CLASS DEFINITION INFORMATION TECHNOLOGY BUSINESS ANALYST I/II Under direction, performs professional level work in the analysis, design, programming, testing, installation and maintenance of a variety of business applications, data processing systems and databases in support of Port business operations and serves as liaison between end users and Information Technology in the development and testing of new software. B. DISTINGUISHING CHARACTERISTICS Information Technology Business Analyst I is the entry level in the Information Technology Business Analyst series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Information Technology Business Analyst II is the journey level class within the Information Technology Business Analyst series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and normally filled by advancement from the Information Technology Business Analyst I I level. The Information Technology Business Analyst I receives general supervision from a higher level supervisor or manager. The Information Technology Analyst II receives direction from a higher level supervisor of manager. The Port of Oakland currently utilizes the Oracle ebusiness Suite in six business areas: Financials, HR/Payroll/OTL, Projects/Grants, Procurement, Property Manager, and Enterprise Asset Management. The incumbent will be assigned to support one or more business areas. C. TYPICAL TASKS/DUTIES (Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.) 1. Develop, design, customize, implement, configure and support Oracle ebusiness Suite in a functional technical capacity. 2. Performs analytical and technical work through data processing systems that support assigned Port business applications. 3. Conducts detailed business analysis; evaluates business processes, determines business needs and identifies requirements; develops business plan analysis. 4. Provides and ensures resolution of trouble calls and tickets related to assigned business applications; meets with internal customers and vendors to understand and resolve problems and concerns. 5. Analyzes data and information trends to support system capacity and performance planning and diagnoses issues related to assigned applications; compiles and prepares reports and documentation on analysis findings. Performs installation and configuration duties related to data migration, conversion, and maintenance and extraction work; performs configuration, testing and troubleshooting for network/communications devices and interfaces that support assigned applications. 7. Provides project management including developing project plans and detailed project objectives; develops and guides project timelines; assesses and manages risks; develops and manages project budgets. 8. Coordinates the implementation of systems software, including the conversion of data to new systems; works with operating divisions to resolve system problems. 9. Assists divisions in defining requirements for proposed business applications; reviews, analyzes and evaluates business applications and user needs; translates business objectives into application requirements; serves as liaison between divisions and Information Technology in the development, implementation and testing of new software and applications. 10. Develops and participates in the development of Requests for Proposals, Quotes or Information; participates in the selection and oversight of consultants and vendors. 11. Researches, plans, installs, configures and tests new application systems and interfaces; maintains and upgrades existing application systems and interfaces; applies software updates to servers and schedule periodic server cycling. 12. Prepares and maintains documentation for each application; designs backup procedures; and analyzes problems with existing applications. 13. Works closely with assigned departments and divisions to understand and identify user computer system and equipment needs; analyzes and evaluates present or proposed business procedures or problems to define data processing needs. 14. Represents function on committees, outside organizations, and at staff subcommittees as necessary; coordinates technical support activities with other departments, divisions and outside agencies. 15. Builds and maintains positive working relationships with co-workers, other Port employees and the public using principles of good customer service. 16. Performs related duties as assigned. D. KNOWLEDGE, SKILLS AND ABILITIES To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required. Knowledge of: Information Technology Business Analyst I Principles and practices of computer systems and related analysis and design. Analyze data and develop logical solutions to data processing application programming problems. Prepare work flow charts and code steps into programming language. Prepare a variety of reports and maintain accurate records and files. Formulate, design and implement process and product improvements and streamlining measures. Advocate on behalf of the division for change and process improvement. Identify new technology solutions to manage the workload of Port divisions. Monitor the effectiveness of existing systems and procedures and make and implement recommendations for change. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the performance of duties. Information Technology Business Analyst II In addition to the qualifications for the Information Technology Business Analyst I: Knowledge of: Enterprise Resource Planning software such as Oracle ebusiness Suite business systems and business applications. Data processing and application documentation. Computer logic and mathematics. Integrated systems testing approaches. Ability to: Item 4b Page 5 of 10

42 Effectively understand the business needs of divisions and assist end users with the development, implementation and testing of new software and applications. Independently perform professional work in support of data processing systems for business applications. Analyze, design, program, install and maintain highly technical and complex programs. Write operating instructions and procedures for electronic data processing applications. Analyze data and develop logical solutions to complex data processing application programming problems. Develop and manage projects related to business systems applications, including establishing and maintaining schedules. E. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform this job. While performing the executive duties pertaining to this position, the incumbent is regularly required to make use of close vision to read reports, summaries, digests, and other documents. At meetings, employs eye contact and voice modulation and projection to convey or underscore points of information and eye, hand and foot coordination to operate a vehicle in conformance with Port policies and the State Vehicle Code. The incumbent is required to lift, pull and push up to 50 pounds. F. WORK ENVIRONMENT The work environment described here is representative of those an employee encounters while performing this job. The incumbent typically works indoors in an air conditioned office, with a mixture of natural, incandescent and fluorescent light and makes extensive use of mono- and multi-color video display terminals. Typical noise levels are muted by acoustic ceilings, carpet and sounddeadening wall panels. G. EDUCATION AND EXPERIENCE This position requires education and experience reflecting possession of the required knowledge and skills. Information Technology Business Analyst I A typical combination would include: graduation from an accredited college or university with a Bachelor s degree in Computer Science, Management Information Systems, Business Administration, Business Management or related fields. Information Technology Business Analyst II A typical combination would include: graduation from an accredited college or university with a Bachelor s degree in Computer Science, Management Information Systems, Business Administration, Business Management or related fields plus two years of responsible professional experience performing duties similar to an Information Technology Business Analyst I with the Port of Oakland. 44 PORT PROGRAMMER ANALYST III A. CLASS DEFINITION Under direction, the Port Programmer Analyst III is responsible for development, implementation, support and maintenance of business application systems, including on-going production support and enhancement for existing business systems, new application development and system planning for user departments/divisions. B. DISTINGUISHING CHARACTERISTICS The Port Programmer Analyst III performs the most complex assignments and has first-line supervisory responsibilities for the Port Programmer Analyst series. The Port of Oakland currently utilizes the Oracle ebusiness Suite in six business areas: Financials, HR/Payroll/OTL, Projects/Grants, Procurement, Property Manager, and Enterprise Asset Management. The incumbent will be assigned to support one or more business areas. The Port Programmer Analyst III is distinguished from the Port Programmer Analyst II in that former is responsible for projects and assignments that are highly technical and complex in nature. The incumbent coordinates and participates in all phases of a system development life cycle, including development of operation and administrative procedures to support the computer applications. The Port Programmer Analyst III receives direction from a higher level supervisor or manager. C. TYPICAL TASKS/DUTIES (Anyone position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.) 1. Develop, design, customize, implement, configure and support Oracle ebusiness Suite in a functional and/or technical capacity. 2. Participates in planning system projects for Port departments based on their business objectives and operational needs: identifies and recommends system and/or business solutions; consults on and evaluates the technical aspects of any project; reviews technological innovations for potential use; proposes major system improvements based on requirement changes. 3. Provides technical advice on effectiveness of procedures, capabilities and limitations of hardware, software and telecommunications to IT end-users. 4. Establishes computer resources and budget estimates, task lists and scheduling dependencies for assigned projects; monitors progress against plan and makes adjustments. 5. Organizes specific systems development projects, including formally evaluating performance on large, complex, long term projects. 6. Acts as the project manager coordinating Port personnel and vendor resources on large, complex, long term projects. Works with vendors to resolve issues with timing and proper utilization of their resources. 7. Maintains continuous communications with IT and user department managers to advise on systems development project status; ensures that schedules are met and project development runs smoothly. 8. Reviews performance of installed applications to insure that business needs are being met/ assists in writing up changes on appropriate Requirements Document forms for end-user approval. 9. Prepares detailed design and system documentation for presentation to project team and end-users; makes technical presentations to non-technical personnel. 10. Assists and trains junior programmers in technical and analytical skills. 11. Coordinates and conducts technical interviews and surveys. Item 4b Page 8 of 10

Performs business systems configuration and performance monitoring functions as assigned for the applications, servers and network infrastructure on which the major IT supported systems are based. 13. Resolves operational problems with systems which require advanced training and knowledge of the operating systems on which the major IT supported applications are based. 14. Remains technically current operating systems, programming languages, internet based application technologies, productivity tools, and I/O interface techniques, including database, network, and PCs/laptops; maintains skill level through on-going education and technical seminars to adapt to the changing information systems needs of the Port. 15. Performs related duties as assigned. D. KNOWLEDGE, SKILLS AND ABILITIES To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required. Knowledge of: Principles and practices of of Oracle's ebusiness Suite (EBS) in a technical capacity including PL/SQL Package development (including the applications of triggers in an Oracle database). Oracle Form and OAF development, BI Publisher template development and XML concepts, Oracle Reports, Oracle Public and Private APIs, Oracle Workflow development, Oracle Discoverer, Concurrent Manager, Dataloader, and Oracle Database concepts related to running ebusiness Suite on an 11G database; functional design and configuration of Human Resources and/or Financials/Procurement tracks; general SDLC processes and specific understanding of AIM Oracle methodology and Oracle's direction with OUM methodology; all levels of systems design and programming work involving the IT supported application systems; Basic Linux Operating system features and functions that is required for E-Business Suite including the use of directories, printing and process scheduling; Port specific industry and business requirements and practices; principles and practices of project management;. Design aides: Ability to: Develop, design, customize, implement, configure and support Oracle EBS in a functional and/or technical capacity; develop Oracle EBS reports, interfaces, conversions and extensions; develop reports programmatically and via tools (e.g. Discoverer); program using PL/SQL in an Oracle EBS environment; collect information, conduct surveys, and to conduct feasibility studies of systems applications; conduct system user interviews and define requirements for preparing application design specifications; interact and communicate with and motivate end-users, management and technical personnel; lead meetings with users, vendors, and other IT personnel to check status of projects and resolve issues; prepare and present oral and written reports to all levels of Port management; carry out design prototyping, programming, system documentation and installation tasks; analyze and solve problems of a complex nature; exercise sound independent judgment within general policy guidelines. E. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to perform this job successfully. While performing the duties pertaining to this position, the incumbent is regularly required to make use of close vision to read reports, manuals, and other documents; to have fine motor control to manipulate a keyboard; and to have a range of motion sufficient to push, pull and place books, binders and other materials on level surfaces. The incumbent may be required to sit for long periods of time. In meetings, the incumbent employs eye contact and voice modulation and projection to convey or underscore points of information. Experience with technological tools, such as interactive development environments (IDE's) and specifically JDeveloper, internet application development tools, and fourth generation languages, report writers, and methodologies such as prototyping, object oriented programming and relational data bases is preferred. H. OTHER CHARACTERISTICS 1. Must possess a valid California Class C driver's license at the time and for the duration of appointment. 2.
