1 CHESM Expectations for Inspection Companies Andrew Tan OE/HES Specialist Supply & Trading OE/HES 15 May
2 Introduction Chevron s Contractor Health, Environment & Safety Management (CHESM) process was deployed to 4 major inspection companies in Americas region in Aug Master Service Agreement for Lab and Inspection Services in place. CHESM Contract Owner is CSAT Loss Control. This is to improve oversight of cargo inspectors contracted by all Chevron OPCOs as it was centralized within CSAT to represent all OPCOs for efficiency. Classified as Medium Risk contractor i.e. has a lower potential to cause personal injury and/or an environmental or plant reliability incident. In scope of Chevron s OE Reporting boundaries for inspectors are performing work for Chevron, applicable for both on and off premises as long as they are on company business i.e. Chevron-operated and third-party facilities. In the new CHESM process, product/material Inspectors (crude/marine cargo) are listed as Medium Consequence Potential Work Activities. 2
3 Responsibilities of Contractor Management Representatives Ensures Contractor s employees fully complies with all CHESM requirements. Ensures that all sub-contractor working for the Contractor shall fully comply with Chevron s CHESM Process and Safe Work Practice (SWP) process requirements. Uses contracting authority to ensure compliance with the CHESM process. Above includes but not limited to: Honest response and full involvement in CHESM Graded events Implements & cascades an HES policy/program that meets Chevron requirements Provides appropriate level of training to contractor personnel Provides adequate tools and equipment at work sites Works to continually improve the Contractor HES policy/program and find value adding opportunities for Chevron Fosters a work environment that aligns with Chevron s efforts to build an OE Culture 3
4 CHESM Expectations Contractor management to ensure their HES management system is effectively implemented at all work locations. Prompt notification of incidents and near-misses to both facility and Chevron representatives. In addition, use early injury management (EIM) procedure immediately for injury-related incidents. Ensure personnel at work location are trained & competent prior to deployment to work locations. All inspectors must be knowledgeable of their job hazards and the required risk controls. Implement Short Service Employee (SSE) program where required. Full compliance with all local regulatory requirements and each facility s MSWP processes, rules & regulations. Contractor management to conduct investigations for all incidents and nearmisses & to prevent recurrence. Contractor management to conduct regular site audits and walkabouts at work sites to ensure continued compliance. Actively implement BBS program at all work locations to identify and address atrisk behaviors. 4
5 CHESM Graded Events #1: Pre-Qualification Questionnaire (20%) Self assessment conducted by Contractor to check if their existing HES policy/program is aligned with Chevron s requirements. #2: HES Systems Review (20%) Chevron verifies and validates that contractor s existing HES policy/program is aligned with Chevron s requirements and is effective. Involves document review, contractor office and work site visits, and contractor interviews. #3: Work-in-Progress (WIP) Site/Field Inspections (30%) Chevron verifies and validates that the contractor is safely implementing the work. #4: Periodic Performance Evaluation (30%) Chevron looks at overall HES performance. 5
6 Contractor HES Grading for High/Medium Risk Contractors We recommend only Grade A and B inspectors with a score no lower than 85% be used. 6
