In Liberia, a supervision mission was held during May 29-June 6, The Sierra Leone project has been in suspension since March 4, Implementation Progress of Liberia WARCIP The implementation of WARCIP in Liberia has been affected by Ebola. Prior to Ebola, the implementation of WARCIP in Liberia has proceeded Satisfactorily. A major project milestone to connect Liberia with the Africa Coast to Europe (ACE) has been achieved. Cable Consortium of Liberia (CCL), a public-private partnership responsible for the day-to-day operations of ACE landing in Monrovia, is operational, though areas of further development are noted. Prior to Ebola, the government was conducting studies, which came to a hold. With Ebola emergency being lifted, the government is expected to resume work on studies to set up a universal access fund, divest government s stake in CCL, and develop a fiber backbone. Universal access projects are to be rapidly launched. A project management office (PMO) has been set up to coordinate the development of e- government in Liberia. Further work on operationalizing the PMO is expected. 2. Implementation Progress of Sierra Leone WARCIP The implementation of WARCIP is proceeding unsatisfactorily. Given the high disbursement rate of 92.86%, developments in Sierra Leone have been unfortunate. At the start of Sierra Leone Cable Limited (SALCAB), the Government and nine private operators had agreed to jointly own and manage the ACE landing in Sierra Leone. The agreement was unprecedented and laudable. Significant evidence exists that the Government has since reversed its policy decision on the divestiture of SALCAB, while the liberalization of the international gateway has been pending. These decisions are likely to have a negative impact on the project development objective of increasing coverage and reducing price of connectivity for the people of Sierra Leone. On March 4, 2014, the World Bank suspended further withdrawals from the project. On March 16, 2015, the government passed an amendment to the telecommunications law and liberalized the international gateway. Further information is needed regarding the policy objectives of monitoring international gateways as stipulated by the amendment to the telecommunications law.
