1 SOUTH EAST COAST AMBULANCE SERVICE NHS TRUST ROLE BRIEF Directorate: Job Title: Indicative AfC Banding: Contract: Responsible To: Level of Accountability: Base: Job Purpose: Key Duties: Strategy Planning & Partnership (SPP) Radio Manager Band 7 The post is offered either full-time, on a job share basis or on part-time hours by agreement Head of Fleet The post holder will work autonomously to agreed objectives in accordance with the Trust s IPDR process. there will be regular monitoring and review meetings objectives will be set, but the post holder will determine how results are best achieved. TBC Responsible for the provision and maintenance of all mobile communications equipment and related services, with the exception of mobile telephony. At present this specifically encompasses the Airwave digital radio system, Terrafix Mobile Data Terminals and Garmin/VDO SatNav systems and their assets. The role entails managing Trust staff and relationships with third-party service-providers to ensure that the Trust s required service, support and security levels are met and remain in-budget. Deliver the Trust s chosen mobile comms systems in a timely and efficient manner, and to ensure that they function cost-effectively. Liaise with Operations to define Trust mobile comms equipment requirements. Ensure timely procurement & installation of Trust mobile comms equipment, software and services to meet Operational needs and budget constraints. Ensure mobile comms assets are appropriately maintained in order to maximise operational effectiveness. Oversee asset management of all mobile comms equipment, software and licences.

2 Ensure that adequate stocks of spare equipment are held in order to minimise mobile comms equipment downtime. Produce regular reports for management meetings on state of the managed assets. Ensure effective first level support of the Trust s mobile comms systems is provided by Mobile Comms Technical team & third-party technicians. Ensure that effective repair processes are followed and that overall operational effectiveness is kept up through prompt reporting/repair/replacement of faulty equipment. Develop & implement change management process for all mobile comms & related servers, and ensure subsequent compliance. Ensure that a complete documented audit trail of all reported mobile comms faults is maintained. Provide technical supervision to third-party mobile comms equipment support contractors on site. Manage Service Level Agreements with Dept. of Health and mobile comms service providers, ensuring that contracted service levels are met by providers. Line-manage Mobile Comms Technical team providing first level support of mobile comms systems. Line-manage Airwave Terminal Manager responsible for Airwave assets and issues. Liaise with suppliers and Trust ICT support to ensure effective integration of mobile comms ICCS/MDT and CAD system(s). Assist ICT in provision of first level support of Airwave ICCS systems. Assist ICT in provision of first level support of CAD & Comms Servers. Oversee software upgrades on Airwave radios & ICCS, MDT servers & vehicle equipment to ensure that systems remain effective and compliant with service providers licence conditions.

3 Ensure the Trust s ICT security policy & measures are followed, particularly in respect of the use of Airwave equipment. Ensure compliance with the Trust s TEA2 Airwave licence. Ensure all reports pertaining to the operation of mobile comms are disseminated Operational/Emergency Dispatch Centre Managers as appropriate. Attend and organise regular meetings to update others on current position on management of the mobile comms equipment. Provide advice to users and managers regarding the use of mobile communication equipment. Assist in provision of documentation & training to users of mobile comms equipment. Meet the audit responsibilities of airwave asset management and hold accurate information through collaboration with frontline operations. Undertake any other work commensurate with the grade of the post.

4 Key Knowledge, Skills and Experience: The post holder is required to have specialist knowledge acquired through relevant academic/theoretical study and practical training/experience to post graduate level or equivalent standard Personal knowledge and understanding of new mobile communications technology. Good interpersonal skills, both written and verbal. Able both to manage and work as part of a Team Ability to manage own workload and prioritise. Able to work proactively and to act on own initiative. A good level of general education to A level or equivalent experience. Attendance at appropriate courses as and where required. Be proactive and interactive. Must have knowledge of mobile comms technology, in particular Airwave digital radio and ICCS. Must have an understanding of digital communications and networks. Must have helpdesk or Call Centre experience with proven ability to proactively take ownership and resolve issues as they arise. Must have experience of managing ICT infrastructure, preferably using ITIL framework processes. Must have experience of managing internal and thirdparty ICT technical support staff. Must have experience of ICT service level management and working with third-party service providers. Must have experience of managing ICT projects. Must be confident producing and presenting reports to management groups both regularly and on demand. Must have good computer skills and be computer literate. Must possess a full driving licence. Health and Safety: The post holder will take due care at work, reporting any accidents or untoward occurrences. The Trust operates a No Smoking Policy. Staff are only allowed to smoke in designated smoking areas.

Hours of duty are 37.5 per week, though the post holder is expected to work additional hours as required to fulfill the duties of the post. Annual leave allowance is between days, subject to service. Membership of the NHS pension scheme is optional.
