2 PILOT PROJECT Computerization of Registration Pilot project was implemented in 2007 in Sonitpur district under DIT s ( GoI) Horizontal Transfer of Successful e-governance Initiative PwC was appointed as Project Consultant by GoI. NIC developed the application s/w Panjeeyan 4 Sub-Registrar Offices (Tezpur, Sootea, Dhekiajuli, Biswanath Chariali) in Sonitpur were computerized with : Intel Xeon based Server, Pentium based Clients Laser Printer, Dot Matrix Printer, Scanner Biometric Fingerprint Devices, Webcam DG Set, UPS 2 KVA, UPS 1 KVA Panjeeyan application software 6 other Sub-Registrar Offices were later computerized.

3 PILOT PROJECT- BENEFITS Reduction in Cycle Times: Deed delivery performed the same day, in 60 minutes approx. as opposed to a service time of 6 to 8 years earlier. Certified Copies available to citizens within same working day. Generation of MIS: The fee receipts generated and printed immediately, whilst the main cashbook and daily summary reports generated at the end of the day. Similar reports are generated on periodic basis for MIS purpose. Automation of processing: Replacement of the manual system of copying and filing of documents with a document management system using imaging technology. Replacement of the manual system of indexing, accounting and reporting with the introduction of electronic document writing.

5 ROLL-OUT INITIATION Funding was sought under ADB funded Assam Governance and Public Reforms Management Programme ( AGPRMP) in July, State-wide Rollout of Computerization of Registration project approved by ADB. PwC Project Consultancy provided under AGPRMP. After International Competitive Bidding (ICB), Finance Department signed contract with M/s IL&FS Technologies Ltd., as turnkey implementer on 30th May Total project cost Rs Crore

6 PROJECT COMPONENTS Panjeeyan upgradation from ver. 1 to ver. 3 Hardware & software systems in SROs, DC offices & Data Centre in Guwahati Capacity building training Technical Manpower deployment onsite Interconnectivity through ASWAN Turnkey approach to ensure coordinated and timely implementation of the different but interlinked components.

7 SOFTWARE BENCHMARKING Software was benchmarked by NIC against existing Registration Software in Maharashtra (SARITA), Haryana(HARIS) and West Bengal(CoRD). Provision of web-enablement in Panjeeyan ver. 3. Marriage Registration in Panjeeyan. Provision for entering Land Valuation Data in Panjeeyan. Future integration with Land Records system.

8 ENHANCEMENTS IN PANJEEYAN V3.0 Incorporate features such as e-stamping Enhanced security. Enhanced different level user authentication system. Direct printing facility from the application. Software has facility to directly push updates to Data centre. Use of token system for queue management. Standardization of software throughout state. Integration with Dharitree (Land Records) application. MIS Reports for State Level officials for regular monitoring. 8

9 SITE PREPARATION General uniformity in site layout for all SROs (avg sq. ft.), except offices such as Guwahati (1200+ sq. ft.), with increased number of counters, hardware, software etc. Floor tiles, Partitioning, server room, Counters, wall painting, lighting etc. Electrical Connections. Computer/ printer tables & chairs, Citizen benches, Cabinet Local Area Networking. Status Site preparation is complete in all 75 SR Offices.

10 HARDWARE & SOFTWWARE DEPLOYMENT Hardware installed in all 75 Sub-Registrar Offices. Software installed in all 75 Sub-Registrar Offices, minor issues being sorted out. Diesel Generator sets in all offices A Category offices B & C category Data centre -15 KVA -10 KVA -25 KVA

13 MISSION MODE IMPLEMENTATION Contract signed with Vendor on 30 th May Site Preparation completed in more than 90% of the offices by October Hardware & Software installed in all the offices by December 2011 minor issues being sorted out Trial runs started in most of the offices in December 2011 / January Operationalisation in progress at all offices. Completion of operationalisation in all SROs by January st

14 DIFFICULTIES FACED DURING IMPLEMENTATION - Site Preparation: Physical conditions in some offices poor. Lack of adequate space (minimum 300 sq. ft.). Walls had to be broken down. Offices had to be shifted to enable computerization Some sites affected by floods. (e.g. Jonai in Dhemaji district cut off during monsoon) Accessibility to offices (e.g. Garmur Office is located in Majuli island in Brahmaputra river)

15 DIFFICULTIES FACED DURING IMPLEMENTATION - Shortage of Sub-Registrars Non exposure of staff to IT/Computers. Connectivity with ASWAN First ever large scale project in State for Horizontal connectivity with ASWAN. Quality & availability of power supply. Functioning of SROs not as closely integrated with District Administration as in case of Circle Offices.

16 CHALLENGES- Maintenance & support Office expenses, Diesel for DG sets etc., hardware maintenance in case of low volume offices DIO/ DIA only technically proficient resources in a district to support multiple projects/ offices Continuous training programmes Project stabilization transition TSPs deployed for only 2 years. Phasing out dependency on TSPs over next 2 years. Rules to incorporate computerised process

17 CHALLENGES - Low voltage in some offices Installation of Servo Voltage Stabilizers. Introduction of standard formats for deeds Implementation of valuation module ASWAN PoP uptime connectivity essential for remote support & e-stamping Panjeeyan integration with Dharitree Communication network ( VoIP) through connectivity Long term deployment of Technical Support Personnel at data centre etc.

18 PRE-COMPUTERISATION SCENARIO. Delivery of original deed delayed to more than 6-8 yrs. More documents for registration received than can be manually copied -ever increasing backlog of pending deeds. First In First Out system could not be enforced. There were enormous discretionary powers in officials. Registration process non- transparent to public. Requirement of photographs beforehand of the buyer, seller. No check to professional witnesses and proxies no photographs, biometric records Manual index based searches (property wise details on the ownership) cumbersome.

19 PRE-COMPUTERISATION SCENARIO Responsibility on SRO to keep physical copies of original deeds for long periods Preservation of registered paper records/ copies : Risk from floods, fire, termites etc. Consumed voluminous storage space Deterioration with age. Physical Stamp paper risk of fake papers, unavailability of stamp paper etc - introduction of e-stamping not possible with manual process. Loss of Revenue -Market values of property obtained by Objective Valuation Method (OVM) cannot be effectively used.

20 POST- COMPUTERISATION SCENARIO New processes - Scanning of all documents & copy of the registration deed operational. Biometric input capture of witness, executants etc. System strictly follows FIFO (First In First Out) - Token number provided to citizen & processing of documents carried out sequentially Processes have been enabled for: Checklist for all types of Registration. Standardization of procedure in all offices. Biometric endorsement by Sub- Registrar Photographs taken using webcam through Panjeeyan software. Registered deed stored in digital form. Standardized MIS Reports. User activity log management. Computerized calculation of stamp duty, fees.
