The Future of Research in an enlarged European Union 21 The European Research Area In March 2000, the Lisbon European Council set the goal of becoming by 2010 the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion. The project of creating a European Research Area, as proposed by the Commission in its Communication "Towards a European Research Area" was endorsed as a central element of The Lisbon strategy to achieve this goal. 22 SANIT EU Research 11

The European Research Area Objective European Research Area initiative: Creation of an "internal market" in research - area of free movement of knowledge, researchers and technology, with the aim of increasing cooperation, stimulating competition and achieving a better allocation of resources; Restructuring of the European research fabric, in particular by improved coordination of national research activities and policies, which account for most of the research carried out and financed in Europe; Development of a European research policy which not only addresses the funding of research activities, but also takes account of all relevant aspects of other EU and national policies. 23 European Research Area 3 Weaknesses: insufficient funding lack of an environment to stimulate research and exploit results fragmented nature of activities and the dispersal of resources Objective - 3 related and complementary concepts: the creation of an "internal market" - area of free movement of knowledge, researchers and technology, with the aim of increasing cooperation, stimulating competition and achieving a better allocation of resources; a restructuring of the European research fabric, in particular by improved coordination of national research activities and policies, which account for most of the research carried out and financed in Europe; the development of a European research policy which not only addresses the funding of research activities, but also takes account of all relevant aspects of other EU and national policies. 24 SANIT EU Research 12

Strategy Lisbon Strategy Strategic Vision for Life Sciences and biotechnology up to 2010 The most competitive and dynamic knowledge-based economy in the world capable of sustainable growth with more and better jobs, within a decade. 30 points Leadership in a sensitive area Advantages High Technologies Create growth, new jobs, Benefit a wide range of sectors Broader goals sustainable development 25 Scoreboard Human resources in RTD Researchers (FTE) per 1000 workforce New S&T PhDs per 1000 population aged years Public and private investment in RTD Total R&D expenditure in % of GDP Industry financed R&D as % of industrial output Share of government budget allocated to R&D (GBAORD) Share of SMEs in publicly funded R&D executed by the business sector (%) Venture capital-investment per 1000 GDP Scientific and technological productivity Scientific publications per million population Highly cited publications per million population European patents per million population US patents per million population Impact of RTD on economic competitiveness and employment Labour productivity (GDP per hour worked) in PPS Labour productivity (GDP per hour worked) annual average growth % Value added in high-tech industries as % of GDP Employment in high-tech industries as % of total employment Value added of knowledge intensive services as % of GDP Employment in knowledge intensive services as % of total employment Technology balance of payments receipts as % of GDP Technology balance of payments (exports-imports) as % of GDP Exports of high-tech products as % of world total 26 SANIT EU Research 13

Strategy 6 th FP Budget 17,5 billion Euros 5% of total public research spending in Europe Critical expertise, structural impact on research landscape in Europe + Participation SME, international scientific cooperation, research infrastructures, mobility & training of researchers Addresses issues such as Insufficient mobility, brain-drain, fragmentation & duplication of efforts, no transformation of research results into products and services More research for Europe Towards 3% of GDP EU, 1,9%, US 2.,7%, Japan 3% EU funds to be matched by national funds Cross border: nationals, and public / private World wide ban on human reproductive cloning 27 Strategic Vision 7 th Framework Programme Strategic Vision of the future 7th Framework Programme europa.eu.int/comm/research/future/themes/index_en.ht ml Biotechnology - europa.eu.int/comm/biotechnology/introduction_en.ht ml Technological Platforms Plants for the Future Innovative Medicines 28 SANIT EU Research 14

Why more industry in EC funded research? Important political targets for the EU We should become the most competitive knowledge based economy by biotechnology identified as major growth area together with information technologies The overall spending on R&D and innovation should reach 3 % of GDP by 2010 (2/3 of the contribution should come from the private sector) Research intensive life science/biotech SMEs play an important role in reaching the above goals and thereby contributing to growth, innovation and employment 29 What could be the benefits of industry participation in EC funded projects? Valuable results are lost today that should be translated to application and should be exploited whenever possible Early access to newly generated knowledge can increase the competitive edge for European industry/smes Good opportunities for training and expansion of recruitment base and for dissemination of new results, methods and technologies Better mutual understanding of the academic and industrial cultures can bring mutual benefits (e.g. timing of market entry for gene therapy) Involve European industry/smes more in research activities to stimulate the total investment in research and innovation 30 SANIT EU Research 15

What is the role of the EC in promoting and funding research? Funding agency Mainly supporting research done by multinational, multidisciplinary consortia in pre-defined areas through multi-annual framework programmes Framework Programme 6 (FP6), , has the objective to: strengthen the scientific and technological basis to increase the competitiveness of industry and encourage its international competitiveness while promoting research activities in support of other EU policies Policy maker European Research Area, 3% of GDP spent on R&D, Life sciences and biotechnology strategy, etc. 31 What do the EC have on offer as a funding agency? million dedicated to Life sciences, genomics and biotechnology for health research (Priority 1) Additional opportunities for life science/biotech SMEs in other Priorities such as nanotechnolgies, food, etc. Industrial participation in research can be funded between % depending on nature of work and type of project Special focus on SMEs with 15 % of the total budget earmarked for their participation > 85 million per year for SMEs in Priority 1 32 SANIT EU Research 16

Stakeholders of EU Research European Institutions European Parliament, European Economic and Social Committee, Committee of the Regions Member States Governments - eg. France Regions, eg. NRW - CAT - Universities and Research institutions Private sector Pharma & BioTech Companies Commission s Joint Research Centre (JRC) 33 Hindering Factors Long term success of biotechnology in the Union? EU Biotech Industry = late starter in early stage (company size, revenues, product pipelines) Biotechnology Global, highly capital intensive and knowledge based industry Problems: fragmentation, access to finance and intellectual property protection Member States Transpose legislation Biotechnology patents, authorisation of GMOs, etc. Intellectual property protection More funds needed Interface public research systems industry Insufficiently developed EU firms turn to US for collaboration not to other EU companies EU lags behind US in terms of patents and collaborative R&D projects, US = dominant lead in innovative activities Lack of international governance EU-US BioTechnology Consultative Forum 34 SANIT EU Research 17

Technology Platforms Technological Platforms a unique feature of the European Commission's biotechnology R&D programme Objective - to improve links between fundamental research and commercial applications in Europe and to help translate and accelerate new ideas into new products. participation from industry in the Biotechnology programme has increased significantly and the number of platforms has risen to Example TP The European NANOMEDICINE Technology Platform Nanobiotechnologies for Medical Applications * The European Plant Genomics and Biotechnology Technology Platform ** 36 SANIT EU Research 18
