1 Minutes Reliability Metrics Working Group May 14, a.m. 5 p.m. May 15, a.m. 1 p.m. ERCOT Austin Office 7620 Metro Center Drive Austin, Texas Convene A regular meeting of the NERC Reliability Metrics Working Group (RMWG) was held on May 14 15, 2009 in Austin, Texas. Chairman Herb Schrayshuen convened the meeting at 8 a.m. CDT. Present in the meeting in addition to Chairman Schrayshuen were Vice Chairman Bill Adams, Scott Benner, Stuart Brindley, Heide Caswell, Donald Davies, Jim Eckert, Laura Elsenpeter, Raj Ghai, Jeff Mitchell, Ed Pfeiffer, Greg Pieper, Jerry Rust, John Simpson, Chad Thompson, and Ali Ghassemian. Also present in the meeting was Carlos Martinez from CERTS, Jessica Bian, Secretary, Rhaiza Villafranca and John Moura from NERC. Gary Bullock, David McRee and Howard Tarler participated via a conference call bridge. NERC Antitrust Compliance Guidelines The secretary directed participants attention to the NERC Antitrust Compliance Guidelines included in the agenda. Consent Agenda Chairman Schrayshuen presented the consent agenda and reviewed action items from the April 20 group call. Without any comments, the Reliability Metrics Working Group (RMWG) approved the April 20 conference call draft minutes. Report from Transmission Owners and Operators Forum (TOOF) On behalf of forum liaison David Durham, Vice Chair Adams reported David Durham provided an update on RMWG s activities at Forum s April 22 conference call. The Forum metrics group is working around Transmission Availability Data System Task Force (TADSTF) data and plans to analyze protection performance by the end of this year. Report from the Reliability Fundamental Working Group (RFWG) Liaison Jerry Rust summarized discussions at the April 27 RFWG conference call. The call focused on how to organize submitted materials after receiving a chapter and keep Village Blvd. Princeton, NJ

2 consistency across all chapters. RFWG expects a chapter from RMWG on reliability metrics. Report from G&T Reliability Planning Model Task Force (GTRPMTF) Liaison Chairman Schrayshuen informed the group that GTRPMT met in Washington DC on March 31 April 2 and discussed indices, metrics and modeling approach. The group plans to prepare recommendations on whether or not NERC should continue efforts to incorporate composite reliability assessment in the LTRA. Report from Reliability Assessment Subcommittee (RAS) Liaison Chairman Schrayshuen briefed RAS on the development of ALR metrics at its April 8 9 meeting. Outreach Update Chairman Schrayshuen provided an update of RMWG outreach activities. RMWG has presented ALR metrics and development process to a total of nine stakeholder groups, including the Standards Committee (SC), the Forum and the following Operating (OC)/Planning Committee (PC) subgroups: RAS, RIS, ORS, RS, RCWG, TIS and SPCS. Most comments came from the SC. The SC suggested that RMWG should have a broad coverage of metrics including compliance findings and develop a few composite indices to measure reliability improvement/decline. Besides ALR linkage, RMWG should map the proposed metrics into eight standards objectives listed in the Rules of Procedure Section 300. Chairman Schrayshuen gave SC an open invitation for comments and feedback. Update from Team Chair on Progress relative to Templates and Data Trials Jerry Rust, Team 1 Lead, reported that Team 1 held a conference call on May 1, 2009 to review available trial run results and recommended what actions to take if data does not exist. The RMWG agreed to include DCS Failures, DCS Greater than MSSC and Events Resulting in Unplanned Loss of Load in 2009 metrics recommendation list and suggested Team 1 to: Change ALR 1-4 title to Transmission related Unplanned Loss of Load Schedule a conference call to refine definitions and formulas for Voltage Schedules metric. Gather WECC s hourly reserve data within the last five years and consult with BAL-002 SAR team to make sure calculations for Maintaining Required Amount of Reserve metric is consistent across interconnections. Stuart Brindley, Team 2 Lead, outlined the team 2 metric proposals. Team 2 held a conference call on April 29, 2009 to validate the trial run results for Percent of Correct 2

3 Automatic Facility Trips metric and discussed the two IROL metrics. The RMWG agreed with Team 2 s suggestion to park the IROL flow duration concept until more experience is gained from IROL Excursion data collection. The two metrics to be included in 2009 recommendation list are IROL Excursion and Percent of Correct Automatic Facility Trips. John Simpson, Team 3 Lead, highlighted the team 3 recommendation. Team 3 held a conference call on April 27, 2009 and recommended including four metric proposals in the 2009 list. The RMWG endorsed Team 3 s recommendation and offered the following considerations: ALR6-2 EEA3 Show quarterly view State causes might be market driven TLR5s ALR6-3 Capacity and Energy Deficiency for Peak Periods Delete peak periods in the title Clarify Dispatchable control in EEA2 Exclude EEA1 Stakeholder Comments and New Metric Proposals Chairman Schrayshuen provided a summary of written comments and 11 new metric proposals received from industry stakeholders. The 11 metrics are: Index of Transmission Reliability (ITR) Simultaneous TLRs Breaker Failures Exposure to Cascading Events Integral of Negative Frequency Excursions LMP Divergence Magnitude of IROL Exceedance Number of Negative Frequency Excursions Simultaneous EEAs Standard Deviation of Frequency Error Average Frequency Error The group discussed merits of each new metric proposal and assigned the 3 teams to apply SMART ratings. The teams will bring recommendations and comments to the entire RMWG at the upcoming conference call and face-to-face meetings. Team 1 will evaluate the following four metrics: Integral of Negative Frequency Excursions, Number of Negative Frequency Excursions, Standard Deviation of Frequency Error and Average Frequency Error. Team 2 will analyze the following five metric proposals: Index of Transmission Reliability (ITR), Simultaneous TLRs, Breaker Failures, LMP Divergence and Magnitude of IROL Exceedance. Team 3 will assess metrics of Exposure to Cascading Events and Simultaneous EEAs. 3

4 Vice Chair Adams pointed out a comment form has been made available on the RMWG page of the NERC website. The form was designed for stakeholders to provide comments to existing metrics that have been vetted by RMWG. There is a need to build a database to store all metric proposals submitted by non-rmwg members and track them. The database will also capture RMWG s feedback to submitters of the proposed metrics. Chairman Schrayshuen suggested not to reinvent the wheel and requested NERC staff to look into the tools used in NERC s Standards comment process. RMWG will review the database and feedback process at its September meeting. SOL and IROL in WECC Jerry Rust presented how WECC controls path flow within defined SOL limits. After 1996 outages, WECC adopted conservative N-2 criteria to control path flow. Since WECC determines the SOL limits under N-2 conditions for all elements of a given path, the metric ALR3-5 IROL Excursion does not apply to WECC. The group recommended revising the metric IROL Excursion to OL Excursion to reflect this WECC s operating policy. Automated Reliability Reports Application Ali Ghassemian of FERC and Carlos Martinez of CERTS presented the Automated Reliability Reports Application (ARR). The ARR in its first phase will automatically provide historical summaries of NERC interconnections load-generation resource adequacy and control metric trends and reports. DOE and FERC funded the research and prototype development for ARR. NERC BOTTC endorsed the ARR application on May 5, CERTS plans to deliver the first set of ARR reports in August 2009, which will be made available to RMWG and other interested stakeholder groups. RMWG is considering potential ALR metrics related to frequency performance and could benefit from the ARR reports if similar data sets are used. Update on Metrics Report Vice Chair Adams stated the Report Team held a conference call on April 29, 2009 and reorganized sections in the report to reflect comments received from the group. Vice Chair Adams then led the group and reviewed the latest revisions sent before this meeting. The scheduled report submission date to PC and OC is May 28, Adjourn and Reconvene The group adjourned at 5:35 p.m. CT and reconvened the following morning at 8 a.m. NERC Benchmarking Program Objectives Mark Lauby, Director of the NERC Reliability Assessment and Performance Analysis highlighted objectives of the Benchmarking Program. RMWG Scope Changes Chairman Schrayshuen noted that new PC structure has not impacted the RMWG scope. However the RMWG will need to coordinate with newly created Data Coordination 4

5 Subcommittee to establish metric data request process. The RMWG has agreed to the scope changes made at its February meeting and will recommend PC and OC to approve them in June. Update on RMWG Three-Year Work Plan Chairman Schrayshuen provided a high level summary of RMWG s three year work plan. The main deliverable in 2009 is to submit a metric recommendation report and obtain PC s and OC s endorsement. The group will focus on the data request and dashboard enhancement in the third quarter of Parking Lot Issues Chairman Schrayshuen led a discussion on the following parking lot items gathered from the meeting. To decide which process and tool to use for addressing stakeholder questions and comments. Historical data of dubious quality, Refine Voltage Schedules metric Maintaining Required Reserve Future Development plan for proposed metrics for entities reporting Reserve Margin issue in Energy Limited Systems Adapt procedures that are in place for capturing comments Define the duration of each metric to distinguish and give emphasis to periodicity Revise Gantt chart to reflect the periodicity Guided Tour Chad Thompson, the host of this meeting, provided RMWG a guided tour to ERCOT backup control center. Mr. Thompson gave an overview of the ERCOT system and highlighted ERCOT s congestion management process, including IROL and SOL clarifications. Future Meetings/Calls No changes were made to 2009 conference call schedules. The September face-to-face meeting will be in Portland, Oregon. Jerry Rust of Northwest Power Pool will be the host.
