2 ESS Civilian Pay Mission and Vision Our Mission To support The Defense Finance and Accounting Service (DFAS) in its goal of leading The Department of Defense (DoD) in finance and accounting by ensuring that payroll offices and customers are provided a state-of-the-art civilian pay system and by providing exceptional service and support in the strategic planning for technical enhancement and standardization of the civilian pay processes and controls. 8 Legislative/Regulatory Changes Wounded Warriors Federal Leave Act of 2015 Background Signed by the President on November 5, 2015 Adds Section 6329 to Title 5 of the United States Code (U.S.C.) New leave category known as Disabled Veteran Leave Disabled veterans with 30 percent or higher service connected disability Effective: Newly hired employees on/after November 5, 2016 Provides 104 hours of one-time leave entitlement to full-time employee or a proportionally equivalent for employees with a part-time, seasonal, or uncommon tour of duty schedules Leave hours not used during the 12-month eligibility period are forfeited Requirements for System Change Requests (SCR) completed and broken into 2 parts: Part 1 (Interim Solution Complete): Creation of new T&A code and new CSR report to track leave usage Part 2 (Full Solution Release 17-1, March 31, 2017): Addresses HR confirmation of eligibility, database changes, and specific leave type edits 4/7/2017 Integrity - Service - Innovation 8

9 Legislative/Regulatory Changes Combined Federal Campaign (CFC) Background OPM outsourced the CFC beginning in 2016, choosing GiveBack as the private vendor to manage the program GiveBack has proposed streamlining the funds distribution process through one central location rather than through numerous centers Way Forward GiveBack requires an exchange of data for payroll systems to track contributions to individuals Most recent meeting on December 12, 2016 yielded additional information regarding the requested reconciliation report Functional Requirements Document (FRD) has been updated; however, final requirements from OPM/Give Back are still pending Regular working group meetings are being held to solidify the requirements Tentatively, software changes are scheduled for DCPS release 17-2 (July 2017) 4/7/2017 Integrity - Service - Innovation 9
