Introduction There is general recognition that IT infrastructure modernization is necessary for meeting today s expanded federal government, business tasks. The target objectives are spelled out in the President s Management Agenda (PMA): improve citizen services, consolidate redundant systems; connect autonomous (siloed) systems (that were created outside of a strategic plan) and the interagency sharing of information and data. These goals are to be realized with cost savings accruing to the tax payer. The role of IT systems has continually evolved in supporting the missions of Federal Government agencies and departments. Initially a model from the private sector was adopted. This concentrated data processing management and support within an agency. Overtime, this approach evolved into one where agencies developed home grown detached or siloed systems. The trend was accelerated with the development of the personal computer and later with the introduction of efficient high powered servers. The proliferation of diverse systems has lead to disconnected islands of data resident within individual agencies. Today, as a consequence, IT departments need to work with many different existing applications and existing platforms to service their agency s changing mission. Using Micro Focus, we saved both time and money. Original estimates on developing a new system were $900,000.
