1 M E M O R A N D U M DATE: TO: FROM: SUBJECT: Date Prospective Bidders RFP for Information Technology Security System ADDENDUM #2 TO RFP Number: IT There will be no changes in the RFP due date. 2. The response document has been revised to simplify some of the alternates and provide additional instructions. All changes are highlighted in yellow. The file name is Revised Response Document for the RFP City of Santa Cruz v2. this document is posted on the website. 3. Technical doc is still corrupted a. The new version is posted on the website. There is no change in content only formatting changes to delete duplicate sections. 4. When submitting proposals should we include suggestions a. In the exceptions and clarifications section you can add suggestions. It is best if you adhere to the base bid and offer suggestions. If you do not meet the base bid you the city reserves the right to reject your proposal. 5. Please explain the maintenance options. a. Please see end of this document for the tasks in the two maintenance options we are asking for. 6. Who is providing the cabling a. The proposer will supply cable. 7. What is the definition of full/partial maintenance? a. See end of this document for the table that outlines full and partial maintenance options. 8. What licenses are you requiring, it states electrical? a. Please indicate what licenses you have but they are not required. 9. Is a bid bond required? a. No. 10. Do you have Mercury hardware now? a. no 11. Will you use existing door hardware? a. Yes, for phase 1 and 1a

The City wants to automate their security apparatus and management to make the system easier to use and manage, so does the city want a SINGLE management Center, i.e. Security Operations Center (SOC) for all of the different departments, or will each department be in charge of their own security infrastructure? a. We are looking towards a solution that is managed centrally with the ability of some departments having some control over their system. 13. Mercury Security Products were mentioned, none are in place now SO, is the City's goal to make their Enterprise Wide approach to physical security an Open Technology Platform which is what Mercury Infrastructure Products imply? a. We prefer an open platform but it is not required. 14. According to the presentation, the goal of the city is to have ONE single Security platform that is easy to manage and intuitive. Does the City want to accomplish this with an Integrated Security platform that encompasses Video, Access Control and ID Credentialing Systems? a. That would be ideal. 15. Is the City willing to consider a Hybrid Security Solution, that includes hard wired security solutions, as well as strategic Wireless Access Control Technologies? That means, a mix of hard wired access control/video Surveillance in conjunction with Wireless Access control that works in sync with the overall strategic goal of the City? a. Yes 16. AMAG was mentioned as an existing vendor, does that mean the City will entertain a solution from one of the other 23 Mercury supported Platforms? i.e. Maxxess Systems efusion Server. 3+ Video Platforms were discussed during the Presentation. Is it the City's goal to standardize on ONE, Single Video Hardware platform? a. The city wants to standardize as much as possible. 17. Is the City interested in Cloud Storage of Video feeds? What is the current archiving requirements? Video available for 30 days? 6 months? or One year a. The City would consider cloud storage if competitive. The City will be retaining video for 1 year in some form. 18. ID Credentialing was not discussed, but is it the City's goal to incorporate Federal ID Credentialing Standards such as FIPS 201/202 into the overall Strategic Security Initiative? a. No not to that level. We are going to HID iclass Seos which is a very high security card. 19. We are requesting for the city to accept Bosch Intrusion Access Control GV4 series a. Accepted as long as there is a tight integration with the VMS proposed 20. I would like to propose Lenel as an approved equal to Software House and Genetec (specified in the access control sections). a. Accepted as long as there is a tight integration with the VMS proposed 21. We are requesting for the city to accept S2 Access Control GV4. a. Accepted as long as there is a tight integration with the VMS proposed 22. Would you also please clarify exactly which types of licenses are required. The RFP says electrical. Does that mean C7 or C10? a. We will waive the requirement for a license but as you to provide a list of any you may have that are applicable. 23. We are very interested in bidding this project but wanted to know if your procurement team utilizes state cooperative purchasing agreements? If you do, then I wanted you to know that

3 Stanley Security Solutions has access to a purchasing cooperative through NASPO-ValuePoint for any Security Solutions requirement including: Camera Surveillance, Electronic Access Control, and Intrusion Alarm Systems for City and Government organizations under our State NASPO Contract- (National Association of State Procurement Office.) a. We will consider the convenience contracts as options for long term price protection. The proposer is still required to respond to the RFP in full. 24. The Technical Specifications don t provide any explanation. What appliance? What s a base system? a. See revised design workbook and price page. 25. What s a Central Storage Model 1,2,3? We are looking for the price of three different systems. These are example sizes. Rather than having the proposer price out dozens of systems we averaged locations size into three variables. We will use this cost to determine overall City budgets. 27. Cold Storage Server? Is there no example of what you want? How many TB? Is there an explanation somewhere? a. There are two pre-engineered solutions with BCD Video we have put together. Each vendor has a one-year storage and a 31 days of storage. If we use the 31 days of storage the City would look to a cold storage option for additional storage to get to the required 1 year. Alternately the proposer may engineer their own server for centralized storage based of the following parameters. d. This storage solution should have the ability to double in size as the City adds cameras. 4 29. Why is there (4) Installed Cost Per Camera Inside Wall Ceiling costing sections? are they supposed to have different prices for the same six cameras? Is there an explanation somewhere? a. Delete requirements and please see new pricing page in new workbook. 30. What s Type 2 - Door Reader - Built into the door - Existing Location? & Type 4 - Contactless reader built into the door new location? Is there an explanation somewhere of what this is? a. There are not any of these in the first phase. These are units that have the keypad and card reader on the door. They are existing locations that will need to be replaced. 31.
