Allahabad Bank, a body corporate established under the Banking Companies (Acquisition and Transfer of Undertaking) Act 1970, having its Head Office at 2, Netaji Subhas Road, Kolkata , India, hereinafter called The Purchaser or Bank, which term or expression unless excluded by or repugnant to the context or the meaning thereof, shall be deemed to include its successors and permitted assigns intends to issue this Bid document, hereinafter called Request for Proposal, or RFP The Bank invites bids from reputed Original Equipment Manufacturers (OEMs) or authorized suppliers (hereinafter referred to as Bidder or Vendor ) to procure, install, integrate, implement and commission servers and Virtualization Solution at its DC at M/s CtrlS Data Centres Limited, Plot No EL -72/1/A, TTC Industrial Area MIDC, Mahape, Navi Mumbai and Disaster Recovery Site, 3rd Floor, Zonal Office Building Hazratganj, Lucknow (U.P.) , hereinafter called Specified Locations, over a period of five years The RFP can be obtained from the following address during office hours on all working days during RFP sale period between A.M. to 4.00 P.M. 7 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: All bids must be accompanied by a Bid Security (Annexure 2) for Rs Lacs as specified in the RFP and must be delivered at the above office, on or before specified date and time indicated in the RFP Bidders are required to submit the Technical Bid in physical form, whereas the Commercial Bid is required to be submitted online through e-tendering process only on or before the last date and time mentioned in RFP. The Language of Bid should be in English Technical Bids will be opened in the presence of the bidder s representatives who choose to attend on the specified date and time. Technically qualified bids will be taken up for further processing and Commercial Bids of the technically qualified bidders will be opened in the presence of their representatives on a specified date and time, which will be notified separately. Non-attendance at the Bid opening will not be a cause for disqualification of a bidder 1.9. The Original RFP (and any addendums) needs to be signed and stamped by the Bidder and has to be submitted along with the Bid Security on or before the last date & time of submission of technical bid mentioned above This tender is not transferable. 8 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: SECTION -2 INSTRUCTION TO BIDDERS 2.1 INTRODUCTION : Allahabad Bank, established in 1865, was nationalized in the year 1969 and is a leading public sector undertaking listed in BSE/NSE, hereinafter called The Purchaser or Bank. The Bank has implemented Core Banking Solution BaNCS and other allied applications, with TCS as the Systems Integrator for the project. The Bank has also, as part of the CBS implementation project, put in place, hardware infrastructure designed to support its business requirements hosted at its Data Centre (DC) at Mumbai and Disaster Recovery Site (DRS) at Lucknow. The replication is done directly to DRC from DC. The data at DRC is not more than 15 minutes behind the production data at DC. In case of any disaster, the DRC can be made up and running within 4 hours after syncing the Near Site DR data (at Navi Mumbai). 2.2 DEFINITIONS : In this contract, the following terms shall be interpreted as indicated : The Contract means the agreement entered into between the Bank (Purchaser) and the Bidder, as recorded in the Contract Form signed by the parties, including all the attachments and appendices thereto and all documents incorporated by reference therein The Contract Price means the price payable to the Bidder under the Contract for the full and proper performance of its contractual obligations Services means services which includes site-readiness, installation, commissioning, provision of technical assistance, training and other obligations of the Bidder covered under the Contract DC means Data Centre DRC or DRS means Disaster Recovery Centre or Site. & NDR means Near Disaster Recovery Site The Purchaser means Allahabad Bank Bidder means bidder, who intends to participate in bid for supply, implementation and maintenance of Servers in virtualized environment Day means the calendar day Working Day : A working day would be any day when any branch / office of the Bank is functioning Business hours : Business Hours for the purpose of service standards would be 8.00 AM to PM, on all working days of the Bank. The Bidder however recognizes the fact that the branches will require to work beyond business hours. All alternate delivery channels (ADC) will be operational for 24x7 basis Restore to Service : Provide standard maintenance services including: i. Diagnostics and troubleshooting. ii. Upgrade / Enhancement The maintenance for the services would be for the infrastructure at DC and DRS. Also includes the co-ordination services with System Integrator/SPOC etc. to resolve the issues related to proposed equipments at DC/DRS Software : Software means Virtualization Software, Operating System and all the associated software related to supplied equipments. 2.3 ELIGIBILITY CRITERIA : Sl. Criteria No 1 The bidder should be a Government Organization or PSU or PSE or a Public or Private Limited Company. 2 The bidder should have been in existence in India for a minimum period of 5 years. 3 The bidder should have a minimum turnover of Rs.100 crores per annum during each of the last three financial years. 4 The bidder should be a profit (Profit Before Tax) making entity for the last 3 financial years. 5 The bidder should not have been blacklisted/ debarred by any Government department or PSU or PSE or Bank on the date of submission of this RFP. Appropriate documentary evidence. 6 The Bidder should be an authorized partner of the respective OEMs in India. 7 The bidder should have valid ISO Certification Copy of ISO certificates. Server, Storage, Virtualized Software and Facilities Management Capability 8 The Proposed Servers and Storage should be live (either the same or upgrade of the same product should be proposed) at DC or DRC in at least two Govt. or Public Sector Units or Schedule Commercial Banks in India. 9 The proposed Virtualized Software or Solution should be implemented in DC or DRC of at least two Govt. or Public Sector Units or Schedule Commercial Banks in India. 10 The bidder should have minimum 3 years of working experience in the area of supply, installation, implementation and facility management of server and storage in DC or DRC of at least two Govt. or Public Sector Units or Schedule Commercial Banks in India. #Credentials issued by the respective client organizations in favor of Bidders/OEMs for evidence of live in DC or DRC. #Credentials issued by the respective client organizations in favor of Bidders/OEMs for evidence of live in DC or DRC. #Credentials issued by the respective organizations. 10 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 11 The bidder should have minimum 2 years of working experience in the area of supply, installation, implementation and facility management of virtualization environment setup of minimum 120 cores for at least two Govt. or Public Sector Units or Schedule Commercial Banks in India. Dated: #Credentials issued by the respective organizations * POCs done will not be treated as experience of the Bidder. # Credential letters or Alternatively Relevant purchase order along with installation & Commissioning /acceptance certificate etc., should adequately address the requirements in terms of experience, deliverables etc. set-out in the eligibility criteria of the RFP. 2.4 SCOPE OF PROJECT : The Bank intends to procure Servers, Storage, Tape Drives,SAN Switches, Virtualization software and other items like Anti Virus Licenses (if required based on the solution proposed by the bidder) as mentioned in Bill of Material for it s Data Centre (DC) and Disaster Recovery Site (DRS) for several applications. However, if the solution proposed by the bidder requires additional and/or upgraded version of licenses of OS/DB (including CAL licenses) than the Bank presently have, cost of the same should be adequately factored in the price quoted by the bidder. The Bill of Material may be modified accordingly. Facility management of installation/re-installation/up-gradation of Operating System / Database is in the scope of the RFP. The scope of this project further includes the following for the surrounding business applications of CBS, related interfaces, infrastructure and monitoring tools hosted on Windows/Linux servers: Supply, installation, integration, implementation, commissioning and maintenance of suitable virtualization software and related monitoring, management and audit software at Bank s DC and DR. The scope covers end to end installation of whole setup and make them operational and maintenance of the setup during the contract period. The bidders shall ensure that solution should support the existing applications of the Bank and also any other application which the Bank may implement in future during the contract period The solution implemented should have high availability features to ensure availability of the system as per requirement of the Bank The solution should integrate with the existing Active Directory for user level authentication. Existing Active Directory Users Policies to be enforced on employee/users on the new Server Virtualization The Solution should support all the peripheral like all types of printers, scanners and any other USB or COM port devices The solution should have capability to integrate User Digital Certificate Authentication The bidder has to ensure the migration of existing environment to newly proposed virtualization environment During / Post migration of environment bidder might go for thin provisioning as per their solution however bidder needs to migrate data only from the existing physical servers. 11 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: Bidder will be responsible for migrating data from existing Storage to new Storage as per requirement of the Bank during the contract period There should be no restriction on number of applications accessed through virtualization environment Bidder should upgrade the solution version (Virtualization Software, Monitoring & Management software etc.) whenever there is need for such upgrade without any cost to the Bank during the contract period Installation/re-installation, configuration/ re-configuration and maintenance of virtual environment, operating system and management, monitoring & audit tools There will be separate virtual machines for Web Server, Application Server, and Database Server etc. All will be in different logical zones separated through firewall to communicate to each other. Accordingly the connectivity should be established for making them operational. In no case communication will be permitted without Firewall and/or IPS. Bidder has to ensure the communication in the desired way and all the required hardware, software etc, if required will be provided by bidder only The virtualized environment will have a combination of Windows Server and Linux Operating System Supply, installation/re-installation, integration, implementation, commissioning and maintenance of Servers, Storage, SAN Switches and other items along with the associated software during contract period The bidders shall provide a comprehensive Project Plan including Risk, Quality, Migration, Conversion, Resource, Change and Communication Management Plan. The bidder has to submit a detailed plan for migration and implementation of Server Virtualization. Plan should include the full scope of the project as mentioned in the RFP which also include potential risk identification and mitigation strategy On acceptance of such plan by the Bank, the bidder is required to carry out the implementation, migration and customization as applicable including supply, installation, testing etc Configuring/reconfiguring the equipments / loading the Device Drivers compatible with Operating System as per the specific requirement of banking application deployed by the Bank Configuring/ reconfiguring, installation/re-installation of Hardware & Software, loading of Operating System & other System software, Operating System & System Software hardening, Device configuration as per the requirement of the Bank during the contract period Connecting the Servers/Devices to the existing and/or proposed LAN / SAN Switch /Storage/ Tape Drive The bidder has to ensure on-site support for resolving all Hardware, OS (Operating Systems) & Virtualization software related issues, including reinstallation of OS and other software mentioned above, during warranty and AMC (Annual Maintenance Contract) / ATS (Annual Technical Support) period (or such other extended period as per the contract terms). 12 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: Configuring virtual machines (VMs) as per the requirement of the Bank and enhancement of the various components of Virtual Machines like RAM, CPU etc., creating new VMs as and when required are within the scope of RFP during contract period Monitoring and Management tool should have all the functionality to create VMs, monitor the VMs and management of the same. This should be bundled with an application which will give a holistic view of SLA reporting in terms of utilization, availability of VM components like CPU, Memory, HDD (virtually allocated in storage), I/O, Network etc Bidder is required to deploy separate virtualization group for all database virtual machines to optimize database license cost Bidder is required to factor adequate no. of Operating System License, Database License and Antivirus and HIPS license for the servers keeping following things in mind:- Bank has an Unlimited License Agreement with Oracle. Bank has some number of Microsoft OS and DB licenses, Redhat OS licenses and AV / HIPS licenses which will be shared to the bidders. Bidder is required to factor and propose additional licenses / upgradation of licenses as per their sizing and solution. Operating System Licensing Bank may at it s discretion, procure OS licenses (if proposed by the Bidder) either through its Enterprise Agreement with OEM or from the Bidder. Bidder is also required to factor adequate Windows Client Access Licenses (device CAL) as per the proposed solution. This should be factored as per existing no. of PCs in the location wise network including factorization of inclusion of new license as per branch and user growth As per Business projections provided in the RFP, Bidder to factor minimum 10% year on year growth on proposed virtual servers sizing. Bank may have option to decide the year-wise factored up-gradation depending upon actual yearly growth in the same applications or any new applications as per business requirements. Minimum 10 % year on year growth to be considered in Business Critical Applications like HRMS, Inspection, Offsite Monitoring, CMS, e-kyc, Web Pension, EVVS, Mail Messaging application & Database servers in addition to the Business projection in the RFP All 12 SAN switches published in Schedule C- Current Configuration Details at DC and DR in HA mode (total 6 switches in DC and 6 switches in DR, total 12 switches) are 100% utilized. All these switches have reached End of Support. Bidder needs to consider the replacement of these above switches with connectivity within scope of new hardware to be procured and in-support hardware as mentioned in the RFP. The Bidder is required to factor adequate capacity SAN switches as part of the solution which shall be integrated with proposed hardware, storage, in-support X series servers and existing storage in virtualized environment. In addition to this, the Bidder also needs to make provision in the SAN Switches as per the Business projections during the contract period The Bidder needs to adequately factor SAN storage (should support minimum 120 Page 12 of 102

13 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: TB usable storage space) and it s requisite licenses to connect with X-Series Virtualization environment through adequately factored SAN Switches. Bidder also needs to factor storage based replication between DC and DRC in virtualized environment. Bidder is required to adequately factor 15K RPM and 10K RPM disks of 10TB usable space for each type in day 1 and minimum 5TB incremental usable disk space for each type of disks year on year during contract tenure of 5 years on RAID 6 with 1 hot spare with capability to change of configuration to RAID 1 plus 0 with separate LUNs factored for each type of disks. Apart from above bidder is required to adequately factor the storage space for housing the bare metal binary, boot partition, guest operating system etc. for virtualization environment. Bank may procure maximum up-to 120TB per location as per the business requirements during the contracting period based on the agreed rates of the respective years The Bank is having Tivoli EMS solution deployed for management and monitoring of server, storage and backup capabilities (TBSM) for it s DC and DRC environment. The Bidder needs to adequately factor additional EMS / Storage / Backup tool licenses and integration of such licenses with proposed Virtualization Management, Monitoring and Audit tool to ensure direct extraction of SLA measurement report from single window EMS platform., The bidder also needs to adequately plan the capacity of EMS / Storage and Backup Mgmt. hardware and propose the upgradation and re-sizing of EMS / Storage / Backup hardware (if any) In light with above point instead of upgradation of existing EMS software application and hardware environment, Bidder may consider new EMS solution for non-core environment with same or additional capability or features with integration of the same to the existing hardware like Tape Library, Storage, rack mount servers (in support only) and proposed equipments as part of the RFP. The proposed EMS solution should be of enterprise class and live at DC or DRC in at least two Govt. or Public Sector Units or Schedule Commercial Banks in India The Bidder will provide the hardware as per Bill of Material (Schedule - A). In case the proposed model is not available at the time of delivery, then the bidder will supply the latest available higher model, compatible to the existing/proposed environment, at no extra cost. The new offered model should be comparable as per Technical Specifications (Schedule - B). The Bank s prior permission is needed if the bidder is supplying new model at the time of delivery The accessories (including cables, rack mounting kit, Power strip in the Rack/Chassis etc.) required for the installation and configuration of the equipment needs to be supplied by the Bidder. Bank will not arrange for the same. Further, Bidder needs to provide necessary cables, passive components like fiber, copper patch cord to connect the supplied equipments to existing equipments like SAN Storage, SAN Switches, Tape Library etc. during the contract period. The bidder shall be responsible for cabling and other related activities at DC/DRS for connecting the existing / new equipments at no cost to the Bank Bidder should specify various infrastructure requirements, which need to be provided for commissioning and smooth functioning of the equipment. This will include site requirements, power, cooling, UPS, environmental conditions, illumination, etc Bidder should provide comprehensive on-site warranty of 3 years for hardware and thereafter AMC for two (2) years. 14 RFP Ref No HO/DIT/SERVER, STORAGE & VIRTUALIZATION/ /40 Dated: Bidder should provide software licenses with comprehensive on-site support/ats for 1 year and thereafter AMC/ATS for four (4) years All the parts of items would be covered under comprehensive warranty/amc/ats. If there is any gap between Bank's requirement and OEM Warranty/AMC/ATS then it will be the responsibility of bidder to fill up the gap Bidder has to carryout hardening of OS (Operating System) & other System software, patch management activity and other configuration on OS, virtualization software, etc. (for the Hardware integrated in the Virtualized environment) as per the requirement of the Bank during the warranty/amc/ats period. Bidder has to undertake upgrade of BIOS, OS, Firmware etc wherever the requirement is felt by Bank (during Warranty/AMC/ATS). Bank conducts VA & PT (Vulnerability Assessment & Penetration Testing) and Information Security Audit on periodic intervals. The bidder/supplier needs to comply with the findings of the VA & PT in terms of the hardware/os and other items provided under this RFP Bidder should undertake to provide maintenance support during warranty and post warranty period for all the proposed equipments. Spare parts which may be required for the equipments should be available for the contract period of 5 years. The bidder shall provide support services for 24x7 days with 4 hrs problem resolution commitment time unless specified otherwise Bidder has to guarantee minimum uptime of 99.95% on monthly basis for all the equipments and should be ready to execute service level agreement for the same The Bidder will pass on to the Bank, the benefit of discounts or any other benefits provided by the OEM during bidding process or any time during the tenure of contract in respect of orders placed to the Bidder Bidder has to prepare and submit detailed technical documentation of the entire project to the Bank, articulated in English language The bidder shall provide comprehensive training and study material to the Bank officials for day to day maintenance of virtualized environment to enable the Bank to carry out the work as specified in this RFP in future. Above training should include both functional and technical training of the system. Training may be held at Bank s premises (DC and DR) or bidder premises as mutually agreed without any additional cost to the Bank For each module/database/middleware and third party utilities installed, the bidder is required to train the designated Bank s technical team in all aspects like System administration, database administration, resource management of hardware and software, storage allocation, backup management etc. to enable them to effectively operate and perform administration of the total system. Bidder shall also provide periodical on the job training to the Bank Officials for day to day maintenance of aforesaid areas Bidder shall document all the installation and commissioning procedures and provide the same to Bank IT team. Banks existing Application Vendor will provide inputs/configuration details to the vendor for configuring the equipment along with other required document and related architecture documents. Post installation of equipment by the Bidder, Banks existing application vendor and the Bank (and/or any third party appointed by the Bank for the purpose) will conduct the acceptance test and verify the completeness and compliances of the installation to the configuration and relevant settings provided by the Banks existing application vendor.
