1 HP ICD-10 Vendor Readiness Survey III Assessment of Vendor Responses February

2 Purpose The survey was a joint effort by FSSA and HP to elicit information from the contracted vendor community about their efforts to prepare for the implementation of ICD-10 scheduled to go live on October 1, Although the survey was the same for both FSSA and HP, they were labeled according to the agency sending the survey invitation. The vendor survey will be conducted at 90-day intervals to track progress and identify issues. This presentation is based on the HP contracted vendor responses. February

3 HHS Announcement and FSSA response The Department of Health and Human Services (HHS) on February 16, 2012, announced a pending delay in the implementation ICD-10. On February 23, 2012, the Indiana Family and Social Services Agency (FSSA) issued a statement to all Indiana Medicaid providers and vendors stating the following: The Centers for Medicare and Medicaid Services (CMS) has provided no definitive strategy or timeline for a delay in ICD-10 implementation. As such, the Indiana Medicaid migration to ICD-10 remains unaltered. Further information will be forthcoming once definitive guidance is received from CMS regarding the ICD-10 implementation dates for both the ICD-10-CM and the ICD-10-PCS code sets. February

4 Survey tool This was an online survey conducted using the Survey Monkey web application. This tool was used to develop the survey, build the address lists, disseminate the invitations, send the reminder notices (to those who had not responded), and provide results. Additionally, the tool created a link to the survey which was posted on the Indiana Health Care Programs (IHCP) website located at com Responses were recorded by individual vendors and updated demographic information was captured. 5 Vendor mailing list The HP contracted vendor mailing list was drawn from several lists maintained by HP. A number of the HP vendors were also contracted with FSSA. Those vendors were surveyed by FSSA. February

6 Vendor responses For this survey a total of 472 HP vendors were ed survey invitations. A total of 94 (20%) HP vendors responded. This is a lower response rate compared to Survey I and II by 13%; however, a higher number of invitations were sent for Surveys II and III than for Survey I. For all of the following response comparison information it must be noted that not all respondents completed every question on the survey so not all questions have the same total number of responses. 9 Vendor categories For the Other category, vendors entered their own category title. If we collect a significant number of any self-assigned category, they are added to the list to enable us to track trends. It appears that "Billing agent, agency, company, or service" and "TPL contractor or vendor" may be added going forward. 10 Vendor categories Of the vendors who took this survey 44% stated that this was their first time completing the survey. This provides an quick way to assess who is new and who is returning. Currently, our trending is by vendor category (vendor type). As we move into our outreach phase, it may become necessary to trend by other data such as by vendor entity using Contact Information, where available. February

11 Readiness Respondents were asked several questions about planning and readiness. They were also provided with text entry fields to explain contingency plans or issues. The readiness questions included the following: Effort to dedicate di resources Effort to identify/update business process, policies and procedures Submission of X electronic claims transactions Completeness of ICD-10 IT systems updates, design and development plans February

14 Readiness Because the number of responses varies from question to question, the overall readiness responses are best reported as percentages of those that answered the questions. There was a 76% overall response rate to these questions. That is a 16% increase from Survey II and an 18% increase from Survey I. For this survey, the following was reported for the low end and high end of preparedness: p 17% indicated planning has not started compared to less than 11% from Survey II and 7% from Survey I 10% indicated planning was complete compared to 20% from Survey II and 5% from Survey I February

15 Readiness This type of trending points to first time responders outnumbering second or third time responders (44% first time respondents for Survey III). The following are other assumptions to be considered: Respondent is unaware of the current status of his/her organization s readiness (the person in charge of planning, implementation, and management of the project was not asked nor was the person completing the survey). Respondent is providing a favorable response which may not be accurate. This may also be because the respondent is not the person who should be completing the survey. February

19 Readiness Vendors who replied No to being able to use ICD-10 codes on October 1, 2013, had the opportunity to explain and include any contingency plan. Text entry responses received included the following: It is unknown at this time. Need more education. (Provider) Depends on how well Waiver and clients work. (Software vendor) Some of the text entry responses underscore the need for outreach and others are referring to issues we may not be able to address. February
