7 SSP Scientific Support to Policies Research for policy support Main objectives: The activities under this heading will underpin the formulation and implementation of Community policies; in particular the common agricultural policy (CAP), the common fisheries policies (CFP), environment, energy, transport, health, development aid, consumer protection etc. Research in this area will be mainly carried out by means of Specific Targeted Projects and Coordination Actions. 11 The Future of Research in an enlarged European Union 21 The European Research Area In March 2000, the Lisbon European Council set the goal of becoming by 2010 the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. The project of creating a European Research Area, as proposed by the Commission in its Communication "Towards a European Research Area" was endorsed as a central element of The Lisbon strategy to achieve this goal. 22 SANIT EU Research 11
12 The European Research Area Objective European Research Area initiative: Creation of an "internal market" in research - area of free movement of knowledge, researchers and technology, with the aim of increasing cooperation, stimulating competition and achieving a better allocation of resources; Restructuring of the European research fabric, in particular by improved coordination of national research activities and policies, which account for most of the research carried out and financed in Europe; Development of a European research policy which not only addresses the funding of research activities, but also takes account of all relevant aspects of other EU and national policies. 23 European Research Area 3 Weaknesses: insufficient funding lack of an environment to stimulate research and exploit results fragmented nature of activities and the dispersal of resources Objective - 3 related and complementary concepts: the creation of an "internal market" - area of free movement of knowledge, researchers and technology, with the aim of increasing cooperation, stimulating competition and achieving a better allocation of resources; a restructuring of the European research fabric, in particular by improved coordination of national research activities and policies, which account for most of the research carried out and financed in Europe; the development of a European research policy which not only addresses the funding of research activities, but also takes account of all relevant aspects of other EU and national policies. 24 SANIT EU Research 12

15 Why more industry in EC funded research? Important political targets for the EU We should become the most competitive knowledge based economy by biotechnology identified as major growth area together with information technologies The overall spending on R&D and innovation should reach 3 % of GDP by 2010 (2/3 of the contribution should come from the private sector) Research intensive life science/biotech SMEs play an important role in reaching the above goals and thereby contributing to growth, innovation and employment 29 What could be the benefits of industry participation in EC funded projects? Valuable results are lost today that should be translated to application and should be exploited whenever possible Early access to newly generated knowledge can increase the competitive edge for European industry/smes Good opportunities for training and expansion of recruitment base and for dissemination of new results, methods and technologies Better mutual understanding of the academic and industrial cultures can bring mutual benefits (e.g. timing of market entry for gene therapy) Involve European industry/smes more in research activities to stimulate the total investment in research and innovation 30 SANIT EU Research 15
16 What is the role of the EC in promoting and funding research? Funding agency Mainly supporting research done by multinational, multidisciplinary consortia in pre-defined areas through multi-annual framework programmes Framework Programme 6 (FP6), , has the objective to: strengthen the scientific and technological basis to increase the competitiveness of industry and encourage its international competitiveness while promoting research activities in support of other EU policies Policy maker European Research Area, 3% of GDP spent on R&D, Life sciences and biotechnology strategy, etc. 31 What do the EC have on offer as a funding agency? million dedicated to Life sciences, genomics and biotechnology for health research (Priority 1) Additional opportunities for life science/biotech SMEs in other Priorities such as nanotechnolgies, food, etc. Industrial participation in research can be funded between % depending on nature of work and type of project Special focus on SMEs with 15 % of the total budget earmarked for their participation > 85 million per year for SMEs in Priority 1 32 SANIT EU Research 16
