2 Research, Development & Extension of Agricultural Biotechnology (RDEAB): Donghern Kim Shepherd of the Subgroup Objective Facilitate the safe and effective use of agricultural biotechnology Historical Background One of seven priority areas / sub-groups under ATCWG Formally established in October 1996 Shepherds: Australia ( 96-99); Canada ( 00-05); Korea ( 06- ) Mandate reviewed and reinforced in 2000 Eleven annual and special workshops have been held to date 1

3 Strategy Development of transparent, science-based approaches to risk assessment and management Encourage technical cooperation between member economies Encourage effective communication approaches in order to enhance public awareness and understanding of biotechnology Implementation Plan From the 9 th Workshop in Chile - Three themes emerged from the RBM exercise Science-based assessment Information Sharing Technical cooperation Capacity Building and Resource Transparency and Information Exchange Sharing Capacity building Science Based Assessment At 10 th Workshop in the Philippines - Items for implementation identified - Implementation plan for each item made - New implementation plan to be reported to ATCWG 2

Kim) Major Change of the Workshop Planning - Holding RDEAB together with HLPDAB as a back-to-back event - Dates and venues for the 11 th RDEAB workshop changed - from 2007 in Korea to 2008 in Peru Subject - Upgrade on member economies AG biotech R&D - Emerging Technology - Public perception and communication of agricultural biotechnology - Biosafety regulation - Regulatory synchronization/harmonization in the APEC context - Public-private partnership in agricultural biotechnology0 Harmonization of Biotech Regulation 12 steps toward the Harmonization of Biotech Regulation 1. Agreement to share information on regulatory system (Where we are-rdeab) 2. Agreement on basic regulatory philosophy 3. Agreement on basic regulatory principles 4. Agreement on some key technical requirements 5. Agreement on all technical requirement 6. Agreement on how technical requirement are taken into account in an evaluation 3

Joint evlauations with or without common conclusion 10. Agreement to come to common conclusion 11. Agreement to review decisions of another country towards acceptance of their decision 12. Recognition of decision of other country Harmonization of Biotech Regulation (Breakout Session) Question to Discuss (1)the identification of any harmonization/synchronization/alignmen gaps related to the regulation of agricultural products of biotechnology, (2)whether those area identified are appropriate to be addressed in APEC- RDEAB forum (3)actions necessary to address the area. Conclusion (1) Interested in pursuing a program of work that would help to facilitate some form of harmonization as identified in the twelve step model presented at the 2006 RDEAB meeting. (2) Agreed to start with identifying common information requirements surrounding the environmental assessment of agricultural products of biotechnology, (3) Any agreement should be within the context of APEC where voluntary agreements are the norm. 4

6 Harmonization of Biotech Regulation (Next Step) Hold a workshop on this specific issue? - The next RDEAB workshop is supposed to be in 2009 But, Self-funding/Organizing Committee Proposition - Holding RDEAB workshop on the Harmonization and /or Technical Transfer - In Korea Oct (Late) Nov (Early) 2008 Special and Sincere Thanks to Dr Miguel Barandiaran and Peruvian colleagues working on the Workshop 5
