6 Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule (PSS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR , and 29 CRF ), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract. LABOR CATEGORY DESCRIPTIONS SIN: 5207 Labor Categories Labor Category: Financial Audit Manager Minimum eight (8) years of experience Financial Audit Managers, assisted by Auditors, are responsible for daily management of the engagement including, overall planning, developing audit programs, preparing status reports, and providing technical assistance on complex accounting and/or auditing issues, client contacts, discussing audit findings with client/auditee personnel, drafting and reviewing audit reports, supervision of auditors, and periodic formal and informal status briefings to clients. The role is also responsible for supervising auditors assigned to the engagement. Bachelor s Degree in business or accounting and CPA license. Labor Category: Financial Auditor Minimum two (2) years of experience Financial Auditors work under supervision of the Audit Manager. This role is responsible for execution of audit procedures, assisting in drafting reports and findings, addressing accounting and auditing issues, writing planning memorandums, and developing audit sampling plans. Bachelor s Degree in business or accounting. 6

7 Labor Category: IT Audit Manager Minimum eight (8) years of experience IT Audit Managers, assisted by IT Audit Specialists, are responsible for daily management of the engagement including, overall planning, and client contacts, assisted as necessary by subject matter experts, communicating with client personnel, drafting and reviewing reports, supervision of IT Audit Specialists, periodic formal and informal status briefings to clients. The Manager is responsible for staff supervision. Bachelor s Degree in business, accounting, or information technology, and CISA or CISSP or equivalent certification. Labor Category: IT Audit Specialist Minimum three (3) years of experience IT Auditors work under supervision of the IT Audit Manager. This role is responsible for execution of audit procedures, assisting in drafting reports and findings, addressing auditing issues, writing planning memorandums, and developing audit sampling plans.
