This would be achieved by strengthening existing institutional frameworks for climate change adaptation, and by the demonstration of cost-effective adaptation strategies in agriculture and natural Page 1 of 7

2 resources management. Having experienced implementation delays due to difficulties in recruiting consultants with the appropriate level of expertise, the project is now maikng good progress in implementing the pilot activities. All consultants have been recruited to assist the implementing agencies, Department of Environment and Natural Resources and the Department of Agriculture in carrying out the pilots, some of which are now advanced in implementation. For example, at the irrigation pilot sites the team has completed climate risk assessment of the irrigation facilities and feasibility studies for retrofitting to make the structures more climate resilience; the participation of farmers in training at Climate Field Schools has increased with the curriculum expanded to facilitate integrated nutrient management, integrated pest management as well as climate-smart post harvest handling of crops; the development of the Climate-Smart Decision Support System at the International Rice Research Institute (IRRI) to help farmers make more informed decisions during the crop calendar is well advanced; the weather index based insurance pilots continue and are being enhanced with future projections from PAGASA; and agroforestry is being promoted as a part of ecosystem based adaptation in two watershed areas. These activities are underpinned by the progress being made by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in the provision of climate change data. They have also prepared hazard maps for Region 13 covering storm surge, floods and sea level rise, while that for Region 6 is ongoing. Management is giving closer attention to acceleration in the pace of implementation as the project is still behind schedule, as well as beginning preparation for the integration of the climate resilience measures being produced by the project into DENR's and DA's core business.
