5 1 INTRODUCTION The European Interoperability Cartography (EIC), as defined by the Decision (EU) 2015/2240 is a repository of interoperability solutions for European public administrations provided by Union institutions and Member States, presented in a common format and complying with specific re-usability and interoperability criteria that can be represented on the EIRA. The Decision (EU) 2015/2240 further states that interoperability solutions and updates shall, where appropriate, be included in the EIC and be made available for re-use by European public administrations. The EIC v1.0.0 is a subset of the best-in-class reusable and interoperable solutions from the (TES) and EU Member States (IES). 1.1 Purpose of this document The purpose of this document is to provide a detailed information about the EIC v1.0.0 solutions. 6 2 EIC V1.0.0 The EIC v1.0.0 consists of a sub-set of the TESCart and S&R Cartography solutions, which are highly reusable and interoperable. The EIC v1.0.0 has been released on the 12 th of June It includes : the 7 TES whose description is given in Table 1: EIC TES solutions; and 3 Member States solutions, described in Table 2: EIC S&R solutions. These solutions were among the winners of the Sharing & Reuse award in Table 1: EIC TES solutions TES name Owner Description CEF edelivery Secure exchange of structured or unstructured electronic documents CEF eid This IS provides a sample implementation of the technical specifications corresponding to the interoperability framework of the eidas Regulation (EU) No 910/2014. The information exchanged in this system corresponds to identification and authentication requests and responses, which are transmitted cross-border to support authentication of users in foreign online services using the electronic identification means issued in their countries of origin. This information follows the eidas technical specifications (available at CEF einvoicing DG GROW Member States shall ensure that contracting authorities and contracting entities receive and process electronic invoices which comply with the European standard on electronic invoicing The DSS is a development framework is for the creation and validation of e- signatures. For validation, the software relies on the information in MS trusted lists of certification service providers issuing qualified certificates (established in CEF esignature accordance with Decision 2009/767/EC). In fact, DSS is a library that can be used (DSS) to create signatures at user s side (e.g. applet based) and/or as a web service to be integrated in an application for signature creation or validation. DSS provides flexibility for Member States to choose the modules they need (don't necessarily need to use all of it, can be used only for validation for example). CEF esignature (TL Manager) CEF etranslation DRS DG DGT DG DIGIT The (TL-based) signature (and certificate) validation is made by any party relying on the e-signature directly without the need to invoke any other validation service (e.g. in another MS), hence autonomous of a central infrastructure or other Member States. Machine translation enabling users to directly request a translation and have it delivered without any further intervention from a professional translator or the DGT translation workflow. DRS aims to set up common document management services, particularly in cross-border IT systems used to support EU policies. DRS offers a back-end solution (no user interface included) providing support to most common document management operations. The offered services provided functionalities in three main areas: Document management: Including documents and attachments creation and management, documents versioning, documents filing, custom metadata, document search on content and metadata or document encryption. Filing plan management: Including file management, file search or track changes inside folders Users and groups: allowing user and group management and advanced authentication and authorization. It downloads the invoices published as open data and automatically creates intuitive and graphically attractive user interface, through which users can get answer to what is the certain institution spending their money on. The resulting EIC v1.0.0 portfolio is represented in Table 3: EIC TES and S&R solutions.
