1 May 21, 2018 Addendum No. 1 RFP #11008 Predictive Data Analytic Solution This serves as Addendum No. 1 and becomes part of the original Request for Proposal package. It must be signed and returned with your RFP response. Update: The Proposal deadline has been extended to Wednesday, May 30, Question: Can companies from Outside USA can apply for this (like, from India or Canada)? Answer: Companies from outside the USA can submit a proposal for this RFP. As outlined in the RFP Instructions document, Attachment A, here are some of the restrictions that apply: (f) that it has never been debarred or suspended from doing business with the federal government; (g) that it does not boycott Israel; and (h) that it is not engaged in business with Iran, Sudan, or a foreign terrorist organization. 2. Question: Is onsite presence required for meetings? Answer: Conference calls are acceptable for most meetings. There could be a need for onsite services during implementation. 3. Question: Can we perform the tasks (related to RFP) outside USA (like, from India or Canada)? Answer: See response to number 1. There are restrictions around data at rest and in transit. Data cannot leave the USA and must be encrypted. 4. Question: Can proposals be submitted via ? Answer: Per the RFP Instructions, responses are to be submitted via to ebids@lcra.org by the proposal deadline. 5. Question: Will you be sharing all questions and responses with the bidders? Answer: Yes. Questions and answers will be provided in the form of an addendum to the RFP and will be posted 1 2 business days after the deadline for questions. 6. Question: Would you prefer questions be consolidated and submit all at once by the deadline for questions or should they be submitted as they arise? Answer: The preference would be to consolidate, however sending the questions as they arise will allow more time to gather responses. 7. Question: Are there any additional technical/functional requirements in addition to the SOW? Answer: Please refer to the Supplier Response Form for additional requirements and information. 1

2 8. Question: Can you provide the type of generation units? Answer: Ferguson (500 MW) natural gas fired, combined cycle unit FPP Unit 1 (600 MW) PRB (Powder River Basin) coal unit FPP Unit 2 (600 MW) PRB (Powder River Basin) coal unit FPP Unit 3 (425 MW) PRB (Powder River Basin) coal unit Lost Pines (500 MW) natural gas-fired, combined-cycle unit Sim Gideon Units 1-3 (575 MW) natural gas fired units Winchester (180 MW) gas-fired 9. Question: Is there a specific number of concurrent users that should be included in the quotation? Answer: 10 developers, 50 consumers (ability to view reports and results) 10. Question: If there are no exceptions taken to LCRA s Master Software Service Agreement, should Exhibit A-Description of Services be completed by the supplier and the agreement signed? Answer: Yes. The information should be provided in Exhibit A and the agreement signed if there are no exceptions. 11. Question: Regarding APIs, are there systems other than the noted OSIsoft PI and EDNA systems you intend to integrate with? Answer: MSSQL, OPC interface 12. Question: Section 2 mentions that the pilot will be for 1 facility (later named as FPP Unit 3). Please confirm the scope of the pilot. It is in our experience that pilot scope is usually successful when kept to around 5 major assets. Answer: All major equipment on the one unit that could potentially cause a trip. This may not be limited to five assets. FFP Unit 3 has 2,340 points. 13. Question: Section 3, bullet 6 Must support API integration capabilities with various standard systems such as MSSQL, Oracle, any big data technologies, edna and OSIsoft PI. Please describe any big data technology that LCRA currently has or is evaluating. Answer: Mango DB, Cassendra, Hadoop 14. Question: Section 6, when will the acceptance criteria be provided by LCRA? It is assumed the acceptance criteria will be mutually agreed upon with the vendor. Answer: Acceptance criteria will be mutually agreed upon and documented before the execution of the SOW. 15. Question: Does LCRA want a turnkey solution (all models built for all plants) or rather for the vendor to build the first one or two plants while training LCRA to implement the remaining plants? Answer: LCRA would like a turnkey solution for all plants, including the Pilot unit. LCRA will provision infrastructure. 2

3 16. Question: The Security Questions ask about Cloud and On-Premise solutions. Does LCRA have a strong preference towards cloud or on premise? Does LCRA host any other applications using a cloud provider (ex: Microsoft Azure, Amazon Web Services, etc.)? Does LCRA have a private cloud? Answer: There is not a strong preference as long as all LCRA security requirements are met. 17. Question: Can you please provide a better definition of the expected scope for a pilot? Answer: Refer to the Description of Services and Deliverables outlined in the SOW for 1 plant, FPP Question: Briefly describe the assets that you intend to analyze. Answer: All systems associated with each unit. Refer to question #12 and # Question: Approximately how many assets do you plan to bring into the project? Question: Do your assets typically maintain a fixed, stationary geographical location or can they change locations (i.e. a large electrical wind generation turbine would have a fixed location whereas a telematics enabled piece of farm equipment could change locations.) Answer: Fixed 24. Question: Please describe the periodicity of the sensor measurements that your currently collect (every minute, 10 minutes, hour) for each asset: Answer: System default is 3 Seconds, most follow this default. 25. Question: Do you currently deploy any deadband strategies against the sensor measurements in order to reduce the amount of data you collect on them? 3

Question: Please describe the data sources for your sensor measurement data and list the approximate size: Answer: edna historian with the amount of points in question # Question: How many years of historic sensor data reading do you want to include in the scope of this project? Answer: 1 year historical 28. Question: In addition to sensor and event data, the following data sources are common in a operations data model. Which tables do you currently collect data for that you plan to include? Answer: a. Assets (Specific asset ID and descriptive information about the asset) b. Audit (Information that determines if a record from sensor was good, bad, or other condition when loaded) 29. Question: Do you collect any other sensor or event related data, not listed above, that you believe needs to be accounted for in order to solve your business problem? 30. Question: What are the key metrics in a predictive platform are you currently measuring / tracking? How are you measuring them today? How is it being improved today? How would you want to see that improve through the use of a predictive asset solution? Answer: None 31. Question: Is the sensor data being stored in a data warehouse in addition to the OSI PI historian? If so, in what? Is anything being done to that data today? Schneider edna Historian is used currently. 32. Question: Would you also require or need data management/integration capabilities? 33. Question: What other type of data would might you want to integrate? Answer: Integration capabilities with EDNA and PI data leveraging OPC or other API interface 34. Question: Please estimate the number of users of a Predictive Analytics solution you would expect to be reviewing reports and results. How many would simply be consumers? How many would be developers (if any)? Answer: 10 developers, 50 consumers 35. Question: Do you currently have internal resources on your team that will have statistical and data modeling experience? Answer: Yes. 36. Question: Stability Monitoring is a process where an analytical consultant builds a statistical model using the predictive analytics software application to monitor a target sensor value by 4

5 using other sensors values or events as a predictor of the target sensor. Do you believe you can assist the implementation team in coming up with two use cases for your business to apply stability monitoring to for the pilot? Answer: Yes. LCRA can assist with the 2 business cases 37. Question: What ways of monitoring assets with alerts are required? Answer: Near real-time: high-volume, low latency streaming data and gaining analytical insights/alerts are made in near-real time (up to sub-second) 38. Question: Do you intend to apply proprietary analysis algorithms / procedures / methods to the stored data? If yes, please describe the respective analyses in more detail: LCRA does not have any proprietary analysis algorithms. 39. Question: Do you have special reporting needs beyond drill-down dashboards? If yes, please describe the reports and how raw source data needs to be aggregated and transformed for the reporting needs. Answer: LCRA is open to understanding the vendor s offerings. 40. Question: Is there a need for an administration infrastructure and user interface to: a. monitor and administer models over time? b. tune and deploy models? c. alerts for model degradation? Answer: Yes to all of the above. 41. Question: Will your company require Asset Performance Analytics to be deployed on more than one environment (typically called Test and Prod)? If yes, please list other environments to be supported. Answer: None, only these Question: Which supported operating system would you like to use for this solution? (Linux, Windows Server, etc) Windows Server? Answer: Windows Prefered, Linux is considered 43. Question: Please identify whether the following customer roles in a predictive software deployment will be fulfilled by your own company's resources or will be contracted out. Answer: Hardware Hosting, Development of Data Staging Area, Project Management and System Administration will all be handled in house. 44. Question: Will the vendor be expected to include services to develop and implement Analytical Models? If so, please provide a high-level description of minimal set of models expected to be included. Answer: Yes. 45. Question: Will the vendor be expected to include services to design and develop data storage strategies for the historical data? 5

Question: Will the vendor be expected to implement code to make results actionable (i.e., if we find a relationship between parameters, is the expectation that the vendor would include development of code to implement an action, such as change of an operational parameter)? Answer: No, monitor only. 47. Question: Does the scope include the development and implementation of multiple environments (DEV, TEST, QA, PROD)? Answer: Test (Test can be used to Develop) and Prod 48. Question: Is there an expectation that each facility would implement identical solutions with minimal customization? If yes, then would all development be managed by a centralized operational unit, and then be implemented at each facility? (meaning centralized models, similar architectures, separate deployments ). Answer: Yes. Enterprise EDNA Historian includes the data for all facilities. 49. Question: Is the budget allocation for this project public information? 50. Question: Once an analytics foundation and competency is established, are there other business areas that the solution is planned to be applied to?
