3 Notice inviting Application for Prequalification of Vendors for Supply of Packaged Drinking Water for Bank s office at 1. Background: 1.1. IDBI Bank Limited is a company within the meaning of Companies Act, 2013 and a banking company within the meaning of the Section 5 (c) of the Banking Regulation Act, 1949 (hereinafter referred to as IDBI Bank or the Bank). 1.2 IDBI Bank is notified as a scheduled bank by the Reserve Bank of India (RBI) under the Reserve Bank of India Act, RBI has categorized IDBI Bank under a new sub-group "other public sector bank". IDBI Bank is engaged in the banking business. IDBI Bank is having its Registered Office at and has pan- India presence. 2. IDBI Bank Limited invites applications in the prescribed format for prequalification of Vendors for supply of packaged drinking water for Bank s Corporate Centre at IDBI Tower, WTC Complex, Cuffe Parade, Mumbai Eligibility Criteria: Vendors who fulfill the following requirements shall be eligible to apply :- a) Vendors should be in the business of manufacturing of packaged drinking water for continuous period of Five years ending August 31, 2017 and having their own manufacturing /bottling/processing unit and supply distribution network in Mumbai. Bidder shall note that only manufacturer or its authorized dealer can be considered for prequalification. Only one authorized dealer per manufacturer would be eligible to participate based on the recommendation of the manufacturer. Authorized dealer who is nominated by the manufacturer shall furnish the valid letter from the manufacturer for its participation in prequalification process. b) Vendors should have ISO certification / BIS license (IS 14543:2004) for manufacture and supply of packaged drinking water. Vendors shall enclose the valid ISO Certification / BIS Certification. c) Vendors should have satisfactorily carried out supply of packaged drinking water for Banks, Public Sector Undertakings (PSUs), Multi National Companies (MNCs) etc. during last 3 (three) years ending August 31, 2017 with the experience of annual contract of minimum supply of ltrs. of water per month for single organization or ltrs. of water per month for two organizations or ltrs. of water per month for 3 organizations. Declaration of the same should be enclosed as Annexure. d) Work Order, work completion and performance certificate copies as a documentary evidence of the same should be enclosed as Annexure. Page 1

4 e) Average Annual Turnover during the last 3 Financial Years ending March 31, 2017 should be minimum of Rs.20 lakhs p.a. Balance Sheet / P & L account statement duly certified by Chartered Accountant to be enclosed as Annexure.Vendors should be a profit making company during the last 3 financial years ending March 31, (CA Certificate/ P & L account statement to be given as Annexure. 4. Vendors has to arrange approximate 28 nos. water dispensers of VOLTAS/ Blue Star/Shri Ram/Atlantis or equivalent make on various floors in IDBI Tower as per approval of Bank having hot, cold and normal water dispensing facilities. The aforesaid water dispensers shall be provided and maintained free of cost and no additional payment whatsoever shall be made in this regard. Cost of providing and maintaining shall be included in the price quoted for water supply. Tenderer shall make arrangements to replace any of the dispenser found malfunction or whenever they are found beyond repairs at the instruction of the Bank. The packaged drinking water shall be supplied in the form of jars of 20 ltrs. suitable to the water dispensers as indicated above. 5. Tender will be issued to those Vendors who are prequalified as per the eligibility criteria specified above in response to the application received through Notice / Advertisement. 6. Desirous Vendors may download the Application form from Bank s website The last date for submission of application is on or before November 24, 2017 before 3:00 pm. 7. If any information furnished by the vendor is found to be incorrect at a later stage, they shall be liable to be debarred from tendering / taking up of work in IDBI Bank Ltd. The Bank reserves the right to verify the particulars furnished by the vendor independently. 8. Bank reserves the right to reject any application without assigning any reason and to restrict the list to any number deemed suitable by it, if too many applications are received satisfying the basic prequalification criteria. 9. The Bank does not bind itself to accept any application and has the right to refuse any application without assigning any reason. 10. The Bank also has right to re-issue the notice without the firms having right to object against such re-issue. 11. The Notice/Tender shall form the part of the Contract. 12. 9 IMD/ DRINKING WATER 10/11/2017 Notice inviting Application for Prequalification of Vendors for Supply of Packaged Drinking Water for Bank s office at Sealed applications are invited for prequalification of Vendors for supply of packaged drinking water for Bank s office at. The application shall be submitted in a sealed envelope. The content of the envelope shall be duly filled and signed by the applicants on each page. 1. The application may be downloaded from Bank s web site 2. Sealed application in the prescribed format super scribed with the name of work shall be dropped only in the Tender box kept at Bank's office at 4 th Floor, Infrastructure Management Department, IDBI Tower, WTC Complex, Cuffe Parade, Mumbai on or before 3:00 pm on November 24, 2017 in a sealed cover addressed to the General Manager (IMD), IDBI Bank Limited, IDBI Tower (4th Floor), WTC Complex, Cuffe Parade, Mumbai (Under no circumstances, application should be sent by Courier/Post or to be handed over in person). The applications will be opened on the same day i.e. on November 24, 2017 at 3:30 pm in the presence of Vendors who wish to be present. 3. The Vendors shall submit their application strictly in accordance with the terms & conditions of this notice. 4. This application shall be signed wherever provided for on all pages of the application and shall be initialed at the lower right hand corner by the applicant. 5. Acceptance of the application for prequalification will rest with the Bank which reserves the right to accept or reject any or all applications. Further any application which does not fulfill any of the prescribed conditions would be liable to be rejected. 6. Conditional tenders which stipulate conditions contrary to the conditions given in the tender document are liable for rejection. 7. The vendors not furnishing the details of work order and work completion certificate will not be considered for pre-qualification. 8. The original packaged drinking water manufacturer must not have been disqualified / blacklisted by RBI, any Public Sector Banks/ Private Sector Banks/ Co-operative Banks/ any Government Department/ Financial Institutions/ other Schedule Banks in last 5 years and shall their name be figured in the IBA caution/negative list. An undertaking has to be given by the original packaged drinking water manufacturer as per Annexure-IV. Page 7

10 9. Specifications: Best quality of water to be supplied through water jars shall be as per BIS/ISO approved. 10. Scope of Work: 10.1 Supply of Packaged Drinking Water Jars & Installation of Dispenser : i. Supply of packaged drinking water jars & installation of hot, cold, normal water dispenser on all the floors of IDBI Tower, Mumbai. ii. The packaged drinking water jars shall be supplied daily uninterruptedly from Basement to 24 th floor of IDBI Tower every day in sufficient quantity as required for each floor. The manufacturer/agency should have either directly or through their representative adequate arrangement of transport for required supply of water to reach IDBI Tower before commencement of office ie. by 9:00 am every day. iii. It is obligatory on the part of the contractor to clean water dispenser once in every month. It should be ensure that all the dispenser and jars are in good working condition and kept neat & clean and of good food grade material and as per approved BIS standard. iv. Maintenance / servicing of dispenser including replacement of compressor tabs, relay, all kind of pipes, wiring, all kinds of plug, pads and replacement / repair of all other plastic parts which are required to make the machines in working condition during the period of contract at the exclusive risk, responsibility & cost of contractor and no extra payment shall be made in this regard Materials, Packaging & Liability: i. The contractor shall maintain the quality, purity and the taste of product same throughout the year. ii. The quality of jars used for packaging of drinking water should be as per approved BIS Standard norms. iii. If the supplier fails to supply the packaged drinking water jars in the stipulated time or if the quality of the water is not as per the approved / required norms, Bank shall be free to make necessary arrangement to the procurement of packaged drinking water jars from other sources at contractor s risk. The same shall be recovered from their payment or recovered from security deposit. iv Vendors shall, on award of work, furnish the list containing names & address of his staff along with their Police Verification reports who will be deputed to maintain the supply. v. Bank shall be free to test the sample of drinking water supplied by the supplier from any independent agency/source for which all required documentation shall be submitted by the supplier. However, the vendor shall provide the monthly test report of their quality check from their in-house /Govt/private laboratory. The damaged jar shall be replaced on regular basis or as directed by the Bank. vi. The supplied packaged drinking water bottle should be free from manufacturing defects and supplier should offer free replacement for such manufacturing defects. vii. Every bottle should have batch no., date and year of manufacturing on it. Page 8

11 11. The application shall be signed by a person or persons so authorized by the firm with signature duly witnessed. In the case of a corporation, the application shall be signed by the officer so authorized by the corporation with its seal duly affixed. 12. Bank reserves the right to reject any prospective application without assigning any reason and to restrict the list to any number deemed suitable by it, if too many applications are received satisfying the basic pre-qualification criteria. 13. The Bank does not bind itself to accept any application and has the right to refuse any application without assigning any reason. 14. The Bank also has right to re-issue the notice without the firms having right to object against such re-issue. 15. This notice shall form part of the contract. 16. Tender will be issued only to those Vendors who have prequalified based on the Prequalification criteria mentioned in the application form.
