OSHA s Voluntary Protection Program (VPP) To Journey or Not to Journey, That is the Question Autumn (not fall) 2011
Objectives for this Presentation Information about the VPP Certification, Requirements, Benefits & Results Persuade you to consider improving your safety and health management system (formal certification or management system) Provide some useful tools based on Dunmore learning Disclaimer I am not a EH&S professional, but I am a passionate supporter of EH&S excellence!!!! I may not have answers to all of your questions.
Formal Outline of the Discussion What is VPP and what are the elements? Preparation and Application Development Audit Event Effectiveness / Results / Path Forward for Dunmore
VPP and the Elements Program that goes beyond basic compliance with OSHA standards and creating a comprehensive Safety and Health Management System 2 Levels STAR and MERIT Cooperative Program Industry, Labor & Govt V is Voluntary Program participants, injury rates 50% below average
VPP and the Elements As we go thru the elements HOW MANY DO YOU ALREDY HAVE IN PLACE????????? Dunmore Experience We had most of the elements, but they were not connected and not well known by all
VPP Program Elements Management Commitment and Planning Accountability Disciplinary Program Injury Rates Employee Participation Self-Inspections Employee Hazard Reporting System Accident/Incident Investigation Job Safety Analysis (JSA s)
VPP Program Elements Health & Safety Training Program Preventative Maintenance Emergency Program & Drills PPE Program Health & Safety staff involved with changes Contractor Safety Medical Program Resources of the Health & Safety Department Annual Self-Evaluation
Address cost and fear Cost Dunmore completed certification for about $75,000 ($500 per employee) most of which was needed anyway. Address upfront fear of OSHA this is a cooperative program but enforcement is still in play with required corrections 3 rd party assessments to build confidence Approach with educated confidence, be proud of your achievement If your application is accurate, OSHA will give feedback before audit It is the right thing to do and you will learn of areas that improvement is needed EXPECT IT and EMBRACE IT!
Consider 6S Process to Start Gary Samuels presented to AIMCAL in the past SORT SET IN ORDER SHINE STANDARDIZE SUSTAIN SAFETY
Application Preparation See OSHA Document and Dunmore Application (Provided but not discussed in detail) Meet with OSHA VPP representative or attend event where they are presenting Attend application event VPPPA organization for VPP participants Consider 3 rd party other VPP company, EH&S professional or internal expert assessment
Application Process Plan to Resource People (6-8), Time (24 months), Money Select Cross Function Team Make it a priority official goal/objective for individual and departments Select a champion train the champion Construct a project plan with major milestones. Full team should meet monthly at minimum with sub-teams meeting weekly Activities should be SMART and tied to a responsible person (Specific, Measurable, Attainable, Relevant, Time Stated) Build in Flexibility After preparation is done allow days for final application preparation (use the application template to drive work of the team)
Key Learnings Regular and Visible Communications Dunmore Used: Payroll stuffer, Shift change meetings, CEO huddles, VPP countdown board, VPP training for all associates (several times during the process), Facility postings, 1-1 coaching Strong Champion is critical Regular management updates make it part of the corporate dialogue Make the case there is no downside, if we pursue and do not get it, we are still better. Make the case why are we doing this??? REDUCED ACCIDENTS, DUNMORE CORE VALUE, IMPROVED FINANCIAL PERFORMANCE
Audit Process Application Review, Finding, Schedule on-site audit Opening Meeting Document Review Plant Tours / Inspections Daily Wrap Ups and Objectives (findings) Individual Interviews Group Interviews Closing Meeting Formal Notification of Certification
Audit Process Entire team ready to participate in the audit For every OSHA or SGE 1 Lead from your team Fix minor findings On the Spot Have Maintenance Ready and some key contractors/vendors Strong Team and Management Attendance to OPEN and CLOSE Meeting End of day wrap up Full team participation Leads to take good notes provide prompt follow-up Interviews (ind. and group) likely use judgment to attend or not (ind.) group no choice
Results.
Results Best historical safety performance in 3 year period The culture is slowly improving this is a process Dunmore s PA facility STAR certified, application process underway for NY facility EH&S management is improving VPP program gives the format and the discipline Good recordable rates, low LTA, significantly more employee involvement Reduced WC costs and other costs associated with injuries Our associates made the difference during the audit process
Incident Rate Incident Rate Corporate OSHA Incident Rate Keystone OSHA Incident Rate
The journey is only beginning.
Dunmore Path Forward Complete NY facility certification Sustain and then improve involvement and effectiveness Routinely visit other facilities, share best practices and exchange ideas We have removed 2 associates in the last 2 years that did not buy in you have to coach and train but sometimes you have to make changes. Focus more on leading indicators to predict more subtle risks. Make every associate a strong advocate
The journey is still only beginning.
