6 Small Business Sizes and Categories Size set by SBA using North American Industrial Classification System Codes (NAICS) Small Business standards may be set by: Average number of employees (one year) Average annual receipts (three years) Suppliers submitting a quote for supplies is typically considered small if it has 500 or fewer employees 5
