4 Inter-Agency Social Protection Assessments the FSN ISPA Tool was developed by a large working group, including FAO, GIZ, World Bank, ILO, UNDP, WFP and IPC-UNDP. FAO has the lead of the working group FAO and GIZ have the lead in the scoping mission and also in piloting the tool, if the partners do agree.

5 ISPA objectives for Food Security and Nutrition To strengthen social protection systems and programmes to ensure greater positive impact on FSN To assess the performance of social protection programmes on FSN and suggest options for enhancement Guide information collection and assessment of programme contributions to FSN within National Social Protection Systems.

7 Food security pillars Access to food includes physical and economic access Food availability relates to the supply of food Food stability means that access cannot be compromised by fluctuations, shocks and stresses Food utilization refers the way the body makes the most of various nutrients in the food

9 Role of Social Protection across the four pillars of FSN Improving access to nutritious foods directly through income or inkind support with immediate impact on food consumption and dietary diversity, indirectly through improvements in agricultural production or diversifying livelihoods; Improving availability of nutritious foods indirectly through positive feedback loops on agricultural production at the local level reducing credit constraints faced by farmers for greater certainty and security generating increased demand can trigger a supply response by local producers. Enhancing stability and resilience preventing the vulnerable from falling below the poverty line in times of shocks and stresses supporting farmers and other rural households in overcoming liquidity constraints managing risks better avoiding negative coping strategies, supporting more sustainable management of natural resources Improving the nutritional adequacy of food intake and food utilization promoting food consumption patterns that meet dietary needs though nutrition education reducing the barriers to access to health and sanitation services adequate caring practices for women and children

10 Positive results of Social Protection on FSN are not automatic Lack of impact often linked to the design and implementation of social protection programme. Call for: Integration of FSN objectives and principles in social protection programmes Promotion of links with social sectors (health and sanitation) As well as link between social protection and productive sectors e.g. agriculture

11 Food Security and Nutrition Components of ISPA Guidance note identifies assessment criteria, their relevance and practical implications, and good practices to guide self-analysis of the programme(s) Questionnaire data collection tool to assess components of social protection programmes for FSN outcomes in-country consultations with key stakeholders and based on existing quantitative and qualitative information on FSN Assessment matrix SP aspects that can benefit from strengthening or are in line with good practices dashboard identifying the strengths and weaknesses according to the assessment criteria. Country report Presents the main findings, highlights strengths and weaknesses and provides policy options to assist further dialogue between stakeholders.

15 ISPA Assessment process Select a core set of national priority programme(s) to be analyzed Relevant information collected about programme(s) design and implementation Analyze the evidence through a consensus-based process Country report is prepared

16 What are steps to participate in piloting the tool? Initial visit from the ISPA team (FAO & GIZ) to define what national process the FSN ISPA tool could support; how it could be adapted or improved to better fit and support the national reality and needs; what could be the programme or programmes that it could assess. Follow-on discussion to define the way forward, the lead agency, the stakeholders to take part, the time frame, the data collection.
