1 Posting Date SUM-SR 91 and SR 303/Ravenna Signal and Roadway Improvements PID No City of Hudson Engineering Department Response Due Date: Friday, March 16, 2018 The City of Hudson s Engineering Department is requesting Letters of Interest from ODOT prequalified consultants and sub consultants for design assistance utilizing ODOT s LPA stage review process. COMMUNICATIONS RESTRICTIONS: Please note the following policy concerning communication between Consultants and City of Hudson during the announcement and selection process: During the time period between advertisement and the announcement of final consultant selection, communication with consultants (or their agents) shall be limited as follows: Communications which are strictly prohibited: Any discussions or marketing activities related to this specific project. Allowable communications include: Technical or scope of services questions specific to the project or RFP requirements. The City of Hudson s Engineering Department is requesting Letters of Interest from ODOT pre-qualified consultants and sub consultants for design assistance utilizing ODOT s LPA stage review process. The following are the anticipated pre-qualifications: PROJECT DESCRIPTION: The City of Hudson encompasses what prior to 1995 was the old township and village limits of a five mile square area. The City is divided into approximately four quadrants by the two major arterials SR 91 (Main Street) and SR 303 (Streetsboro Street). The ADT on SR 91 is approximately 18,000 and 13,000 on SR 303. This intersection is in the approximate geometric center of the city and is framed on all four quadrants by City owned greens. Hudson s greens are open treed green spaces which are dedicated rights of way. The City is sensitive to any disturbance of these green spaces. The City had a study completed regarding the SR 91/Aurora Street/Clinton Street intersection in Additionally the SR 91 and SR 303 signal was replaced in The signal work was designed and completed in concert with the study s perceived future improvements. The City has invested in significant traffic modeling of the street network. The main focus on the modeling has been to reduce delay on the principle arterials. The modeling has consistently indicated that the intersection of SR 91 (Main Street) and SR 303 (Streetsboro Street) and Ravenna Street has significant functional issues. Therefore, the City would like to evaluate what options exist to improve the traffic flow of this intersection. These options may include but should not be limited to street lane widths, lane alignment, turn lane lengths, realignment, or one-way flow for Ravenna Street. The recommendations shall evaluate and be sensitive to impacts to the adjacent properties and greens. The project will include lane improvements on all legs, curbed pavement, drainage upgrades, sidewalks and ramps, lighting, bike paths, pavement markings, signage and signalization. All the improvements shall be designed in compliance with City of Hudson s Engineering and the ODOT s Page 1 of 7

2 Standards. The project has federal funding. The project design will be developed in two phases. The first phase will include a study of the potential improvements and the associated costs. After the City Council approves the improvements, the second phase will be the development of detailed construction plans and specifications. The first phase is anticipated for completion August of 2018 and Stage 3 plans by May of ESTIMATED CONSTRUCTION COST: $2,240,000 PREQUALIFICATION REQUIREMENTS Prequalification requirements for this agreement are listed below. For all prequalification categories other than Cost Accounting - Unlimited the requirement may be met by the prime consultant or a subconsultant. Also, please note that only individuals (not firms) are prequalified for right of way acquisition and construction inspection. In instances where prequalification for these services is required, a prequalified individual, either employed by the prime consultant or a subconsultant, must be named in order to meet the requirement. For agreements that require prequalification in Cost Accounting - Unlimited the prime consultant and all subconsultants that provide engineering and design related services must be prequalified in this category. Engineering and Design Related Services are defined as follows: Program management, construction management, feasibility studies, preliminary engineering, design engineering, surveying, mapping, or architectural related services with respect to a highway construction project subject to 23 U.S.C. 112(a) as defined in 23 U.S.C 112(b)(2)(A); and Professional services of an architectural or engineering nature, as defined by State law (ORC 5526), which are required to or may logically or justifiably be performed or approved by a person licensed, registered, or certified to provide the services with respect to a highway construction project to 23 U.S.C. 112(a) and defined in 40 U.S.C. 1102(2). PROJECT SCHEDULE The anticipated start date for selected consultant authorization is March, The anticipated schedule for sale of this project is January SUSPENDED OR DEBARRED FIRMS Firms included on the current Federal list of firms suspended or debarred are not eligible for selection. TERMS AND CONDITIONS The Department s Specifications for Consulting Services 2016 Edition will be included in all agreements selected under this request for letters of interest. Page 3 of 7

SELECTION PROCEDURES 1. The City of Hudson s Engineering Department will evaluate the letters of interest and based on a Selection Rating Process a qualified firm will be selected. The Consultant Selection Rating form that will be used to select the consultant is included in this document. The selected firm will be asked to submit a technical proposal and fee, meeting the City of Hudson s standard requirements. If a satisfactory fee cannot be negotiated with the highest ranked consultant the second highest ranked consultant will be asked to submit a technical scope and fee and so on until a satisfactory fee and technical scope are negotiated. The City has a standard consultant agreement which will be a requirement of working with the City. Firms interested in being considered for selection shall respond by submitting three (3) copies of the Letter of Interest to the following address by 4:00 PM on Friday, March 16, 2018 date listed above. Instructions for preparing and submitting a Letter of Interest 1. Provide the information requested for the Letter of Interest content, in the same order that they are listed below 2. Provide a letter signed by the project manager and an officer of the firm. (exclusive of the page limit) 3. Letters of Interest should be limited to thirteen (13) 8 ½ x 11 single sided pages bound. Any sheet with text on it constitutes a page. B. Letter of Interest Content Capacity to Perform Work: 1. Brief overview of the performing office s history. Describe the capacity of your staff and their ability to perform the work in a timely manner, relative to present workload, Page 4 of 7

5 and the availability of the assigned staff. (1 page maximum) 2. List the types of services for which your firm or any potential sub-consultants are currently pre-qualified by the Ohio Department of Transportation and the lengths of time pre-qualified. (1 page maximum) 3. Provide general project schedule including all major milestones. Please allow 3 weeks for City of Hudson Engineering Department reviews. (1 page maximum) Firm and Individual Qualifications: 4. List the Project Manager and key project team personnel. Include education, technical expertise and experience of project engineer and staff members that will be responsible for the work. Also include the firm s experience with design work similar to this project. (4 pages maximum) Experience: 5. Provide a list with descriptions of similar transportation projects completed by your firm in past 3 years. (1 page maximum) 6. Provide 3 governmental organizations other than the City of Hudson with which your firm has completed similar design services in the last 3 years. (1 page maximum) Project Understanding: 7,8,9. Provide a description of the projects existing conditions, and a description of your firm s project approach; address your firm s technical approach, understanding of the project, cost containment practices, innovative ideas and any other relevant information regarding your firm s approach to the project.
