Plant Manager Under the directin f the Plant Manager, the Pwer Plant Maintenance Engineer will prvide hydrpwer facility maintenance management technical supprt in prcesses and will maintain all dcumentatin t the maintenance management prgram. Prepare essential reprts and prvides administrative and cmmunicatin supprt services as directed t ensure effective maintenance infrmatinal flw. Develp preventive maintenance schedules, cmpile and generate reprts, prvide CMMS crdinatin, and crdinate equipment and materials dcumentatin, inspectin, and inventry. Prvide lng and shrt term planning and analysis f prjects fr maintenance, cmpliance and mdernizatin f facilities and equipment and develps and recmmends lcal technical, envirnmental, and safety plicies and prcedures fr assigned prgrams based n EKI and Industry Standards. Prepares essential reprts and prvides administrative and cmmunicatin supprt services as directed t insure effective maintenance infrmatinal flw. Establish and maintain a cllabrative wrking relatinship with managers, regulatrs, and ther stakehlders with a valid need t knw the maintenance management prgram infrmatin, in rder t ensure that their needs are heard and addressed. Identify and analyze prblems; distinguish between relevant and irrelevant infrmatin t make lgical decisins and develp slutins. Cmmunicate regularly and effectively with all levels and types f rganizatins and audiences. Develp and use partnerships t achieve cllabrative slutins and Page 1 f 7

2 reslve cmplex prblems. Use prject management, cnflict management, mediatin, team building, and negtiatin tls t achieve results in a cllabrative spirit. Analyze diverse viewpints t make planning decisins and slve wrk prblems PRIMARY DUTIES - Prvides technical and engineering leadership in mnitring and evaluating hydrpwer plant O&M data t cnfirm plant perfrmance meets established standards, perating gals, permits, and cntracts and t identify imprvement pprtunities. - Identify apprpriate Capital Imprvements and crdinate with apprpriate persnnel t evaluate pririties. - As apprpriate, recmmend the use f specialized cnsultants and, when apprved, manage Operatins-related and supprt cntracts (with the exceptin f cmpliance cnsultants). - Prvides input t the Annual Budget prcess and execute the apprved Budget. - Manage the Technical Lessns Learned prcess. - Ensure that the Plant Manager and apprpriate Operatins persnnel are aware f industry Best Practices. - Review and cmment n all plant Incident Reprts; analyze equipment failures, determine causes; recmmend recvery plans; and develp cst-effective slutins t prevent reccurrence. - Manage the O&M rt-cause analysis prgram. - Prvide guidance t Kerr/EKI staff in the selectin f and peratin f varius mnitring and diagnstic equipment. - Identify and priritize plant mnitring and perfrmance imprvement pprtunities r requirements. - Prvide recmmendatins n Reliability Centered Maintenance initiatives. - Analyze data gathered frm the Kerr Plant s Predictive Maintenance Prgram in regards t vibratin, il, and infrared analysis. - Crdinate all plant wrk; in-huse and cntracted wrk invlving cnstructin, architect-engineer services, peratinal services, and maintenance services fr EKI. - Review and cmment n design features during the planning and design phases f jbs/prjects. 3 - Participate in the bidability and cnstructability review f plans and specificatins prir t the cntract phase. - Prepare cst and time estimates fr all stages f develpment f a prject starting with the planning stage, thrugh the engineering and design stage. - Manages the transfer f all apprpriate technical infrmatin and dcumentatin; manage establishment and maintenance f the Kerr Prject Technical Library. - Identify and develp efficiencies fr maintenance wrk wherever feasible assuring efficient and reliable peratins, prcesses and equipment while prtecting and prlnging the ecnmic life f assets at ptimal csts thrugh: develpment f engineering slutins t repetitive failures and ther maintenance prblems; identificatin and crrectin f chrnic, repetitive and cstly equipment prblems; technical advice t peratins and maintenance management; and methds t reduce the need fr maintenance and ultimately eliminate the ccurrences f failures. - Ensure system check-ut, functinal testing and adjustment f newly installed equipment, mdified equipment, r recently maintained equipment. - Prvide technical assistance t Operatins Supervisr in the selectin f materials, equipment and spare parts replacement with riginal equipment, field repairs/ fabricatin, r replacement f entire part with cmmercial equipment. - Prepare technical engineering reprts and crrespndence cvering inspectins, maintenance, tests, peratins analysis, and wrk perfrmed by maintenance frces n electrical/mechanical equipment t dcument wrk and equipment histries. - Respnsible fr reviewing and evaluating asset Preventive Maintenance (PM) adequacy. - Perfrm extensive cmputerized prcessing f administrative and technical data assciated with the Cmputerized Maintenance Management System (CMMS); specific functins include: A. Custdian f the CMMS. Maintain an rderly flw f wrk rders, purchase rders and stck requisitins thrugh CMMS. Handle rutine deviatins frm established prcedures n his/her wn and reprting exceptin deviatins t the Plant Manager. Page 3 f 7

4 Review and cntrl all data entry in rder t assure quality inputs and thereby imprve system creditability as a vital tl fr the imprvement f maintenance service t the Kerr plant: Make data entries Clse jbs t Equipment Histry and prper Accunts as sn as cmpleted Reslve daily transactin prblems Save and back up current files n a daily basis B. Maintain essential recrds and files: Set up and maintain Equipment Recrds fr all equipment Pst vital infrmatin t ensure accurate tracking f maintenance wrk in clse cperatin with the entire Maintenance rganizatin Maintain the PM Wrk Order cntrl system and print thse due fr scheduling C. Participate in budgetary preparatin, tracking, and analysis: Prvide requested data t the Operatins Cmpliance Manager, Operatins Supervisr, Plant Manager and CEO fr peridic analysis f csts trends. Prvide histrical equipment cst infrmatin. Keep the Operatins Supervisr, Operatins Cmpliance Manager and Plant Manager prperly infrmed f abnrmal r critical situatins and seek advice n matters utside the Operatins System Engineer s knwledge r authrity. D. Respnsible fr assembling the inputs frm Operatins, Maintenance, Engineering, Operatins Cmpliance Manager, and/r Plant Manager during the Weekly Scheduling Meeting and fr issuing the Maintenance Schedule fr apprval and distributin. E. With input frm the Operatins Supervisr, Engineering, Cmpliance Manager, and/r Plant Manager is respnsible fr develping and integrating PM wrk int the maintenance wrk plans and schedules and fr develping Jb Plans fr perfrming Maintenance wrk. F. Respnsible fr maintaining the Frced Outage Wrk Reprt and being prepared t discuss the details f jbs that are significant. - Respnsible fr crdinating the planning and scheduling. - Reviews with the Operatins Supervisr Wrk Orders and identifies wrk fr which jb packages need t be assembled. A reprt f these Wrk Orders is maintained in the CMMS and reviewed weekly identifying significant changes. Page 4 f 7

5 - Respnsible fr creating Standing Wrk Orders and fr prviding peridic reprts t management and supervisin. - Perfrms ther duties as assigned. RESPONSIBILITIES OF OPERATIONS SYSTEM ENGINEER This psitin perates frm established and well-knwn prcedures perfrming duties independently under general directin and minimum supervisin. Decisins are made within prescribed perating prcedures and guidelines. The psitin encunters recurring wrk situatins f high cmplexity, with ccasinal variatins frm the nrm. This psitin has partial prject budgetary preparatin and cmpliance accuntability. Cntacts are nrmally made with thers inside and utside EKI, with vendrs, cntractrs, regulatry agencies, and the Cmmunity. Cntacts are usually made n wn initiative cncerning matters requiring explanatin, discussin, interpretatin r apprvals. Other respnsibilities include: Applicatin f technical skills and ingenuity t crrect equipment prblems causing equipment dwntime and maintenance wrk. Dedicatin t the maintenance functin and is fcused n the eliminatin f repetitive failures. Ensuring the maintainability f new installatins. Identifying and crrecting chrnic and cstly equipment prblems, eliminate repetitive failures. Prviding technical advice t Management, Cmpliance Manager, Operatins and Maintenance, and partners. Designing and mnitring an effective and ecnmically justified preventive/predictive maintenance prgram. Prper peratin and care f equipment. Assuring a cmprehensive lubricatin prgram is maintained. Inspectin, adjustments, parts, replacements, verhauls, etc., fr selected equipment. Vibratin, Infra-Red, Oil Analyses and ther predictive analyses. Maintaining and analyzing equipment data and histry recrds t predict maintenance and/r capital needs. Prviding detailed wrk/jb plan instructins. Determining necessary parts, tls and equipment fr planned jbs. Apprving Jb Plans fr maintenance wrk and changing the status f the Jb Plan frm Draft t Apprved. 6 Crdinating equipment dwntime with Operatins. Publishing negtiated weekly maintenance schedule. Maintaining reliable data thrughut the CMMS. Maintaining reliable and meaningful Equipment Histry. Keeping Up-t-Date Equipment Recrds and drawings. Assuring timely and accurate preparatin and distributin f meaningful cntrl reprts. Establishing equipment numbering f all equipment. Develping PM Prgram fr each piece f equipment. Reviewing Equipment Histry fr trends and recmmend imprvements. Prviding detailed jb plan instructins f technically cmplex equipment. SPECIFIC SKILLS and KNOWLEDGE Ensuring accuracy f Equipment Bill f Materials. A demnstrated capability t evaluate technical perfrmance, identifying ptential imprvements, and determining/applying Best Practices in peratin and maintenance areas is preferred. A strng ability t cmmunicate bth rally and in writing is preferred. Knwledge f wrd prcessing, spreadsheets, prject management, CMMS, and perfrmance mnitring sftware are required. Requires seasned knwledge and skills t prepare and review cmplex specificatins and drawings fr the installatin r mdificatin f diverse electrical systems fr a full range f features such as a pwerhuse and spillways. Knwledge f natinal electrical and fire cdes is required Knwledge f cntract administratin and quality assurance methds is required. Pssess a wide range f technical cmpetence including the ability t understand and trublesht pwerplant and unit cntrl diagrams, schematics, and wiring diagrams is required. Must pssess an in-depth understanding f ther engineering disciplines (Mechanical, structural, hydraulic, etc.), and a wrking familiarity with related fields such as: natural resurces, safety (OSHA), hazardus materials, envirnmental, WECC/NERC cmpliance, etc. EDUCATION and EXPERIENCE Page 6 f 7

7 Bachelr f Science Degree in Electrical Engineering with three years experience in pwer plants is required. Experience with CMMS, prject management, trubleshting cmplex prblems, pwer plant peratins and maintenance and perfrmance evaluatin experience is required. Engineering expertise and experience in electrical and/r cntrl systems is strngly preferred. Registratin as a Prfessinal Engineer in Mntana is preferred. Demnstrable experience in the analysis f and crrectin f prblems in pwer plant equipment, plant maintenance and plant peratins are required. WORKING CONDITIONS Physical requirements include: Pssibility f wrking n feet fr extensive perids; Requiring stair and ladder climbing; and Rutinely lifting 50 punds. Prtective equipment must be wrn in the perfrmance f sme duties (e.g. hard hats, safety glasses, air masks, ear prtectin, chemical suits, ht glves, high vltage prtective equipment, etc.). Wrk with hazardus materials may be required. Nrmal wrking hurs are 8:00 a.m. t 4:30 p.m. Mnday thrugh Friday. Additinal time may be required during perids f high wrklad r majr prjects. Occasinal travel may be required. Wrk is perfrmed bth at EKI Offices and at the Kerr Pwer Plant and Dam requiring prtective clthing and equipment. All emplyees will participate in the Fitness fr Duty Prgram and are subject t backgrund checks fr security clearance and credit checks fr psitins with fiscal respnsibility. This prgram includes a pst-ffer physical examinatin and drug screening and pstemplyment randm drug screening. Energy Keepers, Incrprated, is a CSKT Member Preference Emplyer.
