5 TRENDS IN THE IMPLEMENTATION OF PUBLIC E-PROCUREMENT IN THE EU There are three main alternatives for the implementation of Public etendering solutions: a) A Marketplace for commercial SaaS providers (e.g.: UK, Austria, Germany, France, Italy, Portugal, Sweden, Norway, Denmark) b) A Single platform (e.g.: Slovakia, Ireland, Scotland). 2 options: i. commercial platform with customization vs develop software from sratch; ii. on-premises vs public cloud. c) Mix form, where the CA can choose between a Government paid platform and commercial platforms (Netherlands, Belgium) Cloud SaaS providers marketplace Technology and operators are ready to go. The massive adoption depends on the transposition of the EU directives Still discussing cloud vs on-premises solutions 2 to 3 year to go-live with custom-development 3 to 9 months to go live with a customized commercial solution

14 BEST PRACTICES AND LESSONS LEARNT REGULATE THE MARKET SUPPORT THE ECONOMIC OPERATORS LEARN FROM EXPERIENCE Regulate the market and certify the operators; Define the goals and expectations instead of designing requirements; Public eprocurement is 90% about the EO and 10% about the CA; It is a networked operation, not a simple unidirectional software implementation. Don t reinvent the wheel ; Tale advantage of previous implementations; MAKE IT STRATEGIC BRING EVERYONE ONBOARD AGGREGATE BIG DATA Use the Public Procurement trigger to push for the digitalization of the companies, specially the SME; Push for the creation of B2B networks, increasing competitiveness Government sponsorship, Platform providers, Universities, Regulators, Contracting Authorities, Economic Operators; Define a single repository of contracts and awards data so you can measure, report and improve the Public e-procurement process; 14
