2 A powerful payment solution A powerful payment solution to help government agencies/departments achieve greater efficiencies Elavon realizes many government agencies/departments have a high priority placed on managing and running costs efficiently, economically and effectively. By implementing an Elavon Visa Acquisition Card program, agencies/departments can eliminate unnecessary costs, streamline and take the bureaucracy out of the process. Acquisition card programs save money by eliminating the need for multiple purchase orders. By empowering agency/department cardholders to make purchases for everyday items using the Visa Acquisition Card, three key benefits are realized: Many administrative tasks related to purchasing and their associated costs are eliminated Federal Government Purchasing professionals gain time to focus efforts on negotiating high-dollar purchases and building supplier relationships Fewer payment requests are processed RPMG Research has reported cost savings of up to $69 1 per transaction when leveraging an acquisition card. Multiply that by the hundreds or even thousands of agency/department purchases made every year and the savings are significant. The Visa Acquisition Card maximizes government agency/department purchasing options in addition to minimizing costs. In addition, Government suppliers can be enrolled quickly and easily to further extend the utility of the card program. Central purchasing and cardless account numbers are available for preferred supplier and Internet purchases. 3 How It Works Easy to implement, easy to manage the Elavon Visa Acquisition Card program is the right solution for government agencies/departments seeking to minimize costs without compromising control. Take advantage of innovative payment options Elavon offers many innovative payment program options to ensure an agency/ department s acquisition card program can meet virtually any need. Cardless Accounts offer agencies/departments all the same features and benefits of government cards, but without the actual plastic card. This provides an added degree of protection against potential card misuse. Account Setup and Maintenance enables users to open new accounts and edit existing accounts online in real time. Central Purchasing Accounts (CPAs) generate no plastic and the account number is kept on file. The account number can be used to place orders via the phone, Internet or through an e-procurement system. There is no additional cost for Central Acquisition Accounts and agencies/departments have access to all of the same MCC Blocking, Monthly Spend Limits, Single-Purchase Limits and Velocity Monitoring available for traditional acquisition cards. Declining Balance Cards let employees draw down from a pre-set amount using the card s declining balance feature. This allows the agency/department to set per-project dollar limits tied to a particular project or budget. The declining balance feature also enables agencies/departments to impose a predetermined credit limit on their centrally billed accounts. The card becomes inactive at the agency/department specified expiration date or when the declining balance credit limit is depleted. Acquisition Card with Visa Fleet Vehicle Controls provides an added-value feature to the standard Visa Acquisition Card program. Elavon can help substantially reduce the cost associated with managing fleet vehicle related expenses by introducing effective spending controls and simplifying tracking and reporting for agencies/departments. Visa Acquisition cards bear the license plate number of the car with which they are associated and require no signature. Cards can be assigned to different employees without changing the card.

5 Leverage data with Access Online To enable agencies/departments to harness the data currently in their procurement systems, Elavon offers Access Online, a feature rich, web-enabled reporting and program management portal that can be easily configured to meet the unique needs of agencies/departments. Access Online enhances each agency/department s acquisition card program. This innovative program: Streamlines procurement processes Allows convenient access to information, 24 hours per day, 365 days per year Enables complete integration of financial systems Provides effective and efficient management controls Offers a unique and powerful compliance monitoring and reporting tool that provides visibility into actual daily transaction activity as it occurs Accounting Code Validation Empowers agency/ department clients to customize how accounting codes are managed and applied to card transactions. It dramatically reduces the administrative overhead associated with manually correcting invalid transaction allocations. Access Online functionality is both intuitive and flexible. It: Enables users to open new accounts and edit existing accounts online in real time with Account Setup and Maintenance Makes it easy to run predefined standard reports or create agency-driven reports using Management Reporting Offers convenient, secure online access to data anytime, anywhere through Data Exchange Puts program administrators and cardholders in control of transactions with Transaction Management Ensures card program transactions are properly mapped to the correct account using Accounting Code Validation Creates financial extracts to meet each agency/department s unique needs enabling seamless integration into existing financial systems using the Financial Extracts fun ction Management Reporting and Compliance Monitoring Provides visibility into actual daily transcation activity and offers an exceptional reporting tool that allows agency/department clients to run predefined standard or through the uses of multiple selection, sorting and output functions create client-driven reportw with 24 months of transaction data available online.
6 Increase acquisition program controls Many features are available to help agencies/departments control and/or limit cardholder spending. Velocity Monitoring allows agencies/departments to limit the number of transactions and dollars spent per day,month, cycle, quarter, year or other period as specified by the agency/department. Cardholder Single-Purchase Limit restricts the amount of a single purchase made by the cardholder. Generally, a single purchase can be comprised of a single item or of multiple items purchased at one time at a particular vendor location. Single purchase limits can also be assigned to specific Merchant Category Codes (MCC). Cardholder Cycle Spending Limit caps the maximum dollar amount authorized for a cardholder within a 30-day billing cycle. Spending limits may vary between cardholders depending upon their level and projected usage. Spending limits are replenished automatically the day following the agency/department s chosen cycle date. MCC Blocking prevents purchases of specific commodities and services by blocking the MCCs that represent these items. Agencies/departments can request universal MCC blocking for uniformity across all cards, or set unique limits at the cardholder level. Elavon can also set up MCC Group Blocking, consisting of a cluster of MCCs. Effective Dating lets the agency/department predetermine expiration dates on cards used for specific projects. Additionally, the agency/department s may cancel card accounts at any time by using Access Online, calling the Customer Service Centre or contacting their assigned account coordinator.
