3 EXECUTVE SUMMARY ntroduction Coochbehar is located in the extreme north -eastern part of the state of West Bengal, which came into being on 12 September The total geographical area of the district is 3387 sq. km. located in the foothills of the Himalayas surrounded by J alpaiguri district in the north and west and Assam on the north east. The rest is bound by Bangladesh with a border of around 300 km. The district is connected with rest of ndia by Guwahati railway route and NH31. There are six perennial rivers passing through the district viz. Teesta, Torsa, J aldhaka, Kaljani, Raidak and Sankosh and network of seasonal rivers have attributed to maintain water sources for agriculture throughout the year. The district has the distinction of highest SC population (52%) in the entire country. The major occupation is agriculture and allied activities and as such the district lacks industrialization on account of locational disadvantage. Rice, Jute, Maize, wheat, potato and Tobacco are principal crops. 'Kalo Nunia', special variety rice is produced in certain areas of this district only. This rice is very famous for its aroma. Concerted efforts are taken for obtaining G of this rice. Of late, cultivation of maize has become prominent in the district. Maize is grown throughout the year; however, the main growing seasons are Rabi and pre-kharif. n the district a hybrid variety, viz., 'Alrounder' is widely used with a productivity of 7.5 to 9 MT / ha. Lesser cost of production and assured market encouraged the farmers to undertake maize cultivation. Huge quantity of Vegetables is grown in some of the blocks like Sitai, Sitalkuchi and Haldibari. Haldibari is famous for quality tomato and chili production. Every year huge tomatoes and chilies are wasted for want of proper storage and market. The district has suitable agro-climatic conditions for cultivation of mulberry and offers scope for development of all types of downstream activities in sericulture. There are large water bodies in the district, which can be exploited for inland fisheries and also can be used as source of irrigation. Climate is tropical and the land surface of the district is almost flat and slopes towards south. The soil texture is old alluvium in nature and is lighter in upper situation and heavier in lower situation. The soil is fairly fertile. The normal annual rainfall of the district is 3000 mm. The climate is characterised by hot summer, cold winter, abundant rainfall and humidity. About 42% of the gross cropped area is irrigated (7% by surface irrigation and balance by groundwater structures). Agriculture and allied activities form the backbone of the economy of the district, especially the rural economy, as more than two-thirds of the people depend on agriculture and allied activities. NABARD has been preparing the Potential Linked Credit Plan for districts every year presenting the broad model for development of the district by spatial deployment of credit available under Priority Sector. NABARD has prepared Base PLPs for the districts in West Bengal co-terminus with the X Five Year Plan ( to ). This year the theme of the PLP shall continue to be "Accelerating the pace of capital formation in agriculture and allied sector". Keeping in view, to achieve 60% CD Ratio in the district, 4% growth in Agriculture as advised by the Central Government this year also to form more assets in agriculture and allied sector and the revised circular issued by RB vide dated 23 April 2015 on Priority Sector Lending, the projections for has been revisited and adjusted with the present scenario taking into account changes in the policy at the State and Centre, changes in infrastructure, stage of development, percentage of DCP Achievements, local conditions, etc. Accordingly, projections made in the Base PLP have been revised/modified for the year

4 PLP Coochbehar Sectoral Trend of Credit Flow Performance under the District Credit Plans (DCP) for the last three years (as shown below) clearly indicates a gradual increase in percentage of achievement in Crop Loan. Term loan has declined 6% during the year This may be due to over projection of potential for the year n Non-Farm sector there has been a growth of 7.5% in the year over the last year achievement but that is much below the overall achievement in the priority sector of the district. The achievement of other priority sector during the year shows a very high level though it is lower than the achievement during This shows direct inclination of bankers to push finance in OPS rather than PS. (~ lakh) Sl Sector Target Achi % Target Achi % Target Achi % 1 Crop Loan 2 Term Loan 3 Total Agrl 4 NFS OPS Grand Total Taking into consideration the theme of the Central Government "Accelerating the pace of capital formation in agriculture and allied sector", revised priority sector lending norms issued by RB vide circular dated 23 April 2015 and recent scenario of climate change all over the country the estimation of PLP has been revisited in the light of achievement of the last 3 years and projected accordingly coterminous with the base PLP Keeping in mind the GLC achievements of last 3 years and base PLP projections for the year , estimated projection of PLP has suitably been modified to ~ akh which is about 09.18% more than projections in PLP The projected Total Agriculture growth has been estimated around 12.87% over last year while the projected growth in Agriculture Term loan has been estimated around 25% more than the previous year. Crop Loan Keeping in view the credit flow during the last 3 years in Crop Loan Sector, and the deliberation in Pre-PLP Meeting in the district, projection for the year has been kept as ~ lakh. Term Loan Keeping in view the theme "Accelerating the pace of capital formation in agriculture and allied sector", 4% growth in Agriculture as advised by the Central Government, the PLP projections for for Term Loan in Agriculture Sector has been suitably reassessed. Accordingly, the PLP projection of Term Loan for the year has been fixed as ~ lakh which is 26.17% of Crop Loan. MSME n view of the National Policy announced by the Central Government and advice given in the budgetary session to give stress for more credit to the MSME the PLP projections for in MSME has been revisited and adjusted with the present scenario taking into account changes in the policy at the State and Centre. Accordingly, the PLP projection of MSME for the year has been estimated as ~ lakh which forms 23.13% of the total projection for ii

5 Export Credit As per RB circular dated 23 April 2015 on priority sector lending a new sector has been introduced in the Projection of PLP Keeping in view availability and opportunity of export activities in the district an estimation of ~18.oo lakh has been made in the PLP for Education As per RB circular dated 23 April 2015 on priority sector lending, education has been curved out from Other Priority Sector and formed a separate sector. Keeping in view the present scenario of education in the district an optimistic estimation of ~ lakh has been projected in the PLP for Housing As per RB circular dated 23 April 2015 on priority sector lending a new sector has been introduced in the Projection of PLP which was earlier covered under Other Priority Sector. Keeping in view the prevailing condition in the district, an optimistic estimation of ~ lakh has been projected in the PLP for Renewable Energy This sub-sector has been curved out from Agriculture Term Loan and has been projected as broad sector in PLP Keeping in view the present generation and distribution of electricity in the rural areas of the district an amount of ~81.01 lakh has been projected in the PLP for Others This has emerged as a broad sector as per new guideline of RB on priority sector lending. This is one of the vital sector which includes loans to SHGj JLG, GCC and Overdraft on PMJDY etc. The PLP projection for under Other sector has been estimated as ~ lakh.
