2 SYNOPSIS To mark the Earth Day 2014 on the theme Green Cities and in line with the ongoing Tree Planting campaign of the M/Environment, a Training of Trainers programme was organised for officers of Community Centres, Social Welfare Centres, Women Centres, Village Councils and Municipal Councils. The aim of the programme were to empower the officers of the different institutions dealing with grassroot people on the importance of a green environment. So that in turn they raise awareness at grassroot level on the importance of a green environment.

3 SYNOPSIS A series of ½ day training of trainers sessions was organized on issues such as the importance of trees/plants, conservation practices, plant maintenance and mangrove ecosystem. The Sugar Industry Labour Welfare Fund (SILWF) identified 7 zones which regrouped the different community centres and the SILWF proposed the venues for the activity (based on accommodation capacity for around 100 participants for each session).

4 CONTEXT The Ministry of Environment, Sustainable Development, Disaster & Beach Management is situated in the Capital city of Port Louis. It has the responsibility for the subject of environment, solid waste, disaster & beach management. 5 POLICY FRAMEWORK A sectoral gender policy for environment has been prepared in 2012 and the Ministry of Environment is mainstreaming gender through: (i) sensitisation programme for different target groups (women centres, schools, NGOs, private sectors, senior citizens, general public) (ii) implementation of rainwater harvesting project in women centres (iii) Providing assistance under Adaptation Fund Board to women planters for plantation of mangroves, and provision of sewing machines for fabrication of cloth bags (iv) Providing training on climate change under the Africa Adaptation Programme (v) Promotion and distribution of medicinal plants to women community

6 GENDER MANAGEMENT SYSTEMS The Gender Focal person for the Ministry of Environment is Deputy Permanent Secretary, Mr Soneea and the alternate member is Environment Officer, Mrs Soobron The National Gender Policy Framework was set up in 2009 by the Ministry of Gender Equality, Child Development and Family Welfare (MGECDFW) and the National Steering Committees on Gender Mainstreaming is chaired by the Minister of GECDFW to monitor implementation / feedback / exchange of views The ultimate goal is to ensure both men and women benefit equally and inequality is not perpetuated; to achieve gender equality Seven National Steering Committees on Gender Mainstreaming have been held to date and the progress of each Ministry is being monitored.

8 PLANNING The different activities in the implementation of the Training of Trainers workshop were: For the sensitization campaign, 7 zones were targeted in collaboration with the Sugar Industry Labour Welfare Fund (SILWF) which regrouped the different community centres. Resource persons from the Ministry of Environment, SD, Disaster & Beach Management, Ministry of Agro-Industry (Forestry Service, NPCS) and Ministry of Fisheries carried out sensitization by means of power point presentations and distributions of materials such as pamphlets.

11 PROGRAMME/PROJECT IMPLEMENTATION The PowerPoint presentations delivered to the target groups were as follows: Ministry of Environment, SD, D & BM- Importance of plants and trees Ministry of Fisheries- The mangrove ecosystem Ministry of Agro-Industry (Forestry Services)- Forests Ministry of Agro-Industry (National Parks & Conservation Service)- Conservation Practices, Plant Care and Maintenance

12 ADVOCACY,LOBBYING & COMMUNICATIONS The programme was well received by the target groups which included both males and females. The programme was implemented in seven (7) community centres which are found in both rural and urban areas. These are: Ilot community centre Mapou community centre Petite Retraite community centre Pont Lardier community centre Trois Boutique community centre Eau Coulee community centre Coromandel community centre

13 PUBLICATIONS & PRODUCTIONS Medicinal plants, T-shirts, caps, cloth bags, Juice packs, writing pads, Pens, CDs with presentations were delivered to each participant during the training sessions

14 PUBLICATIONS & PRODUCTIONS Poster prepared by the Ministry and distributed to trainers to be affixed at their organisations for sensitisation on tree planting

15 PUBLICATIONS & PRODUCTIONS Pamphlets prepared by the Ministry and distributed to the public and officers of the community centres/ social welfare centres / women centres/ village and municipal councils to raise awareness of the public on the importance of a clean and green environment.

17 HUMAN RESOURCES Resource persons from Ministry of Fisheries, National Parks & Conservation Service (NPCS), Forestry Services and Ministry of Environment delivered presentations during the workshop on the importance of trees/plants, conservation practices, plant maintenance and mangrove ecosystem.

18 WORKING CONDITIONS & ENVIRONMENT The Ministry of Environment, SD, D & BM has carried out community projects such as medicinal plant distribution campaigns in women centres and to the general public, tree planting campaigns, distribution of cloth bags, compost and segregation bins. Sensitisation campaigns on environmental issues are also carried out, the target groups are students, women community, general public, senior citizens, NGOs and private sectors.

19 SOCIAL DEVELOPMENT The women leaders who have been sensitized on the different issues have acted as trainers for the women /girls visiting the women centres, community centres and social welfare centres. The latter have in turn taken the concept and knowledge back home and sensitized the whole family, neighbours, and friends.

20 CAPACITY BUILDING The community / women leaders have been empowered in several issues. Educating a woman means educating a whole family. The project has created a lot of synergies and sharing of knowledge among the various stakeholders. They are: Ministry of Environment, SD, D & BM Ministry of Fisheries National Parks & Conservation Service Forestry Services Sugar Industry Labour Welfare Fund Community centres Social Welfare centres Women centres

21 MONITORING & EVALUATION Following the training of trainers programme, the SILWF has informed our Ministry that they have carried out sensitisation workshops at their level at different community centres. The fact that requests for sensitisation campaigns / talks, plants and cloth bags are still being received from SILWF shows that the training programme was a success.
