2 Brief Note on Jal Kranti Abhiyan programme organized at Vaspula Village, Midjil Mandal, Mahabub Nagar (Dist.), Telangana State. Ministry of Water Resources desires to conduct activities of Jal Kranti Abiyan in the State of Telangana under IEC activities. Accordingly a meeting was held on dated at the office of Director, State Ground Water Department, Mahabub Nagar. Vaspula Village, Midjil Mandal has identified as one of the most water stressed village in Mahabub Nagar district and decided to conduct an awareness programme JAL KRANTI ABHIYAN on water conservation and management under IEC Activities at Zilla Parishad High School, Vaspula Village. Vaspula village is situated in Midjil Mandal, Mahabub Nagar District, Telangana State at a distance of 30 Km towards North East from the District head quarters Mahabub Nagar and 15 Km from Jadcharla a junction point situated on NH44 (Old NH7). In this village bore wells are the main source of water for drinking as well as irrigation. The Population of this village is 1699 and the total number of Houses is 722. The village is falling on the topo sheet bearing no. 56L/5 and located at an altitude of about 500 m above mean sea level. The area is having plain to undulated topography gently sloping from south west to north east direction. The drainage pattern is semi- dendritic in nature. The Soils are loamy sand, sandy loams, sandy clay loams, and black soils in nature. Chinna vagu stream is flowing adjacent to the village and flows from northwest to south east direction which in the tributary of Dindi River. The area is underlain by granites, the ground water occurs under water table conditions and restricted to weathered fractured zones. There are about 50 numbers of dug wells, existing in this area out of which only five numbers are functioning which clearly shows that the water table has gone below the depth of weathered zone. There are about 100 numbers of bore wells existing and out of that only 50 numbers of bore wells are functioning, which clearly shows due to erratic rainfall, the ground water table is fallen down and yields of the bore wells also have been reduced considerably. There are 40 numbers of filter points (shallow tube wells) located in the alluvium portion, adjacent to the china vagu stream. At present none of the filter points are functioning because there is no flow of water in the stream. There are 06 numbers of irrigation tanks existing and total ayacut is about 56 acres. Total available agriculture land is Ha out of which cultivated land is Ha. As per the ground water estimates the vaspula village is falling in over exploited category. As per the latest water Budget calculated there is a deficiency of (Ha) meters in the vaspula water shed area. Page 1 of 19

3 It is proposed to conduct an awareness programme on water conservation under IEC activities of Jal Kranti Abhiyan on at Village Vaspula. To promote awareness among the school children on water conservation, drawing and Speech competitions were conducted for the students of Class VI to X on of Zilla Parishad High School, Vaspula Village with the cooperation of Shri V Sudhakar, Head master and other staff of the School. About 70 students participated in these competitions. 6 students had been selected as winners and 6 students selected for the consolation prizes. Drawing Competition held at ZPHS, Vaspula village on Further, one day workshop on JAL KRANTI ABHIYAN was organized at Zilla Parishad High School, Vaspula Village on commenced at AM. Shri Md Yusuf was hosted the programme and Shri Narsimhulu, Sarpanch, Vaspula Village was nominated as the President. Shri O.R. 4 V Sudhakar, Head Master, ZP High School were the other dignitaries on the dias. Shri N Srinivas Rao, Asst. Director; Shri Vikaroddhin Khan, Sub Divisional Engineer; Shri G S Murthy, Sub Divisional Engineer and Shri Ch Sanjeev, Junior Engineer also attended the programme. About 350 students from the local schools, School Staff and 150 local village people including farmers were attended the programme. The programme has started by inviting the officials on to the dias. A welcome speech was given by Shri G S Murthy, Sub Divisional Engineer explaining briefly about the programme. Later, a prayer song was sung by the school students followed by lighting of lamp and garlanding the Saraswathi Matha portrait. 6 The President of the Programme, Shri Narasimhulu, Sarpanch,Vaspula Village thanked the Government of India and Central Water Commission for choosing the Vaspula village to conduct the Jal Kranti Abhiyan programme. He recalled the 1973 Parliament bill on Drought Prone Area programme and Parliament bill on Coastal Area Development Programme by the Government of India, compared them with the Jal Kranti Abhiyan and explained the resemblance between them. He stressed the unavailability of ground water in Vaspula Village and requested the officials for analyzing the possibilities of providing water from Chinna Vagu flowing adjacent to the village by constructing check dams and from other possible canals and lift irrigation schemes. He also requested for the provision of drinking water as there is severe scarcity for the drinking water in the village. During the meeting, he replied to the question from the audience regarding digging of sand from the river that the digging of sand is allowing for the construction of residential buildings of local village people only and not for outsiders. 7 Then Shri N Srinivas Rao, Assistant Executive Engineer, Godavari Circle, CWC, Hyderabad briefed about the programme and thanked the school staff for their support. He told that only two states namely Meghalaya and Telangana were selected for conductin this programme throughout the Country. He invited the farmers for explaining the methods they were following in cultivation and the water problems encountered by them. And some of them were directed by explaining the need of attending the workshops like Jal Kranti Abhiyan which will create the awareness of water conservation. Shri Ramesh, Extension Officer for Rural Development told that every drop of water is precious and water should be utilized very carefully and alerted them that there will be no life if there is no water. He also suggested the Public to practice various water saving methods. Page 6 of 19

9 Shri V Sudhakar, Head Master, Zilla Parishad High School told that this year Elnino effect was the main cause for irregular and scanty rainfall which was affecting the water availability. He suggested the farmers for proper usage of available water resources and advised them to practice various water management techniques instructed by the officials. Shri Krishna Kishore, Assistant Agriculture Officer addressing the Public Later, Shri Krishna Kishore, Assistant Agriculture Officer told that the average annual rainfall for the year of the Midjil Mandal is 427 mm only which is 31% less than the normal average annual rainfall i.e. 618 mm. He advised the farmers to excavate farm ponds for storing the water. Suggested to minimize the area of cultivation of water loving crops like Rice, Banana, and Sugarcane; maximize the cultivation of Cotton and Maize with sprinklers and drip irrigation techniques. He informed that the State Government of Telangana is providing about 90 % subsidy for drip irrigation schemes. He also recommended Sree vari and Drum Seeder types of seeds for rice crop which will minimize the water requirement. Explained the farmers about Moisture Sensitive Stage which includes the Seed Germination and milky stage of grains before Harvesting and advised them to water the crops at these critical stages instead of watering them fully all through the crop period by which they can minimize the water requirement and increase the productivity. 10 Shri Pandu Nayak, Mandal Revenue Officer, Midjil Mandal thanked the Central Water Commission and Government of India for selecting this village for this programme. He advised the organizing committee to publicize the workshop through media. And he expects that more number of workshops of this type should be organized for creating awareness. He advised the Public to provide recharge pits in front of every home for storing water. Later some of the farmers expressed their problems and assured that they will practice the suggestions from officials. They also requested for conducting awareness programs frequently so that every citizen of the country will recognize the preciousness of water. Shri Lakshmaiah, Local Farmer speaking in the Workshop Later Shri A.K Rao, Executive Engineer, Lower Godavari Division, CWC, Hyderabad expressed his views about Water Conservation. He emphasized the need for growing of trees so as to increase the rainfall in the country. He advised the Public to follow the suggestions given by the officials for saving water as water is now becoming scarce commodity and recommended the farmers to practice drip irrigation and sprinkler irrigation methods for effective use of available water resources. K Reedy, SE, Godavari Circle, CWC, Hyderabad informed the objective of Jal Kranti Abhiyan i.e., to consolidate water conservation and management in the country through a holistic and integrated approach involving all stake holders and making it a mass movement for obtaining optimum and sustainable water. He explained the importance of conservation and its need due to spatial and temporal variation in rainfall, growth in population, increase in water demand of developed countries and depleting ground water table. He explained the methods of water conservation like RRR of water bodies, percolation tanks, method of water to crops and water scheduling. He advised the farmers to water the plants sufficiently at critical stages only, by that we can minimize the water usage and overcome the shortage of water. Later Shri S Raghavendra Chari, Deputy Director (Rtd.), Ground Water Department, Telangana State told that the usage of ground water is very high at Vaspula village. Also the forestation area in this village is very less i.e % of the total area whereas as the optimum area is about 33%. So he advised them to minimize the ground water usage by following various water conservation methods and enhance afforestation. He reminded the Andhra Pradesh Water, Land and Trees Act (APWALTA)-2002 introduced by Page 10 of 19

12 the Government of Andhra Pradesh and mentioned its prime objectives i.e., to promote water conservation and increase tree cover; for protection and conservation of water sources, land and matters connected there with and to regulate the exploitation and judicious use of ground and surface water. And recommended the people to follow the Act with which they can control the usage of ground water. He suggested building check dams across the nearby flowing river Chinna Vagu by exploring the possibility. Later Prizes were distributed to the winning students who had participated in the Drawing and Speech Competitions conducted by the Central Water Commission on the subject of Water Conservation to promote awareness among the students. The workshop was concluded with the vote of thanks by Shri N Srinivas Rao, Assistant Director, Godavari Circle, CWC, Hyderabad. He thanked the Sarpanch, Vaspula Village; Head Master, ZP High School and Staff for their cooperation. 20 The following points raised by the Sarpanch and local people: 1. Improvement of drinking water facilities to the village which has the problem of fluoride in ground water and drying of some of the bore 2. Construction of check dams across the river Chinna Vagu which is flowing adjacent to the village. 3. Everybody expressed their strong concern over depleted ground water table and judicious use of bore wells. Some of the solutions suggested by the speakers in the workshop: 1. Improvement of drinking water facilities to the village should be done by lifting the water and digging of feeder canals to the tanks 2. Rain water harvesting to raise ground water table should be started extensively by every individual from their residences by digging soak pits in their compounds and giving connection to the drain water pipes. 3. Drip irrigation and sprinkler irrigation methods should be followed by the farmers to minimize wastage of water while supplying for crops and Government should provide subsidy to all the farmers for purchase of these costly equipment. 4. Check dams across the local flowing river Chinna Vagu for restoration of depleted Ground water table. 5. Increase of forestation by growing trees in and around the village. 6. De-silting of irrigation tanks should be taken up by the Government by freeing them from encroachments. 7. Conducting mass awareness programs frequently by the government in the villages to ensure water conservation and water harvesting. CONCLUSION: The central Water Commission, KGBO, Hyderabad has recommended to attend the above mentioned works to improve the ground water table, storage capacity so as to meet the needs of drinking and agriculture in Vaspula village, Midjil Mandal, Mahabub Nagar District.
