DATA
Why is data collection important? Accountability Ability to manage the system to protect the public interest Well educated policy decisions Helps educate the generators
2009 Regular Session Chapter 37 Sec. 62 The requirements for the SCORE report shall be abbreviated in scope The Agency, in consultation with the AMC, SWAA, SWMCB, shall Reduce the resources counties employ to collect the data Ensure that estimation methods are consistent across counties Ensure the data reported are accurate and useful for policy makers
Previous MPCA Solid Waste Data System Landfill Report WTE Report RDF Report Transfer Station Report Compost Facility Report MRF Report SCORE Report E-Waste Report Telephone Books Report HHW Report WTE Air Permit Report Fluorescent Bulb Report VSQG Report Certification Report Beneficial Use Report Delta/Lektriever Access Access Access Staff Cubes/or Excel Spreadsheet/or 4 th Floor Lektriever/or Combination Data Analysis Data Analysis SCORE Report E-Waste Report
The Vision Could not just be SCORE. All sources of solid waste data needed to be taken into account. PCA/OEA Merger
SCORE Team Representatives from AMC, SWAA, SWMCB Carver Hennepin Ramsey Dodge Morrison Polk
Waste and Recycling Haulers The waste/recycling haulers were not involved in the development of the SCORE recommendations. Some of the recommendations impact them directly. The Agency is currently seeking additional input from NSWMA and other haulers such as Eureka and municipal haulers.
Recommendation 1 Continue to measure the individual components of the waste management hierarchy Use SCORE to validate and complement the data Reduce Re-Use Recycle Compost Waste to Energy Landfill with Gas Recovery Landfill
Recommendation 2 Consolidate and make compatible the various Agency reports to improve data quality, collection, analysis, and measurement Report Name E-Waste Collector Report WTE Air Permit Report SCORE Survey HHW Report Telephone Books Report Beneficial Use Report Landfill Report MRF Report Transfer Station Report WTE and RDF Report Yard Waste Compost Facility Report SW Compost Facility Report Demonstration Facility Report Fluorescent Bulb Report VSQG Report Results/Certification Report Data Location Access (E-Waste) Database MPCA File System/OnBase Access (SCORE) Database Staff Cube (Access DB) Staff Cube/Excel DB/Access DB Staff Cube/ File room Delta/ File Room Delta/ File Room Delta/ File Room Delta/ File Room Delta/ File Room Delta/ File Room Delta/ File Room Staff Cube Staff Cube/On Base Staff Cube
Recommendation 3 Reorganize the solid waste data within the Agency Needed to tie the various data sources together Develop an electronic data entry system for annual reports to free staff time for other priorities
Recommendation 4 Require haulers to report MSW, organics, and recycling Destination facility County of origin Commercial/Residential Split
Recommendation 5 Expand the waste sort requirement for WTE facilities to include landfills
Recommendation 6 Fix the recycling rate credits from SCORE because it is misleading and creates confusion
Recommendation 7 Modify SCORE survey as needed Remove questions that are duplicative of facility reports Continue to rely on counties to help identify out-of-system waste
Recommendation 8 Internal MPCA coordination of annual reports and permits Standardize terminology Must not impair the ability of the C&E and permitting staff to complete their work
Recommendation 9 Make the MPCA solid waste data management system more efficient
Recommendation 10 Do not address Construction and Demolition at this time It was determined that the scope of this project was sufficiently large Address C&D after this process is complete
