1 Job description Job title: CDM / Health and Safety Manager Department: Commercial & Operations Service: Highway and Energy Infrastructure Grade: GLCP-J Post reference number: JE Job purpose To act as the nominated competent Health and Safety Manager and provide leadership for the Energy Services Directorate. The post holder will ensure that the Energy Services Directorate meets its legislative health and safety requirements, including the Construction (Design & Management) Regulations (CDM) They will manage construction related health and safety for a wide range of civil, mechanical and electrical engineering projects and maintenance activities that are potentially high value and high risk. 2. Principal duties and responsibilities 1. To develop and implement the Health and Safety strategy for the Energy Services Directorate, to ensure compliance with Legislative requirements and industry best practice. 2. Lead on the Health and Safety performance framework for all operational services within the Energy Services Directorate, ensuring an environment of continuous improvement. 3. To operate as part of the Energy Services Senior Management providing strategic direction on Health and Safety governance through both operational and planned delivery activities. 4. Work in partnership with stakeholders by providing expert advice and delivering appropriate solutions and interventions to promote effective risk management and effective working practices. 5. Develop creative and innovative safety solutions and interventions to tackle Directorate issues and support the drive for proactive safety management. 6. To provide leadership to officers within the Directorate who act in CDM specific roles of Client, Principal Designer, Designer, Principal Contractor and Contractor as they affect construction projects undertaken by the organisation to ensure compliance with CDM 2015.

2 7. Develop, manage and implement the co-ordination and provision of CDM 2015 preconstruction for construction projects 8. To lead and take overall responsibility for embedding the principles and practices of construction-related health, safety and welfare with all stakeholders clients, designers and contractors across all project programmes, including capital and maintenance works. 9. To ensure Health and Safety is considered throughout the design, delivery and implementation of major construction schemes. 10. To carry the authority to instruct the cessation of any unsafe work practice identified on any Nottingham City Council site and shall immediately inform the relevant Engineer or Construction Manager of the reasons for doing so. 11. To provide leadership and to be accountable for ensuring quality assurance tasks and reviews and carried so that all construction projects and maintenance works meet the requirements of CDM 2015 and the Health and Safety at Work Act (1974) and other associated legislation. 12. Establish and manage all auditing, reporting and monitoring measures for the Engineering and Construction Managers. This will enable the performance and organisation capability of individuals or companies undertaking relevant roles under CDM 2015 such as Principal Designer, Principal Contractor etc. 13. Manage health and safety site inspection programme including monitoring site operations to ensure works are carried out in accordance with agreed construction phase plans and liaising with in-house Council or appointed Principal Designers / Client Representatives as necessary. 14. To represent the Council externally and develop and maintain an effective professional relationship with regulatory bodies such as the Health and Safety Executive, as appropriate, and promote the Councils links with other authorities, institutions and professional bodies construction health and safety matters. 15. To lead and attend directorate level meetings, including reporting to health and safety management forums, consultative forums, committees and/or other meetings when required. 16. To be the responsible person for any Health and Safety incident managing the response to ensure necessary actions are taken, risks understood & mitigated, stakeholders kept informed and lessons learnt & shared amongst the team and across the Council. 17. Undertake such other duties as may devolve upon the Service or may be assigned from time to time by your line manager. 3. All staff are expected to abide by the obligations set out in the Information Security Policy, IT Acceptable Use Policy and Code of Conduct in order to uphold Nottingham City Council standards in relation to the creation, management, storage and transmission of information. Graduate membership of IOSH or demonstrated equivalent experience Experience of providing expert health and safety leadership across a broad range of construction related Health and Safety issues and CDM 2015 matters. Knowledge of current and emerging best practice in construction related health and safety, legislative requirements and statutory responsibilities Experience in the provision of CDM 2015 management and construction specific (practical and technical) health and safety advice Ability to manage and organise own workload with minimal supervision Highly developed risk assessment, auditing, inspection and investigation skills Ability to prepare clear and concise briefings and reports. Measurement P A T I D Ability to meet deadlines Ability to manage and prioritise workloads Strong organisational & communication skills with a high level of influencing and inter-personal skills Experience A minimum three years of experience in a senior health and safety role Experience of working to BS OHSAS / HSG 65 standards Experience of managing and working as part of a team Workplace health and safety risk management and assessment
