The PMO is accountable for the planning and reporting of the portfolio and for the assurance of business outcomes and benefits through the application of the project lifecycle and delivery framework. This is achieved through strong business engagement and through collaborative partnering with our business colleagues. The PMO is also accountable for the design and implementation of financial processes that enable accurate and timely management of the Technology function budget. Overall Purpose of Role: The role of the Senior Portfolio Analyst is to support the delivery of the CUK Technology Portfolio in line with the agreed portfolio delivery plan whilst ensuring adherence to the governance framework and project standards. This will have particular emphasis on the more complex projects and programmes in the portfolio and managing the development of new services or changes to existing standards. The Senior Portfolio Analyst will report to the Senior Portfolio Manager and deputise for them as required. They will work closely with Technology Team Managers, project and programme managers and senior leaders. Page 1 of 6

2 Main Activities and Responsibilities Portfolio Management Develops draft technology delivery plans in conjunction with the Technology Business Partners and resource owners Assures the portfolio by ensuring that all projects are added into the portfolio correctly and recorded as closed at the end of their life so that accurate data is available across the department and performance statistics can be derived Facilitates the project initiation process across the department in accordance with priorities discussed with the Technology Business Partners Manages the regular review and reporting of risks across the portfolio and production of portfolio dependency views. Provides input to regular portfolio level communications. Demand and Capacity Management Works with resource managers across CUK Technology to communicate forward demand and ensure resource capacity is being planned. Understands resource constraints and their impact on the Technology Delivery Plan. Manages production of reports to senior management on compliance with time recording policy, resource capacity and forward demand. Maintains accurate data on resource management tools. Where appropriate, supports the recruitment of Project Support roles. Management Control and Assurance Approves adoption of and adherence to the Portfolio Management Framework across designated projects and programmes. Carries out stage gate reviews and assurance activities as required. Monitors progress at an individual and portfolio level against portfolio delivery plan, highlighting impact of variation where necessary. Completes investigations into project issues where requested. Develops and maintains the project delivery lifecycle and associated templates, tools and guidance. Provides advice and guidance on its application in projects and programmes, identifying opportunities for continuous improvement. Manages production of regular portfolio reporting for senior management and governance groups and provides analysis to highlight actions where necessary. Provides expertise and maintenance of the tools required to support portfolio governance. Facilitates lessons learned reviews to ensure key learnings are captured and acted on. Benefits Management Provides advice and guidance on the application of the benefits governance framework to Sponsors, Stakeholders/ Benefit Owners and project teams and identifies opportunities to improve it. 3 Facilitates benefits mapping and planning workshops for lower complexity projects. Produces portfolio level benefits reports and analysis in relation to the portfolio delivery plan. Assesses benefits management across the portfolio to identify gaps, overlaps, conflicts and double-counting. Assists with benefits reviews and assurance activities and identifies lessons learned on benefits management for wider dissemination. Financial Management Maintains project level financial management processes and templates and provides advice and guidance on their application. Ensures projects adhere to financial management processes and that baseline portfolio data is maintained in line with Finance records. Ensures data for regular reporting on portfolio level financial status is available and provides analysis to support decision making and assurance activities where necessary. Organisational Governance Maintains the portfolio organisational governance and provides advice and guidance on its application to projects, programmes and department review boards. Supports the effective running of relevant portfolio governance groups, deputising for the Senior Manager Portfolio Office where required. Manages stakeholder expectations of the PMO and its services across the project portfolio and resource managers. 5 Person Specification Job Title : Senior Portfolio Analyst Department : Portfolio Management Education, Qualifications and Training Essential: PRINCE2 or MSP qualification or equivalent Desirable: Degree or equivalent P3O or Management of Portfolios qualification or equivalent Experience Essential: Minimum 3 years experience of working within a structured portfolio management framework Minimum 3 years experience in assuring complex multi-functional projects and programmes Experience of supporting demand and dependency management Experience of the end to end project lifecycle, or managing substantial parts of the project lifecycle Knowledge of portfolio, programme and project management tools and techniques. Work Based Competencies Essential: Is fully familiar with the development and implementation of project delivery frameworks (Governance/ Lifecycle/ templates) and standard project management techniques and their application in a real project environment for both technology and business change delivery. Knowledge and experience of Microsoft packages, including Project and Visio with Excel knowledge at an intermediate to advanced level Portfolio delivery and portfolio assurance capabilities Financial management OPEX / CAPEX & G/A Demand and Resource Management Portfolio Planning and Reporting People who will succeed and excel in this role will naturally: Express themselves easily and explain things clearly at all levels of influence.
