SETTING UP A COLLECTION SYSTEM FOR ASSET MANAGEMENT City of Wixom, MI October 20, 2016 MWEA Collections Seminar By Karyn Stickel, HRC Tim Sikma, City of Wixom

CITY OF WIXOM DESCRIPTION AGENDA NEED FOR ASSET MANAGEMENT PLANNING HISTORICAL SEWER WORK ASSET MANAGEMENT PLANNING PROCESS ASSET MANAGEMENT PLANNING GOALS MAPPING SEWER EVALUATIONS 2

CITY OF WIXOM City of Wixom 2.89 MGD WWTP Population 13,498 (2010) Total Length of Sewer 396,000 lft Total number of Structures 1,840

NEED FOR ASSET MANAGEMENT PLANNING Provide the required level of service at the lowest cost possible. Asset Management Plans required in NPDES permit renewals for WWTPs Right thing to do, best management practice Provides evidence to users of what it takes to support a utility

WIXOM S STORY BEGINS

HISTORICAL SEWER WORK Wixom had DCA with MDEQ in 2001 Several projects were completed to address MDEQ concerns Since that time additional work was completed in a proactive measure to improve system

HISTORICAL SEWER WORK City of Wixom Annual Sanitary Sewer Evaluation Study (SSES) SSES Project Status Summary HRC Job No Year SSES Work Completed District Results Corrective Action Required By Flow Metering All Districts (1-10) 8 & 9 - Found to have excessive wet weather (ww) flows SSES work required MDEQ DCA 2003 Smoke Testing & Manhole Investigations 2005 Performance Certification Flow Metering FY Smoke Testing & Manhole Investigations 8 & 9 Manhole deficiencies found Manhole rehabilitation completed by ETOS 8 & no excessive ww flow, 8-excessive None required ww flow but found it was not costeffective to remove. The total peak flow is well within the design capacity of the WWTP. 1 & 5 - divided into subdistricts 1A & 1B, 5A & 5B Minimal manhole deficiencies & uncapped cleanouts found. Several sewer runs not smoke tested in 1A & 5B due to accessibility issues. DPW to secure contractor to complete manhole rehabilitation & cleanout cap replacement. Contractor to also televise areas not smoke tested. MDEQ DCA MDEQ DCA N/A - City's proactive work

ASSET MANAGEMENT PLANNING Collect Information PROCESS Develop a Plan Based on the Information Act on the Plan Development Evaluate or Monitor your Results Adjust the Plan based on Evaluations Continue to work on Plan

AMP PLANNING PROCESS

ASSET MANAGEMENT PLANNING PROCESS Source: Asset Management: A Best Practices Guide, April 2008, EPA 816-F

ASSET MANAGEMENT PLANNING GOALS Develop an Asset Management Program Have Asset Management become part of the routine Flow projections Wet weather flow analysis Capacity assessment

ASSET MANAGEMENT PLANNING GOALS Establish schedule Allocate staff Develop a Level of Service Under some rainfall conditions, the system capacity will be exceeded Do you know how big of a storm it will take?

SEWER EVALUATIONS

CITY OF WIXOM PROGRESS Received a SAW Grant for Asset Management Planning in October of 2015 Approximately $1,000,000 for asset management planning on the collection system

WIXOM ASSET MANAGEMENT PLANNING PROCESS Look at past sewer evaluations Continue working on developing improvements Establish a GIS Itemize corrections Conduct Sewer Evaluations.

DEVELOPING A GIS GIS is the backbone of the Asset Management Plan Wixom had started a GIS, but needed updates to provide a functional basis for AMP. Township staff and HRC worked together to fix database and add pertinent fields necessary for future planning

CORRECTING GIS IN FIELD

CONDITION ASSESSMENT Manhole inspections are underway CCTV work will be starting soon. Will establish a baseline condition for the entire system System is newer so no anticipated needs for immediate large-scale capital improvements

MANHOLE INSPECTION

NEXT STEPS Finalize Condition Assessment Perform SSES including metering to determine areas with higher than anticipated flows Develop a level of service statement Assess Criticality and Risk Review future funding needs

CONCLUSIONS Asset Management Planning for collection systems is critical to the long-term health of the system Starting with the proper tools and information from the beginning will assure that it will be functional and usable in the future.
