2 PCR Addendum for IBU Part B: Coatings with Organic Binders 2012:1.1 and EDF PCR for Paints 2012:1.0 Scope of validity of this PCR Addendum Coatings with organic binders: paint, varnish, glaze, primer, filler, adhesive and plaster with organic polymers as binding agents. These can also be combined with silicon and/or water glass. Organic binding agents can be used as aqueous dispersions, polymer solutions or as so-called redispersible polymer powders. The coating products can be available as dispersions, emulsions, solutions or powder mixtures. Liquid, paste or powder form paint products that can form a film when applied to a substrate and can exhibit the protective, decorative and other special properties as follows: o o o Protective: the film on the substrate can form a protective layer with anti-corrosion, waterproof, anti-oil, anti-chemical, lightproof, and temperature resistance properties; and can prevent or delay metal corrosion, wood rotting, or cement weathering damage, to extend the useful life of the coated materials. Decorative features: with the application of paints onto the substrate, the substrate s color, luster, pattern, and smoothness can be enhanced. Other features: The paints can also offer marking, stain resistant, insulation, fire protection and other special functions (e.g., antibacterial, mold resistant, heat insulation, heat dissipation, and biocidal) to the coated substrate. Content This PCR Addendum determines the product group specific rules modifications for: - the creation of the Environmental Product Declaration (EPD) - the calculation of the Life Cycle Assessment (LCA) and the creation of the project report on the LCA Further requirements are given in UL Environment s Product Category Rules for Building-Related Products and Services Part A and UL Requirements for Product Category Rules and Environmental Product Declarations. 3 Editor s Notes: This PCR Addendum is based on adaptions made to an existing PCR from the Environment Development Foundation, v. 1 November 2012 and Institut Bauen und Umwelt e.v. (IBU) Part B Coatings with Organic Binders v1.1 October Adaptions listed in this Addendum make the PCR applicable to the Asia market and rely on the previously adapted IBU Part A by UL Environment to North America. These include, but are not limited to: units, functional unit, impact assessment methods, testing methods and requirements, use phase options, references, and standards. The intent is to follow ISO Section and utilize existing PCRs where relevant, justifying differences based on region, rather than origin. The revisions are not modifications to the overall methodology or structure of the IBU PCR, but are intended to reflect practices, methods and requirements that are specific to North America.

4 1.0 INTRODUCTION TO THE ADDENDUM UL Environment has a mutual recognition program with IBU, a German EPD program operator. In the spirit of consistency and as part of this mutual recognition program, UL Environment has harmonized and regionalized the IBU core PCR, Part A, to be relevant for products sold and used in North American markets. As Phase II, UL Environment is now harmonizing and regionalizing IBU Part B PCRs on an as-needed basis. In this case, this PCR addendum is needed for products used in Taiwan and China and therefore this addendum attempts to address specific market considerations where applicable. While a Taiwanese PCR currently exists at the time of publication of this addendum, it is not EN conformant. 1.1 Purpose and Scope of this Addendum This Addendum creates a basis for utilizing an existing PCR, Part B: Coatings with Organic Binders, for the purposes of establishing a common platform for the communication of the life cycle impact assessment results and other salient environmental information. The Scope of this Addendum is applicable to coating and paint products. This PCR Addendum is valid for two (2) years from the date of publication. An annual review will be conducted whereby UL Environment will determine the need for continuing this addendum. In such a case where there is a Taiwanese or Chinese PCR that is completed, EN conformant and directly applicable, it is expected that this Addendum will no longer be needed, and UL Environment allow the Addendum to be replaced with the new PCR, as applicable. 2.0 Specific Adaptions to the IBU Part B PCR for Building Metals Scope Scope modified specifically to include paints and varnishes Reference requirements on the EPD including: o Requirements on the EN standard as a European core EPD for the purpose of consistency between declarations in Europe and the United States. o UL Environment General Program Instructions According to Part A, Section applicable power mixes shall be assessed specifically for each country or combined weighted by production volumes

5 Notes on use of the format template The program operator-specific EPD template may be used for reporting according to the UL Environment Part A reporting format. EPDs may not exceed 10 pages in length 2. Product 2.6 Base materials / Ancillary materials: Declaration of material product content must list at least those substances contained in the product which are included in the Resource Conservation and Recovery Act (RCRA), Subtitle 3. o The declaration of no heavy metals or hazardous substances may only be made when appropriate supporting documentation is available (for example, test reports from accredited laboratories/testing facilities). For Asian markets, the following organizations may provide accreditation for testing facilities: Taiwan Accreditation Foundation (TAF), Asia Pacific Laboratory Accreditation Cooperation (APLAC), International Laboratory Accreditation Cooperation (ILAC) or ILAC Mutual Recognition Arrangement (ILAC MRA). For definitions of testing methodology and confirmations of regulated hazardous substances based on the accredited laboratories product testing methods, please refer to IEC Standard Reference service life: The RSL must refer to the declared technical and functional quality of the product. It must be established in line with all of the specific rules in the applicable country of use product standards and must also take consideration of the ISO , -2, -7 and -8 standards. Where information is available for deriving the RSL from North American or applicable country of use product standards, such data has priority. If relevant country of use product standards are unavailable, use relevant ISO standard. If ISO standard is also unavailable, use European standard from IBU PCR Extraordinary effects: If relevant, information on fire performance according to the International Code Council (ICC) and National Fire Protection Association (NFPA) Disposal: The possible disposal channels must be indicated. In accordance the waste classification and disposal routes in the country of use. 4. LCA: Scenarios and additional technical information Report using US conventional spelling in inventory names if in US; otherwise global conventional spelling applies.

6 5. LCA: Results Number reporting format shall use decimals instead of commas. Results of the LCA Environmental Impact: Per the UL Environment Part A, TRACI impacts shall be reported to insure a North American context and CML impacts for a global context. Although not required, to achieve conformance with EN and the mutual recognition program with UL Environment and the German Institute for Construction & Environment s (IBU) Part A PCR, CML impacts must be reported. Waste: For the definition of hazardous waste, the definition as defined in Taiwan s Waste Disposal Act shall be used for sites located in Taiwan. For sites located outside Taiwan, legal requirements for the host country shall be observed. 8. References Communication formats will be considered to be in accordance with the Program Operator s requirements for use in North America. Citation shall refer to UL Environment adapted PCR for Part A.
