BACKGROUND Tanah Papua, which comprises Papua and West Papua Provinces, is Indonesia s largest but most sparsely populated region with 3.6 million inhabitants, with at least 73% of indigenous Papuans living in rural areas. Despite the fact that the region is blessed with enormous natural resources, its poverty rate is more than double the national average and the highest of the country at 34.88% for West Papua and 36.80% for Papua. Papua and West Papua also lag behind other provinces on key non-income indicators of the Millennium Development Goals (MDGs). In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which has led to the absence of an inclusive framework for developing sustainable economy. Starting from 2006, the People-Centred Development Programme (PCDP) has been supporting local government institutions, civil society organizations and communities in the provinces of Papua and West Papua in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs). The second phase of the programme continues to provide technical assistance to the local government and civil society to formulate, coordinate and implement appropriate, specific local development programmes in the targeted districts of Papua Province and West Papua Province. The Programme also put more emphasis on improving the economic welfare of communities, in particular indigenous communities, starting with a few concrete pilots to ensure that the results of programme interventions make an impact on the lives of communities and government s efforts to reduce poverty. This is covered under Output 3, which intends to improve community welfare in particular of indigenous communities through the functioning of local government and civil society basic systems and processes for sustainable livelihood development in Tanah Papua. Output 3 of PCDP states: Local government and civil society have basic systems and processes for developing a framework for sustainable livelihood development in the Papua region. Output 3 has been funded by New Zealand Aid, while the Netherlands provided resources for the achievement of outputs 1, 2, and 4. In practice, to achieve output 3, the project provided direct grants and technical assistance to selected communities in five regencies of Papua and West Papua. Three districts are in the Province of Papua (Sarmi, Wamena, and Boven Digul), while the other two are in the Province of West Papua (Fakfak and Manokwari). Since 2013, the project s cumulative results under Output 3 are summarized below by their respective districts. 1. Sarmi District, Papua Province The focus of the assistance in Sarmi District has been the development of coconut cooking oil. Results achieved under this particular initiative include: 473 smallholder farmers trained in household-based coconut oil production; A local coconut oil processing center is built and funded by local district government of Sarmi to leverage the production of local coconut oil; A strong partnership built with local government, which enabled local government to invest substantially to the coconut oil processing center. 2. Boven Digul, Papua Province 2

3 The project has been focusing on helping local smallholder farmers to develop vegetable farming. The following results have been achieved: 90 individuals benefited from training on vegetable farming; The smallholders vegetable farming communities secured access to local cooperatives; Positive externalities on the livelihoods of other villagers that learnt how to produce organic fertilizer from PCDP beneficiaries and started producing it. 3. Wamena, Papua Province Focus of the project was to provide technical assistance to the smallholder farmers to develop local honey. Results achieved include the following: 92 individuals trained in honey/bee production Local producers have been trained to improve their packaging allowing them to access a wider market Access to local stalls gained to extend the outreach of the local farmers. 4. Manokwari, West Papua The project has been focusing on helping local smallholder farmers to develop vegetable farming. The following results have been achieved: 162 individuals benefited from training on vegetable farming; the smallholders vegetable farming communities secured access to local cooperatives; 5. Fakfak District, West Papua The project has been focusing on helping local smallholder farmers to develop better nutmeg production and to start producing nutmeg juice. The following results have been achieved: 91 individuals benefited from training on improved nutmeg see drying and/or nutmeg juice production; smallholders nutmeg producers have been assisted in expanding their business through a local NGO; Scaling-up of the achievement with commercial background running by indigenous Papuans has been expecting to be realized in both provinces. Started with an evaluation mission that will be launched to Papua and West Papua, the evaluators are expected to provide valuable feedback,guidance, and to identify how to move forward. In particular, UNDP expects to receive recommendations on how to improve project implementation and maximize results achievement. The evaluation exercise will therefore produce a lessons learned document that can be the input to develop a concept note for new initiatives to promote local economic development in Papua and West Papua. II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The main purpose of this assignment is to strengthening the team to draft lesson learned of PCDP project and to develop a concept note to guide future interventions to promote local economic development in Papua. The team will be led by an International expert on Regional and Local Economic Development. The team will have to study the result of final evaluation to get a thorough comprehension on successes and failures factors of PCDP project. And while keeping in mind, the team will have to elaborate in their lesson learned the applicable solution and relevant technique of any encounter situation found during the evaluation. Finally, by applying some further researches, the team will study the related aspects with local economic development based national and local context in Papua to develop ideas and strategy to further promote sustainable livelihoods through Local Economic Development (LED) in that region (Papua and West Papua Provinces). For this purpose UNDP wishes to hire one national consultant (support specialist). The team support the 3

4 international consultant at all stages of the work. As referred above, the consultant is expected to deliver: 1. A lesson learned document based on final evaluation report produced by evaluator team ; 2. A concept note for new Local Economic Development initiatives in Papua. The target audience of both documents will be: UNDP Donors National and local government Review Take into account the final evaluation report of output 3 of the PCDP and the output indicators covering increase of income of target beneficiaires; new business initiated; level of growth in commercial lending; and number of business development center and their clear methodology, the team will examine a correlation with the ideal condition that is expected to happen and the strategy to promote local economic development in the future in Papua and West Papua Provinces. The review will highlight at least the following aspects: - Data availability, baseline information, and result measurement - Leadership and sharing of responsibility among LED stakeholders (governnment, community, and private company); - Process of need finding to promote LED; - Related statistic data and information available; - Communication policy and strategy taken by leader to build ownership and participation of the stakeholders - How effective the stakeholders used the statistical data and information available to support their LED idea; - How the stakeholders develops their action plan; and - How they monitor and support the delivery of the action plan. The review will also evaluate current partnership and identify new potential or desirable partnerships. Concept note The concept note is aimed at developing a new proposed intervention to promote local economic development in the region of Papua. It should reflect government and UNDP s priorities, objectives, and strategies and its recommendations should be targeted, practical and feasible. The concept note should: - Report what has been done by UNDP and other development partners in Papua (concerning LED); - Highlight what has been learned from these past interventions (key success factors, common bottlenecks/challenges, appropriate strategies, etc.); - Perform a need/gaps analysis on local economic development, highlighting possible areas of interventions (justifying it); - Highlight strategies to promote local economic development and sustainable livelihoods. The proposed strategies should be clear in identifying their target beneficiaries/geographical areas, selected commodities/products, and theoretical framework. They should also recognize potential risks and state risk mitigation plans. UNDP is committed to poverty reduction and any UNDP intervention should try to target the poorest of the poor. In Papua, they are concentrated in rural areas and among indigenous Papuans and. - Identify strategic partnerships (with government, private sector, CSOs/NGOs); - Design a preliminary Results and Resources Framework. The concept note should also present a proposed budget and management arrangements (to develop with the support of UNDP) Conclusions should be comprehensive and balanced, and highlight both strengths and weaknesses. Methodology The consultants will have to submit to UNDP a detailed step-by-step work plan that specifies the methods they will use. The methodology will be subject to the approval of the Programme Manager for Decentralization and 4

5 Local Governance. As a guideline, the proposed methodology should cover (at least) the following areas: Desk review of existing project documents: The team will review important primary and secondary documentation, including the Project Document (Prodoc), Results and Resources Framework (RRF), Country Programme Action Plan, project reports (Quarterly Monitoring Reports and Internal Project Assurance Reports), relevant government planning documents, donor reports, financial reports, project reviews, studies conducted by the project, training materials, evaluation report and it lesson learned, etc. Introductory meetings with UNDP, the New Zealand Embassy, and Bappenas will be arranged. Evidence analysis and report writing: During this stage, the team will use the information collected to prepare and submit a draft review and concept note. Any additional consultations with key informants can be held at the national level during this stage. A debriefing will be held with programme and project staff to present and confirm results. Following feedback from the debriefing the consultants are expected to submit a final version of the review and the concept note. III. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: Bachelor degree or higher in public policy, public administration, economics, regional planning, agriculture, or other relevant field. II. Experience: Experience: Minimum of 10 years, in design, monitoring, management and evaluation of development projects. Experience in agricultural based local economic development and/or livelihood is preferable Experience working in policy and advocacy works on development issues in Indonesia. Work experience in other developing countries is an advantage Ability and experience in evaluating a project, and deliver high quality reports Experience in monitoring and evaluation including demonstrated experience with program assessments, especially in livelihood / local economic development programme. Familiarity with monitoring and evaluation techniques including in-depth interviews; focus group discussions and participatory information collection techniques; III. Competencies: Experience in designing, implementing and/or evaluating projects, particularly on livelihood and/or local economic development, with good understanding on decentralization, poverty reduction, and microfinance; Understanding of policy-making and capacity development issues in Indonesia; Understanding of Indonesian government systems, especially policy and budget development at the national, district and provincial level; Good interpersonal and cross-cultural communication skills Ability to work efficiently and independently under pressure, handle multi-tasking situations with strong delivery orientation; A good team player committed to enhancing and bringing additional value to the work of the team as a whole; Advance proficiency in operating Microsoft office applications; Fluent written and oral English.
