2 For Base, CLIN 001: Milestone Payment Event Integrated System Baseline Review (ISBR) Milestone Objective: At a NASA and Contractor co-chaired Integrated System Baseline Review (ISBR) the Contractor shall establish and demonstrate a baseline design of the CTS integrated vehicle and operations that meets all system requirements as defined in ISS Crew Transportation and Services Requirements Document (CCT-REQ-1130), Crew Transportation Technical Standards and Design Evaluation Criteria (CCT-STD-1140), Crew Transportation Operations Standards (CCT-STD-1150), and ISS to COTS Interface Requirements Document (SSP 50808), with acceptable risk. This review captures the critical aspects of the standard design cycle reviews for requirements and preliminary design. Purpose: (a) Demonstrate traceability of the contract technical requirements through the review documentation and major issues are defined with resolution plans. (b) Demonstrate that design options have been selected, interfaces have been identified, and verification methods have been described. (c) Establish the preliminary design baseline and the basis for proceeding with detailed design. (d) Establish the risk level of the proposed CTS integrated vehicle and operations baseline. Acceptance Criteria: (a) The Contractor submitted the review Plan deliverables to NASA per (b) (c) (d) (e) (f) (g) (h) (i) Plans submitted. The Contractor shall have a safety review process to identify hazards and assure that proper hazard controls are developed and implemented for all hazard causes as defined in Crew Transportation Technical Management Processes (CCT-PLN-1120), section 4.5. The format for the hazard analyses is described in the Contractor deliverable Integrated System Safety Hazard Analysis Report (CCIDC-S- 003). Purpose: (a) To establish an approved safety risk baseline and the derived safety requirements going into the ICDR. (b) To assess the hazards related to the design, operations, and functional capabilities of the proposed design. (c) Review and approve Hazard Analysis Reports that reflect the current design analysis cycle and operations to assure that appropriate hazard controls have been established and that acceptable methods of verifying the controls have been identified. (d) Review and approve significant safety non-compliance or design-forminimum-risk associated with the integrated CTS architecture. Acceptance Criteria: Page 3 of 7

4 (a) The Contractor demonstrates a thorough safety review process. (b) Key safety risks have been identified and mitigation plans are in place to reduce or control to an acceptable level. (c) Key drivers of safety risk associated with the integrated CTS architecture have been accepted and mitigation plans have been identified. (d) A plan and schedule for resolving actions and open items from the review. (d) Baselines that the certification plan defines an integrated strategy for certification of the complete CTS, and defines a structured and organized approach for implementing the strategy.
