7 PROTEUS SERVICES-BASED COSTING Utilizes the existing performance data and enhances it to determine technical achievement. Goes beyond simple EVM metrics as the basis for performance where EVM does not apply but can also be used to inform EVM trending and data. Commonality is determined across datasets by identifying either organizational or other relational hierarchies. This is accomplished fairly quickly, usually two to five days with some adjustments made during deployment. Focus is to articulate the value proposition in repetitious and service-based environments where EVM and other methods cannot. ROI to the government is to determine the real value of a service in re-compete, PWS, outsourcing and public vs. outsourced competitive environments.
