1 IMPERIAL COUNTY OFFICE OF EDUCATION CLASS TITLE: SENIOR DIRECTOR - INFRASTRUCTURE AND TECHNICAL SUPPORT BASIC FUNCTION: Under the direction of the Chief Technology Officer, plan, organize, control and direct technical support and help desk functions related to computer, telecommunication, network systems and other technology infrastructure for the County Office and local school districts; coordinate and direct projects, resources, personnel, user support functions and communications to meet County Office technology needs and assure smooth and efficient Technology services and activities; supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: Plan, organize, control and direct technical support and help desk functions related to computer, telecommunication, network systems and other technology infrastructure for the County Office and local school districts; establish and maintain related timelines and priorities; monitor, evaluate and adjust activities in response to technology needs; assure proper and timely resolution of computer and network issues and malfunctions. Coordinate and direct communications, projects, security functions, personnel, maintenance, repairs and information to meet County Office and school district technical support needs; oversee the development and implementation of technical support and help desk plans, strategies, systems, projects, programs, services, goals and objectives. Provide technical assistance to County Office departments and school districts in the assessment, analysis and identification of technology needs; recommend and provide technical guidance in the design, development, installation, configuration, operation and modification of computer and network systems and related hardware and software; design and implement networks as needed. Coordinate and direct user support functions; oversee and participate in technical assistance services concerning the operation of computer and network systems; respond to inquiries and provide technical information and training concerning related practices, requirements, procedures and malfunctions; provide general troubleshooting, determine type of request and provide solutions. Estimate and assure adequate resources to meet technical support needs; coordinate the purchase of computer and network hardware, software and services as needed; confer with vendors and service providers concerning product and pricing information; research and obtain bids and quotes; prepare and distribute requests for proposals and related specifications for technology projects as needed. Prepare and distribute a variety of correspondence related to technical support and help desk projects and activities; develop and maintain computer and network system documentation including

2 Senior Director Infrastructure and Technical Support Continued Page 2 diagrams and spreadsheets; prepare and submit forms, applications and supporting documentation as directed. Plan, organize and direct network systems to assure proper security and operation; monitor and maintain network system security; develop and implement network system security policies; configure and maintain access control systems for physical and network security. Plan and oversee technology infrastructure and facilities to assure proper operation of technology resources; coordinate maintenance and operations of power systems, cooling, fire suppression, access control, cabling and environmental monitoring. Plan, organize and direct integrated communications systems for the County Office to include voice, video and data; coordinate maintenance and operation of phone, voice mail, intercom, dialers, and videoconference systems. Plan, organize, control and oversee disaster recovery operations and procedures to minimize disruption of technology services such as data and systems backups and off-site storage backup systems. Plan, organize, control and oversee enterprise level infrastructure for the County Office to include servers and storage systems; coordinate maintenance and operation of server infrastructure (physical and virtual), storage systems (SAN, NAS) and data transfer technologies (Fibre Channel, iscsi). Research, analyze and identify operational baselines of technology systems; plan and develop strategies to secure resources for the current and future technology infrastructure operation needs of the County Office. Research, analyze and maintain current knowledge of technological trends to identify opportunities to enhance County Office and school district operations and meet technology needs; review, analyze and provide technology implementation plans to meet organizational goals; provide the County Office and school districts with quotes and recommendations for technology purchases. Plan, organize and oversee the E-rate application process for the County Office; develop plans to request funding; coordinate timely submission of forms; respond to review inquiries; confer with vendors and consultants; provide assistance to departments and districts; develop procurement documents; and oversee training for the program. Oversee and participate in the preparation and maintenance of various narrative and statistical records, reports and files related to computers, networks, projects, status, mileage, expenditures, assigned personnel and activities.

3 Senior Director Infrastructure and Technical Support Continued Page 3 Develop and prepare the annual preliminary budget for technical support functions and infrastructure needs; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations. Monitor and evaluate technology systems, services and activities for financial effectiveness and operational efficiency; respond to staff input concerning technological needs; review, evaluate and approve vendor proposals for hardware and software solutions; maintain current knowledge of technological advances in the field. Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; assure employee understanding of established requirements. Provide technical assistance to the Chief Technology Officer regarding technology activities, needs and issues; assist in the formulation and development of policies, procedures and programs. Communicate with personnel, administrators, school districts and various outside agencies to exchange information, coordinate activities and resolve issues or concerns; maintain professional contacts with other agencies and organizations. Operate a variety of office equipment including computers, scanners, servers, peripherals and other standard office equipment and tools; drive a vehicle to conduct work. Attend and conduct a variety of meetings as assigned; prepare meeting minutes; prepare and deliver oral presentations; serve as a member of management team in planning and problem resolution. OTHER DUTIES: Perform related duties as assigned. KNOWLEDGE AND ABILITIES KNOWLEDGE OF: Planning, organization and direction of operations and activities involved in the installation, configuration, operation, maintenance, troubleshooting, diagnosis and repair of computer hardware, software, networks, peripherals and infrastructure. Organization, operations, policies and objectives of the County Office. Practices, procedures and techniques involved in the installation, configuration, maintenance, troubleshooting, diagnosis and repair of computer hardware, software, peripherals and related equipment. Network technologies including voice, data and video.

Principles and techniques of systems, infrastructure and network analysis. Applicable types of cabling, operating systems, servers and network design. Principles, methods and procedures of operating computers, network systems and peripherals. Database structures, on-line applications and system capabilities of County Office computer systems. Applicable laws, codes, regulations, policies and procedures. Principles and practices of administration, supervision and training. Policies and objectives of assigned programs and activities. Budget preparation and control. Oral and written communication skills. Interpersonal skills using tact, patience and courtesy. ABILITY TO: Plan, organize, control and direct the installation, configuration, operation, maintenance and repair of computer hardware, software, networks and related peripherals. Coordinate and direct projects, resources, personnel, user support functions and communications to meet County Office technology needs and assure smooth and efficient activities. Supervise and evaluate the performance of assigned personnel. Oversee the development and implementation of Technology projects, plans, programs, policies, services, goals, objectives and activities. Direct and coordinate the management and operation of information systems infrastructure. Direct and participate in technical assistance services concerning the operation of computer systems. Plan, organize, direct and participate in the investigation, troubleshooting, diagnosis and repair of hardware, software, network and telecommunication system malfunctions. Coordinate, direct and participate in a variety of network administration activities. Communicate effectively both orally and in writing. Interpret, apply and explain rules, regulations, policies and procedures. Establish and maintain cooperative and effective working relationships with others. Operate a computer and assigned office equipment. Analyze situations accurately and adopt an effective course of action. Meet schedules and time lines. Work independently with little direction. Plan and organize work. Prepare and maintain various records and reports related to assigned activities.

5 Senior Director Infrastructure and Technical Support Continued Page 5 EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor s degree in computer science or related field and five years increasingly responsible experience involving the operation, maintenance and repair of computer systems, hardware, software and networks including 2 years in an administrative capacity. LICENSES AND OTHER REQUIREMENTS: Valid California driver s license. WORKING CONDITIONS: ENVIRONMENT: Indoor work environment. Driving a vehicle to conduct work.
