2 Consultation Process In preparation of the World Development Report 2008, more than 20 consultative meetings were held with academics, policymakers, producer organizations and civil society organizations.

4 International Policy Workshop Berlin, Germany September 2006 Convened by the Development Policy Forum of InWEnt - Capacity Building International (Germany) in cooperation with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the World Bank. More than twenty academics from Europe, Africa, South Asia and Latin America participated in the workshop presenting research on Agricultural policy, subsidies and trade Markets and institutions Agriculture, natural resources management and the environment Agriculture-rural non farm linkages and rural poverty Decentralization, local governance and rural development Emerging policy issues: climate change, biofuels and food policy research for Africa.

5 International Policy Workshop, Berlin

6 Consultative workshop on Rural Producer Organization (RPOs) Paris, October 2006 Co sponsored by WDR, the French Government and IFAD Farmers' leaders from Africa, Latin America and Asia, representatives of the International Federation of Agricultural Producers and various RPOs regional networks, and RPOs experts. The workshop discussed the role of Rural Producer Organizations (cooperatives, associations, formal and informal groupings etc.) in promoting pro-poor agricultural development.

7 India Regional Consultation New Delhi, October 2007 The event was convened by the International Food Policy Research Institute and the World Bank. Over 50 government officials, private sector representatives, farmer leaders and academics participated in the workshop to address key issues in the context of Indian agriculture. The main topics discussed were: (i) grain story: food security and second green revolution; (ii) water management strategy; (iii) diversification to high value agriculture and implications for smallholders; (iv) rural non farm employment; and (v) political economy of reform and tradeoffs.

9 Eastern and Southern Africa Consultation Nairobi, Kenya The event was convened by the International Livestock Research Institute (ILRI) and the World Bank. Representatives from African organizations, government officials and international agencies participated Topics covered (i) agricultural productivity; (ii) institutional innovations for market development; (iii) building assets for the rural poor; (iv) trade and market access; (v) public goods and political economy

January, 2007 Hosted by the Future Agricultures Consortium, a network of research organizations in Africa and the UK Discussion focused on the African setting, drawing from experiences in East and Southern Africa on agriculture sector policymaking. What is the role for ministries of agriculture? What is the role for donors? What implications does a politics and policy process perspective have for the WDR?

13 Western Africa Regional Consultation Bamako, April 2007 Almost 40 participants from government, NGOs and development agencies were present. The discussion was centered on reasons for current outcomes and specific examples of how constraints preventing better outcomes can be addressed. Issues of decentralization and regionalization were highlighted, as well as the challenges of governance.

14 Civil Society Policy Forum, Washington DC, April 2007 Participating Civil Society Organizations: Bank Information Center, Environmental Defense, Uganda Development Bank, Save the Children UK, Quaker Peace and Social Witness and Bretton Woods project, among others. Topics discussed: agrarian reform, the importance of smallholder farming, Fair Trade, GMOs, global agribusiness and corporate governance.

15 Electronic consultations April, Two week electronic consultation with civil society, private sector and other stakeholders. Over 160 participants from 35 different countries contributed to the discussion. Moderated by RIMISP (Latin American Center for Rural Development).
