2 The Framework is a seven-agency collaborative What is the Framework? 2 Human Services Healthcare and Family Services Aging Children and Family Services Public Health Commerce and Economic Opportunity Employment Security (data sharing) Goals: Provide governance for the creation of an enterprise approach to healthcare and human services. Promote a culture of interoperability among Illinois HHS agencies, identify and provide resources and insights toward interoperability Leverage the federal/state investments in the Health Information Exchange (HIE), the implementation of the Affordable Care Act (ACA IES & HIM), and the Medicaid Management Information System (MMIS) upgrade. Framework Mission: Building bridges to share information Framework Vision: A modern healthcare and human services system in IL

5 Framework Governance 5 Governance structure partially defined by IGA Executive Steering Committee Chaired by State CIO Agency Directors serve with representatives of GOMB, Directors of IES, HIE, MMIS, and Framework to make financial and policy decisions in the development of an enterprise approach Operational Committee / subcommittees/ workgroups S2I2 ACF grant to design and develop a sustainable governance model for IL enterprise approach to healthcare and human services Share research, best practices, toolkit with other states 6/5/2013

7 Enterprise APD 7 Making a business case for enhanced 90% FFP for a wider scope of Framework programs Developing revised cost allocation methodology Collecting and analyzing information contained in APDs that fall within the scope of the Framework Project Working with Framework Planning project information from initial scan of Framework programs is an essential part of finding links with the Medicaid system Creating graphic representation of Enterprise System Architecture EAPD will serve as a unifier of shared systems and process State sharing is key: KY, VT, CA

9 Staffing challenges Why the cloud? High skill to maintain state of the art Labor costs are prohibitive Cost effectiveness Pay for use, not capacity Costs are shared by all cloud users No downstroke Easy scalability Monitor use and expand as needed Scalability is part of the vendor contract 9

13 Minimize state built services Requirements can change quickly Procurements are very slow State does best at the backend Mandated functions Mandated state and federal reporting 13 Commercial sector can respond to new requirements more quickly

14 Enable 3 rd party services Analogous with istore or Google Play Move away from one size fits all applications Different clients can use different solutions State does not need to be everything to everyone Commercial sector is focused on fulfilling market needs Competition will spur innovation, reduce costs and increase quality 14

15 Certification and revenue sharing 3 rd party apps will need APIs and certification Work with NYeHC 3 rd party revenue should be shared with State State clients get better solutions faster State gets an added revenue stream Conformance to infrastructure & certification process is a dynamic form of regulation 15
