2 Implementation Status and Key Decisions The project has successfully achieved and overachieved all Project Development Objectives (PDOs) indicators of the original phase. Despite the first two years of being in problem status with slow start and disbursement, the project has taken off effectively and delivered the results and positive spillover effects beyond the original design. The project has managed to disburse 100% of the original credit and is finalizing the disbursement documentation prior to the deadline of the grace period in April 30, It also managed to receive all committed counterpart funding through the project period. The project has managed to overcome challenges in promoting and application of good animal husbandry practices, and improving the production efficiency especially at household scale, which is not limited in the targeted groups but many of farmers are voluntary to apply and register as good animal husbandry practices (GAHP) application and certified. LIFSAP has also contributed to improved food safety through upgrading the operation and sanitations at slaughterhouses and wet markets, and set the trend and standards for improved wet markets in the county. It has excelled in providing massive capacity development, policy mainstreaming of good practices into the national extension system, and building a strong cohort of local GAHP experts. These are the strong foundation for the scaling up and consolidation activities for the Additional Financing phase. The AF retains the original project s objectives, and its components and sub-components. It supports the scaling-up of activities including wider and deeper adoption of GAHP by livestock-keeping farmers within the 12 participating provinces, expanding the application of best practices along value chains for livestock products and introducing policies to develop further, to international best practice standards, the quality of veterinary services. This new phase will demonstrate the approach to transforming the quality of the livestock sub-sector, including institutionalizing the first phase s successes and promoting focused policy dialogue and reforms. This AF will take into account the experiences (what worked and what did not work) on project management, fiduciary and safeguards from the parent project. It will also consolidate achievements of the first phase and improving the project s sustainability nationwide by: (i) building on the GAHP households achievements by introduction of a group/cooperative approach for households as the medium for development of livestock production; and (ii) increasing support for institutionalization by GoV of its successes such as adoption of the food safety guidelines as national standards, strengthening and accreditation of the laboratory networks. 5/12/2016 Page 2 of 11
