Your initial focus will be on WDHB s large project portfolio, Waitemata Waitemata 2025 The development of Waitemata District Health Board clinical facilities, for both the interim and longterm, is collectively known as the Waitemata 2025 programme. The Waitemata 2025 project team has been established to undertake a range of clinical facility development programmes to support the provision of care on the Waitemata district, predominately at North Shore and Waitakere Hospitals. This includes preparation of ministerial business cases for substantive facility developments Our Purpose, Values and Standards At the heart of Waitemata DHB is our promise of better care for everyone. 2 Purpose of the role Work as a team member of the Corporate Services team to: act as the finance expert across WDHB s projects including Waitemata 2025, WDHB s major clinical facilities development programme. undertake all financial modelling, analysis and reporting required for development of business cases. 3 KEY TASKS Provide relevant, timely and accurate financial analysis and reporting EXPECTED OUTCOMES Discuss financial information requirements with project team members, initiate and plan analytical work to meet needs and make changes as required Ensure the project team has easy, reliable access to key information on a regular basis that enables them to make informed decisions Undertake all financial modelling, analysis and reporting required for development of business cases for construction of substantive new clinical facilities, including analysis and forecasting of capital and operating costs and price/volume analyses, working with the F&D and operations project managers, and operational managers Explain analysis to users of the information as required Monitor the programme to ensure it is financially affordable and sustainable, particularly through detailed development of the model of care and project implementation Participate in meetings and present findings to clinical and non-clinical groups when necessary explaining complex issues in a manner appropriate to the audience Plan tasks and activities and make changes when necessary to ensure work is completed on time Investigate and resolve discrepancies that become apparent in the results of any financial queries Prepare monthly project journals to analyse programme responsibility centre costs and transfer to the relevant projects Work with the Management accountant of F&D to provide the required financial project reporting for Steering Group and other reports. 4 KEY TASKS EXPECTED OUTCOMES Interface with Finance Support divisional finance managers. Operations project managers and the Capital Operations & Planning Manager to ensure approved business case capital and operational costs are reviewed and included in the annual planning and budgeting Ensuring all project costs are included in the project capex including operational project management; decanting and migration (including any outsourcing costs); including early staff starts; FF&E; and IT infrastructure to meet clinical requirements Co-ordinate with divisional finance managers to ensure business case operational expenditure tracking is in place to facilitate post implementation review Ensure monthly reconciliation, allocation and capitalisation of programme costs Ensure Data Quality Ensure that financial data is accurate and complete by undertaking appropriate quality checks Implement where appropriate changes to working practices to keep in line with new Ministry reporting requirements, legislation or guidelines Analyse financial data across multiple sources, investigate errors, resolve complex analytical queries/issues and determine the best solutions Work with service staff, system suppliers and system stakeholders to resolve issues to ensure the continued high level of support and supply of reports Provide oversight of the Analyst role Provide guidance and support for the Project Team Analyst to ensure that they provide all the required health service information and service information analysis to inform financial modelling and forecasting Review the quality of analyst work ensuring quality and integrity of data Ensure that effective written and verbal communication is used Provide and communicate financial information relevant to key stakeholders to ensure they have reliable and timely access to the required financial information Maintain an effective flow of relevant information to satisfy the needs of all internal and external project stakeholders Report on the status and progress of key deliverables in accordance with WDHB project reporting requirements Waitemata District Health Board Senior Project Accountant Page 4 of 6

5 Provide support for other projects and development of the Waitemata 2025 project strategies Demonstrate group participation and personal development Meet statutory & Treaty of Waitangi obligations Demonstrate individual responsibility for workplace Health & Safety under the Health & Safety Act 1992 & Amendments 2002 PERSON SPECIFICATION Provide financial support for other projects as may be designated Maintain high level knowledge of strategies of the Waitemata 2025 team and all projects relevant to the project/s being managed Maintain a high level understanding of the business strategies, objectives, processes and issues of business units that are relevant to project activities Provide input and feedback on operational issues that may affect project outcomes Actively participate and contribute as part of the Finance and projects teams. Work with your Manager to identify a relevant personal development programme Ensure the professional and political integrity of Waitemata DHB by carrying out all functions in compliance of the Treaty of Waitangi Show sensitivity to cultural complexity in the workforce and patient population Follow & comply with H&S policies & processes & apply them to work activities Identify, report & self-manage hazards where appropriate Ensure early and accurate reporting of incidents at work POSITION TITLE: Senior Project Accountant Minimum Preferred Qualifications Tertiary qualification in Accounting CA or CPA Prince2 or equivalent qualification would be an advantage Experience Skills/Knowledge/ Behaviour Experience in a Finance/ Accounting role in a healthcare environment working at a senior level Costing and project accounting Experience working in multi-disciplinary teams Understanding of project management methodology An interest in health processes and a drive to improve healthcare through better access to financial information Experience providing financial analysis and reporting for public healthcare services Experience preparing business case financials and commentary Good relationship management and influencing skills Experience presenting and explaining complex financial issues in a manner appropriate for the audience Knowledge of financial management and accounting practices and Waitemata District Health Board Senior Project Accountant Page 5 of 6
