytsanitary Certificate Re-Exprt Phytsanitary Certificate Where these frms are nt yet being used, the PMU will assist as required with their intrductin.

6 Overview f Quarantine and Phytsanitary measures fr seed legislatin and prcess in Zimbabwe Phytsanitary Regulatins and Standards The Plant Quarantine Services is gverned by the Plant Pests And Diseases Act Chapter 19:08. This Act f Parliament gives Plant Health Inspectrs (ver 108 PHI statined at Exit/ entry pints and inland statins) Regulatry pwers t inspect, disinfect and eradicate pests and disease n behalf f the Minister f Agriculture. Zimbabwe is a signatry t the Wrld Trade Organizatin s Agreement n Sanitary and Phytsanitary Measures (WTO-SPS). Althugh it is nt yet a signatry t the FAO-Internatinal Plant Prtectin Cnventin (IPPC) it fllws Internatinal Standards f Phytsanitary Measures (ISPMs) drafted by the IPPC. There is hwever great need t ratify with the IPPC s as t be a signatry t it and fully participate in activities relating t it that enhance the recgnitin f the NPPO reginally and internatinally. Seed Imprts Prcedure T imprt seed int Zimbabwe, an Imprt Permit is t be applied fr prir t mvement f seed by the imprter s as t get details f cnditins f imprtatin The Zimbabwe NPPO issues Imprt Permit nly after having seen the fllwing dcumentatin: Dcumentatin frm Seed Services Department in the way f applicatin frm allwing fr imprtatin f the seed. At the discretin f the Head f the NPPO a Pre-shipment Inspectin may be requested fr prir t prcessing f the Imprt Permit The cst f the pre-shipment inspectin is brne by the imprter (Private Sectr) in the frm f inspectin fees and transprt and accmmdatin fr the Plant Health Inspectr at gazetted gvernment rates f per diem Fr seed meant fr humanitarian aid r dnatins Gvernment bears the csts Upn analysis f results frm sampled seed and satisfactin f n risk psed f imprting the seed the Imprt Permit is issued t the imprter wh sends t the exprter fr use t apply t exprt seed. Seed shuld fllw seed exprt prcedures (Seed Health and Cntrl aspects) fr the Natinal Plant Prtectin Organisatin (NPPO) f the cuntry frm which seed is cming frm. Cnsignments f seed are t be accmpanied by a Phytsanitary Certificate n a Gvernment prescribed frm frm the NPPO f the cuntry frm which seed is cming frm.

8 Incnsistencies between SADC Prtcl vs Natinal Legislatin and practice Majr differences in Types/ methds f inspectins dne in the SADC may be a key issue in the harmnisatin. Examples f inspectins that Zimbabwe Plant Quarantine Services (P.Q.S) carries ut which are nt stated by the prtcl include: Field inspectins during active grwth f seed crps Pre-shipment inspectin f imprtant seed crps - mainly due t stred prduct pests which in Zimbabwe are restricted t sme areas and still under management Dcumentatin (Re-exprt permit) NPPO f Zimbabwe des nt have a set ut reexprt permit in use althugh the frmat is available, The rdinary exprt permit is used and labelled Re-exprt Harmnised pest lists des nt include arthrpds pests which culd spread thrugh seed trade GM-free certificatin status f different Reginal cuntries nt highlighted by the prtcl

Als with the interventin f ther seed stakehlders (e.g. Researchers, farmers, seed huses extensin persnnel) it is t carry ut Pest Risk analysis s t update the current pest list Relevant stakehlders respnsible fr any rle critical fr the HaSSP t be a success shuld fully participate in activities whle-heartedly, with integrity and maximum effrt.
