Midland Communications, a woman owned (WBENC certified) Georgia small business, brings over 17 years of experience providing turn-key wireless infrastructure construction, installation, project management and related services for public utilities, for public and private telecommunications companies, and for governmental agencies. Midland Communications has worked on or built over 10,000 telecommunication sites over the past 17 years. For years Midland Communications has worked in the State of North Carolina, closely with governmental agencies and municipalities like Lincoln County to provide professional services for critical communications. We have been a contractor for the NC Hwy State Patrol since 2007 and remain active to this day with ongoing new site build projects statewide. We are uniquely qualified and capable of fully performing all phases and services contemplated in this RFP on time and within budget. Our experience in North Carolina would also enhance and help expedite the delivery of the designated work. 6 Part 1. Executive Summary Midland Communications Inc. is a woman-owned WBENC certified company and licensed General and Electrical Contractor. MCI has been providing turnkey communication infrastructure and associated telecommunications expertise as well as consulting to government and private sector clients since Midland Communications Inc. supplies a broad range of products and services including: Construction Services Tower Services Engineering Services Technical Services We pride ourselves in treating our customers with the same urgency and support after the sale as we do before the sale. Our aim is to provide the most innovative telecommunication solutions to solve our customer s communication challenges at the very lowest total cost of ownership. Profitable, financially stable and secure, Midland Communications, Inc. has a strong balance sheet, minimal debt and a healthy cash position. The staff includes project managers, communications technicians, tower professionals, civil crews, and numerous part-time and subcontract personnel. Its executive staff has over 135 years combined experience as communications professionals. Company History Midland Communications Inc. was incorporated in 2000 in the state of Georgia as a General Contractor to the Communications industry with an emphasis on federal and state government, local law enforcement, EMS, public utilities, and private sector wireless network needs. Our first contract was with a major public utility over a three-state area upgrading their existing microwave and communications system. This contract, and a subsequent contract to build a new WAN, covers a 6-year span for the initial build out. During our first year we began applying our business model with other utilities and developed a customer base serving high security and sensitive communications needs. Over the years, the company s expertise in construction and communication technology with our continued commitment keeps our growth in an upward curve. In order to keep pace with the fast changes in the industry we have developed preferred vendor status with several major world class companies that use our services. Consequently, our company has broadened its area of service from national to international. Since our beginning we have been committed to providing a broad range of services and a staff to support our growth. We continue to seek to improve our organization by supporting continuing education for all our employees in their field of expertise. 3

7 Sub-Contractor History Sink Tower has been in business since Sink Tower installs drilled caissons for tower foundation and installs/erects towers for telecommunication sites. Midland and Sink Tower have had a working relationship for the past 15 years. Sink has installed towers for Midland and our customers in NC, SC, and surrounding states. Company Locations Midland Communications, Inc. Headquarters is located just off I-75 in Calhoun, Georgia. This location is highly accessible to the metro Atlanta area and the major flight center. We are also uniquely situated in North Georgia to most of the major N-S and E-W Interstate highway systems. Midland Communications, Inc. has Field Services satellite offices located in the Raleigh and Charlotte areas of North Carolina. 4

System Description: Materials, Equipment & Services Provided: Midland understands the RFP outline for the scope of work is to provide and install a 100- foot monopole, foundation, grounding, conduits and site development at the new Lincoln County ECC site. The work will consist of site preparation, design, fabrication, delivery and installation of the new monopole; design & construction of a new foundation for the monopole, Motorola R56 based grounding, installation of the new monopole, final grading, compound with weed-barrier fabric and stone and compound fencing. Details outlined in the RFP are understood. Midland will present and initial scheduling of activities and will coordinate them with Lincoln County and the E911 site construction contractor. The scope of work provided for in this RFP will be confirmed at the Project Planning meeting. Any changes will be addressed at that time. Additional Information: Safety Plan Midland takes safety very seriously and we employ extensive safety training supported with company rules and compliance policies, internal processes, and accountability measures to insure compliance, protection, and safety of all workers on our projects. We have a clean safety record with no recordable incidents. Included with our bid submission please find a CD containing our safety policies and procedures. Terms & Conditions Midland intends to be bound by and will fully comply with the terms and conditions outlined in the Lincoln County RFP. Midland requests the following payment terms; Net 45 days between the parties. 9
