1 Requests for qualifications proposal for Services Vendor Qualifications: The requested and responding vendor must have the following minimum requirements to be considered for evaluation of this qualification and quote request for services: Have a minimum of ten years of experience in the operation, management, oversight of working systems. Must also have experience at either the regional or local level of project development, project management, IT management, support, knowledge, and database management exclusively in the area of expertise. Have experience in GIS database management and training of staff in the GIS database environment. Have demonstrated expertise in Arc GIS Server, and Arc GIS products and services and training ability on those products. Have experience at the PSAP level in working with Viper/ Intrado CPE, knowledge of MPLS network implementation and ECaTS MIS deployment at the PSAP level, and integration. The selected vendor must show the ability to move directly into project management of the requested services within 10 days of the accepted proposal in order to minimize delays in the ongoing processes of this critical regional effort. 1). Arc GIS Server implementation, configuration and deployment: This server will be used to create a multi-editor environment in which several MRGDC addressing staff members will be able to edit and update GIS data at the same time for the sole purpose of updating and maintaining county and city maps at all MRGDC PSAPS, which are 12 PSAPs total. The current server, and mirror data storage server resides at the Uvalde Police Department, secure server room, Host site with fiber access. Arc GIS Server Software has not been loaded on the Server at this time, nor has the operating software. Staff is waiting for the delivery of completed database files from DataMaster to load on the machine, having the OS, Arc GIS, Connectivity, and the data files in place before turning the server up completely. The Server is a Dell Server, R715, Purchase Order specification sheet is available. Requirement: Work with MRGDC IT staff and City of Uvalde IT staff to schedule software loading of ArcGIS, and OS software, confirm connectivity requirements, and bandwidth capacity available between the WAN of MRGDC and to the ArcGIS Server located at the Uvalde Police Department. Determine the most efficient and cost effective approach to connect MRGDC WAN network, from addressing staff PC locations at separate office locations and or remotely if needed to the ArcGIS Server located at the Uvalde PD. Confirm with sign off that all server(s) applications are working as designed, security, functionality, and data is being received and transmitted as required to fulfill data standards.

2 2.) Enterprise Geospatial Database Management System (EGDMS). DataMaster has been contracted to work on the MRGDC database to correct errors in the geo data fields for each county in the region. Currently, staff has only one seat license to make those corrections as submitted back by DataMaster for the region. We are obtaining pricing through DataMaster to obtain additional seat licenses for all addressing staff, so that they can make their own corrections to their county data in a timely manner to speed up data correction at the regional and county levels. Requirement: Train existing addressing staff to be able to correct and maintain GIS layer data from DataMaster for each staff s respective counties that they are responsible for. Staff also will need to be trained on how to read and correct error reports generated by GeoComm, the State contracted vendor for managing and developing regional databases to a minimum 98 percent match rate for EsiNet deployment. Also, determine project management requirements and duties of DataMaster as priorities for the various phases of the MRGDC data and EGDMS projects. 3.) PSAP Network upgrade to MPLS Network configuration. While MRGDC s CPE vendor, WSC is managing PSAP configurations for the migration from a 3 Host Remote/VIPER technology to a 2 Host MPLS configuration, MRGDC needs additional support to manage all aspects of the MPLS for completion. The MPLS contract is waiting completion and signature from both AT&T and MRGDC, with PSAP end work nearing completion from WSC for the PSAP end of the network. Requirement: Verify with both AT&T and WSC that the MPLS Network components, costs, connectivity and timelines are on schedule and provide project management for MRGDC, reporting to the Director weekly on status where applicable. 4.) Emergency Call Tracking System (ECaTS). Servers at Host sites have been picked up and installed with AT&T technician and WSC technician. Data streaming and loading will be checked by AT&T and WSC to verify quantity and quality of data at host sites over the next few months. Weekly conference calls occur to manage progress, issues. Requirement: Work with AT&T and WSC to verify dependency of ECaTS with MPLS Network, or set up as a stand-alone platform. Verify with sign off that this MIS product is performing as required, meeting data standards. This decision will be made with input from MRGDC, AT&T and WSC, with selected vendor for this project quote to manage this project as well.

Other Project Areas as Described: Other long range projects, including, but not limited to the projects proposed above may be added as contract addendums to the end of any contract, with the ability to amend or revise the contract to manage services requested for the following: 1.) Text to Integration. 2.) ESINet Integration. 3.) NG Core service considerations. 6.) Overall Vendor Responsibilities: 1.) Will serve as a Coordinator under the current Director for projects listed above, (1-4). 2.) Will provide consulting and project management service to MRGDC for the term of this proposal. 3.) Will generate project implementation plans and outlines needed for each project. 4.) Will commit to doing some of the work on-site at MRGDC office locations. 5.) Will provide the necessary trainings for staff to continue on and be self-efficient after the term of the proposal. 6.) Will always request the approval of the Director and/or Executive Director that may be needed to make any changes to project systems, software, training, configurations, PSAP equipment, Network changes, database management, WAN related to functions, etc. 7.) MRGDC Responsibilities: 1.) Will be responsible for procuring all necessary hardware and software needed to complete the projects. 2.) Upon request from the selected vendor, will provide all documentation needed to complete the projects. 3.) Work with vendor on a remote and on-site work system for long term management. 4.) Will provide vendor access to all facilities as needed in order to complete the projects. 5.) Will provide all points of contact so that proper communication is maintained throughout the term of this proposal.

4 6.) Upon request, will allow in-house staff to work on weekends so that proper training can be conducted without any public interruptions of day to day business. 7.) Will provide all the necessary tools for in-house staff to be able to do the work. 8.) Will provide the selected vendor with remote access to both the MRGDC Wide Area Network and Network for purposes strictly needed to perform project management and training. 9.) Will provide a working location and office space while on site working on projects. 10.) Will give vendor the authority to deal with vendors or any third party agency as their liaison for complete the above listed projects. 11.) Upon request, will attend recommend training, meeting and/or conference calls in which vendor may utilize to further implement a project. 8.) Service term, pricing, and payment information: The project term will commence upon the signing of the final contract agreement by both parties, with the term being one full year from that final signed document date. MRGDC may choose project cancellation without damages or further obligation when funds are either not appropriated or otherwise made available to support continuation of project performance of subsequent fiscal periods, or within the appropriated fiscal year. 9.) Pricing: The responding vendor(s) may propose an hourly rate for services for consulting, project management, and network system integration. Travel charges for onsite work within the MRGDC region may be determined and estimated based on the GSA per diem rates for lodging, meals, and mileage. 10.) Payments: MRGDC will pay no more than 50% of upfront costs of the entire proposal for staging and upfront costs for consulting, project management, and network system integration. MRGDC will require a total monthly hourly breakdown for services charged to the project for the project duration period of 12 months as estimated. Beyond any upfront costs paid, the selected vendor will bill monthly for the remaining project balance, over the remaining months with the hours worked shown as a component of the invoice, with a narrative of activities performed within that previous month being billed. The final bill, unless an extension is approved for the contract if warranted due to need of MRGDC or projects to finish completion due to conditions beyond either MRGDC or the selected vendors control will be invoiced any paid no longer than 30 days after final contract completion is due as agreed by both parties.

5 11.) Renewal contingency and cancellations: The renewal for the service term will be left to the discretion of MRGDC. MRGDC can decide whether to allow the selected vendor to continue with project services or whether those services shall be terminated for the following year. In the event that either party wishes to terminate the Agreement, that party will be required to provide a written notice 30 days prior to termination.
