2 Statement of Work For PMA-205 Training Systems Training Ranges Integrated Product Team 1.0 Background The Defense Acquisition System exists to manage the Nation's investments in technologies, programs, and product support necessary to achieve the National Security Strategy and support the United States Armed Forces. In that context, Naval Air Systems Command (NAVAIR) PMA-205 s objective is to acquire quality-training systems that satisfy user needs with measurable improvements to mission capability. PMA205 is responsible for providing life-cycle management of all general naval aviation training systems. PMA-205 serves as the single point of contact with the office of the Chief of Naval Operations (OPNAV) for the Navy s long range strategic planning, acquisition, policy, future research and development activities, and technology insertion into existing and future naval aviation training systems. PMA-205 delivers high quality, affordable products in support of fleet training. Products and services delivered on behalf of the customer include, courseware; classroom aids; training simulators and devices; operational equipment; electronic warfare systems; range instrumentation and facilities, and other equipment related to Navy air power. 2.0 Scope The contractor shall provide the following support and production engineering services. These services shall support the life cycle management of Training Range Instrumentation programs. In addition, the contractor shall provide acquisition support to the Navy Range Office, N43. The contractor shall assist in identifying the capability needs, documenting the requirements, navigating the Department of Defense (DOD) budget processes, and developing, and executing the acquisition strategies. The Training Range Integrated Product Team (IPT) mission is to acquire instrumentation systems for training in a realistic live combat environment. This instrumentation supports data collection, weapons scoring, mission rehearsal, platform tracking, live fire, exercise display, weapon flight simulations, and debrief and assessment. The Range s IPT programs include, but are not limited to; Ocean Systems (Shallow Water Training Range (SWTR), Portable Underwater Training Range), System Replacement and Modernization (SRAM), Threat Presentation, Test and Evaluation Enabling Architecture (TENA), Tactical Aircrew Combat Training System (TACTS), Large Area Tracking Range (LATR), Barking Sands Underwater Range (BSURE), and the Tactical Combat Training System (TCTS). The requirements detailed below encompass the tasks required to support these training systems.
3 3.0 Applicable Standards & Documents DoD Directive DoD Instruction NAVAIRINST A NAVAIR Acquisition Guide, Sept Requirements The contractor shall support NAVAIR PMA-205 in the life cycle management of the training range instrumentation programs. Contractor personnel shall have extensive knowledge of NAVAIR processes and systems. These systems/processes include, but are not limited to Navy Enterprise Resource Planning (NERP), Command Staffing, Navy/Marine Intranet (NMCI), and the Procurement Initiation Document (PID)/Procurement Requisition (PR) process. The requirements detailed below encompass the tasks required to support these training systems. 4.1 Production Support Services: The contractor shall provide production support for PMA- 205 range programs Production Support Services: The contractor shall provide production support services for PMA-205 programs to include the following efforts: Perform financial analysis on program engineering and logistics requirements to support instrumentation production efforts and provide recommendations on various acquisition strategies to support the integration of the system and associated risk to the program. Provide acquisition support services to include financial analysis of projected and actual production costs for integration efforts and logistics support strategies. Collect, compile, and analyze project and cost data for incorporation into work plans, data calls, and supporting financial documentation. Conduct analysis of technical requirements for preparation of acquisition documentation. Analyze production and integration efforts for schedule and costs impacts. Review, verify and validate scheduling and costs in support of system production efforts. 4.2 Budget, Financial, and Program/Project Administration: The contractor shall provide budget and financial management support for PMA-205 programs to include the following Budget and Financial Management Support: The contractor shall provide budget and financial management support to include the following:
4 Provide support on fiscal year budget planning, program execution and out-year planning to include production and modification of funds execution documents through Navy ERP. Monitor schedule, obligations, and expenditures in detail by equipment, system, fiscal year and project directive line item, so that data can be reported to management or easily updated as changes occur. Monitor and make recommendations on funded and unfunded requirements. Monitor and track financial, project, and cost data for incorporation into teamwork plans, data calls, financial addendum, budgetary support documentation, and other financial sheets. Update financial data in support of the Planning, Programming, Budgeting and Execution System in support of ongoing/legacy programs. Provide support on fiscal year budget planning, program execution and out-year planning using NERP to include development and preparation of funds execution document through Navy ERP. Update/develop budget exhibits for government release. Monitor obligations and expenditures of funds using Navy ERP; update/develop spreadsheets, cost databases, and financial status reports as required. Monitor funded and unfunded requirements Program/Project Administration: The contractor shall provide acquisition management support to include the following: Update and modify program acquisition documentation, to include but not limited to: Statements of Work (SOW) and Program Management Plans. Maintain, update and track schedules as well as recommend how to reduce cost and schedule risk. Provide support with planning, coordination of events, management support, program/project management, risk management, mitigation plans, and integration objectives. Maintain, track and evaluate contract deliverables. Attend, participate, support, analyze, provide input, develop, prepare and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards. Monitor cost, schedule, and provide program/project administration recommendations to address cost, schedule, and performance issues. Attend, participate, support, analyze, provide input, develop, prepare and report on briefs, point papers, reports, correspondence, meetings, conferences, and review boards. Review, provide analysis and recommendations concerning development of product performance requirements and participate in Technical Design Reviews. Support integration of all range requirements/budgeting/funding and reorganization into functional areas: instrumentation, open-air ranges, facilities, environmental, and Operations and Maintenance (O&M). Coordinate Program Objective Memorandum (POM/PR) Planning, Programming, Budgeting, and Execution inputs for training ranges investment and O&M.
5 Maintain and coordinate the Range Operations Support (ROS) OMN account and coordinate ROS/Base Operations Support (BOS) requirement. Provide support for budget coordination and range support issues. Assist in the preparation and development of Justifications and Approvals (J&A), Statements of Work (SOW), delivery schedules, contract line item structures, Independent Government Estimates (IGEs), Contract Data Requirements Lists (CDRLs), Security Requirements (DD254 s) and funding requirements in accordance with NAVAIRINST A. Monitor DD Form 1423s to ensure the proper exhibit appears, the correct Data Item Description (DID) is used and active, and the DD Form 1423 is completed in accordance with DOD M. Provide technical review and updates to Initial Capability Documents (ICD) and Capability Developments Documents (CDD). Coordinate all review comments from the US Fleet Forces Command, OPNAV and the joint community and make recommendations for Government concurrence. 4.3 Technical Support: The contractor shall provide technical support for programs to include the following: Provide support and preparation for meetings, to include developing agendas, coordinating attendance, facilitating preparations, developing meeting minutes, taking and tracking action items, and follow-up on items. Provide support on fiscal year financial planning, execution and out-year resourcing to include development and preparation of necessary documentation. Support the fleet prioritization process for range funding. Coordinate Major Range and Test Facility Base (MRTFB), Target Development and Procurement, Range Sustainment and Fleet Training to ensure range capabilities are relevant to fleet readiness, minimize duplicative test and training range capabilities, and coordinate target and target control capabilities /upgrades with range initiatives. Provide recommendations for Fleet training range requirements development and budget development. Assist in the production and updates of program acquisition documentation such as Acquisition Strategies, Acquisition Plans, and SOWs. Provide technical support for website management and update functionality. Maintain and track asset data for individual users within PMA-205 while adhering to NMCI guidelines. Provide interface between local NMCI users and NMCI help desk. Assist local users and NMCI in resolving computer technical problems. 4.4 Procurement, Scheduling, Travel, and Document Support: The contractor shall provide procurement, scheduling, travel, and document support for PMA-205 programs to include the following: Prepare and process travel documents using Defense Travel System (DTS) Provide Procurement Initiation Document (PID) preparation support.
6 Assist in the preparation and development of J&A, SOW, delivery schedules, contract line item structures, IGE, CDRLs, Security Requirements (DD254 s and funding requirements in accordance with NAVAIRINST A.. Assist and draft various documents and correspondence in accordance with the Naval Correspondence Manual. 5.0 Deliverables 5.1 Monthly Progress and Funds Expenditure Report (A001): The contractor shall provide a monthly status report in accordance with CDRL A Technical Report (A002): The contractor shall provide a technical report IAW CDRL A Meeting/Trip Report (A003): The contractor shall provide a meeting/trip report IAW CDRL A IT Status Report (A004): The contractor shall provide an IT Personnel Security report IAW CDRL A Government Furnished Property The Government will provide access to office space and equipment at the Government facility to the on-site contractor personnel for use in support of this task order. Office space will be provided for each contractor personnel working on-site. A minimum of 12 spaces will be provided. 7.0 Place of Performance The place of performance is a combination of on-site government facilities and off-site contractor facilities. The place of performance will be Patuxent River Md. and Arlington Va. The contractor will have access to classified material at government facilities only. 8.0 Travel In support of this contract, the contractor will on occasion be required to travel to various contractor facilities, Navy facilities, DOD facilities, other government agency offices (e.g. Federal Aviation Administration, test ranges, operational activities, project/program offices, and intelligence & support activities), simulation conferences, seminars, and training classes. 9.0 Security Classification This Task Order may require access to classified material up to the SECRET level.
