3 objectives Promote use of improved certified seed Ensure consistency and reliability in the supply of quality seed to famers support government in achieving food security, self sufficiency and export drive To combat fake (counterfeit) seed and illegal or substandard seed multiplication To lobby for and represent all seed suppliers on issues relating to seed trade

7 STAM S INVOLVEMENT IN FISP PROGRAM The Govt and STAM enter into Contract Agreement to supply Certified seed (maize and legumes) The Government selects beneficiaries The Government issues vouchers to the selected Farmers STAM Members distribute seed country wide through certified and approved outlets Farmers exchange coupons for seed in retail outlets. STAM members collect seed vouchers from seed dealers STAM members collect vouchers and Submit to Government for payment STAM members redeem vouchers for cash from Govt

10 FISP Successes FISP has helped develop many small local seed companies FISP Formulation guarantees freedom of choice at farmer level STAM members are able to strategies their distribution. Government easily monitored seed component There is surety that beneficiaries have certified seed. Cooperation among members is enhanced All in all, Food Surplus is guaranteed

11 Major STAM Activities for 2011 Promotion of certified seeds through Radio programs STAM Magazine Joint Demos Certification of Agro-dealers Cracking down Fake seed on the Market Monitoring of production and marketing of seeds within members Implementing seed harmonisation projects like SPEARS and COMRAP Successfully hosted AFSTA Congress

12 Agrodealer Registration STAM in 2011 registered all seed outlets In Malawi To easily monitor seed distribution and check Malpractices at a point of sale Inform the farming community on their nearest certified seed outlet All outlets(name and actual Location) were aired on radio for three Months

13 Seed Harmonization-Policies STAM actively participates in regional seed harmonization activities to improve seed trade Malawi has now aligned its Variety Release, certification and Phytosanitary standards and systems to SADC/ COMESA Under SPEAR, Genetics Access and Transfer Scheme and Variety Licensing Policy has been developed

14 Implementation of COMRAP Project Rationale Inadequate availabity of foundation seed lack of finance to buy back the seed from contracted seed growers, low financial capacity to pay for the seed certification services and low adoption of legume seed. Low adoption of certified legume seed is mainly attributed to low availability of seed. Limited availabity of certified seed is being a result of partial availabity of basic seed

15 COMRAP RESULTS 2011/12 On average the project contributed about 54% of the total legume basic seed made available to three selected STAM Members. Contributed to increased availability of certified legume seed by 15% Benefited about 330,000 smallholder farmers plant certified legume seed- FISP Number of contracted seed growers increased by 138 with 60% being female and 40% male.

17 STAM Successes Helped increase seed production volumes especially legumes Has helped increase demand for certified seed through generic promotion Helped promote healthy competition and responsible seed marketing among suppliers Has helped increase number of seed suppliers on the market.
